Subject:Permit Policy for public events under 1st Amendment exclusion
Dear council and staff,
Please refer to my included screen shot from Santa Ana official website of the city policy regarding event permits. It specifically states
that permits are required for rallies, marches or concerts. Please clarify this in today’s meeting via email response to me but also and
especially I’d like this clarified publicly on the dais today. I was told by our Mayor via email on November 2nd that these events don’t
require a permit when one is expressing their first amendment right. If this is true, please update your website to reflect this so our
residents know as long as they are expressing their first amendment, that a permit is NO LONGER required for events in public
property. As many of you are well aware, there was an unpermitted rally/march/concert held on Oct 23rd on Bristol and Santa Ana
Blvd. This event was allowed without a permit under the first amendment so that same courtesy should be afforded to any and all
residents in our city when they want to host an event, complete with a stage and live performances with street closuresif they so
choose, on public streets when expressing their 1st amendment right.
