Over the last 6 years we have worked to build a voice in the south part of the city. Neighborhoods have been working as one to seek help from the city for the South part of the city. I would suggest the south part of the city would be in one ward rather than multiple wards. The draft maps do not keep these neighborhoods together. The deficiencies are too numerous to list in this email. On the surface the maps received seem to ignore the history of our wards and how they in the past closely supported boundaries with solid data based on the demographics for these wards. I propose that we step back from what has been proposed and draft completely new maps. Several ward maps that were used in the 2020 elections resembled the same lack of consistency with the demographics and ward history. We can improve our current boundaries with the new Census data, let’s take the time to do it right. Sincerely, Mark McLoughlin November 15, 2021 To: The City Clerk of Santa Ana and City Council Re: City Council Special Meeting re: Redistricting, November 15, 2021 With regard to ward redistricting of Santa Ana, I am asking that you consider the following: I would like to see that the following be kept together in the same ward: Sandpointe, Republic Homes, Metro Classic and also, Thornton Park and, the area from Segerstrom and the west side of Bristol Street beginning at Park Bristol Condominiums south to Alton. Reasons: We who are homeowners who live and shop in the South Coast Metro area and who have kids that go to school at Segerstrom High School, also use Thorton Park extensively, and have common interests and issues that we share. There is a sense of “neighborhood” among us. To not include the above-named areas in the same ward is like splitting up a family. It does not make sense to divide areas so narrowly that one council member would be dealing with one issue as it relates to the same issue of a like- neighborhood in the same area, if ward division lines are separating these neighborhoods. There would be a lack of continuity. I know I speak on behalf of many neighbors who are not able to write to you about this, for one reason or another, i.e., not computer literate, don't know how to go about it, or are working, have kids, and just trying still to keep heads above water, as well as many young professionals who live at Park Bristol and work in South Coast Metro. Thus, I've become sort of a speaker on behalf of many in my immediate community on various issues. Directly behind where I live at 3050 S. Bristol Street is Carriage Drive in the Republic Homes development. We are separated only by a carport, and thus what happens in the Republic Homes development, also impacts Park Bristol Condominiums, and vice versa. Even between our two community associations, we have worked on some issues. To be separated by a ward division line makes things more complicated to know who to talk to about any issue if having to work with more than one councilmember. The separation also interferes with problem-solving continuity. It does not make sense if Park Bristol Condominiums development is in a different ward than the South Coast Metro area. Ninety-five percent of daily shopping and community concerns of common interests are south of Segerstrom and Bristol Street in the South Coast Metro area, not north of it. That goes the same for the Republic Homes/Thornton Park community areas also. The South Coast business area is uniquely surrounded by condominiums and residential single-family homes and apartments with residents who are more closely involved in the South Coast Metro area. These homeowners/residents also share the same interests and concerns for our community relating to schools, medical, police, traffic and public safety that are again, unique to the area I’m referencing. At any given time, many of these concerns can be found talked about on the neighborhood Nextdoor Website. Our issues in this section of Santa Ana bind us together. I hope you will strongly consider the above when voting on ward boundary lines. And, if I might suggest, to keep in mind with regard to other ward boundary lines, to keep communities together that have common interests/issues to solve that are unique to them. I am a 15+year resident of West Floral Park. I have been active in our community in Ward 3 and enjoy living in our great city and our awesome neighborhood. I am ultimately very concerned about Draft Plans B & C and urge you to not consider those or any other proposed plans that would split the neighborhoods of West Floral Park, Jack Fisher Park, Floral Park, and Morrison Park (also known as Morrison -Eldridge Park). These four neighborhoods have common community interests which have been established over many years, decades, and generations. Our neighborhoods (and hence the residents) share common neighborhood events such as the Home Tour, Garden Tour, movies in the park, Easter Egg hunts, 41h of July Parades, progressive dinners, etc ... Some of these events may be organized or held by one neighborhood (and/or its association), but rest assured that there is much cross over in our neighborhoods and participation in these events. Additionally, the presence of Santiago Elementary in the West Floral Park neighborhood serves many our children in all 4 of those neighborhoods. Schools bring families and residents together and should be a high consideration in this process. Further, our two common public parks including Fisher Park and Morrison Park, whose community benefits are also shared by all four neighborhoods and its residents. These parks bring families together. There are two other parks in our neighborhoods also (Sarah May Downie Herb Garden and Eldridge Park) which are also creating shared bonds among neighbors and although they are much smaller, they are still important to our community. I would go further that there are two other common community features just outside of our technical 4 neighborhood boundaries in Bowers Museum and Discovery Cube. These two museums also bring families in our neighborhoods together. This is also another reason that we should also include the neighborhood of Park Santiago in our community of interest also. Our neighborhoods also share common interests with Park Santiago including Santiago Park, Main Place Mall, City Place and also Bowers and Discovery Cube. Further I would also say that Riverview neighborhood is also connected to our neighborhoods referenced above. Riverview golf course and Riverview Park which includes Santa Ana Pony baseball all are creating common bonds in our community. Plans B & C both have West Floral Park separated from our highly connected neighbors in Floral Park, Fisher Park, Morrison Eldridge Park as well as Park Santiago. This is not right and instead of keeping a community of interest in place is separating a community which is not the goal of this process. Flower St is not a geographical divider... it is a small neighborhood street just like so many others in our neighborhood. I understand that it is good to look at options, however I believe that Draft Plan B & C miss the mark. When you are considering these boundaries, 1 urge you not to separate the neighborhoods referenced above. Of the 3 draft maps, Draft Plan A is the only one that is viable in keeping our community that shares so many interests together. Rosenberg c.n,..an,.. As such, I would like to present my input for your consideration. You will see that this proposal meets the Fair Maps Act criteria laid out in the staff presentation. • Relatively equal size - people, not citizens • Contiguous — districts should not hop/jump • Maintain "communities of interest" • Follow city and census designated place boundaries • Keep districts compact — appearance/function Please consider the attached proposal. It has a substantially lower deviation than Redistricting Partners.
