Traditional Redistricting
Principles
Complying with the Fair Maps Act
The Fair Maps Act passed by the Legislature mandates a
set of criteria we must follow when drawing district plans.
• Relatively equal size - people, not citizens
• Contiguous — districts should not hop/jump
• Maintain "communities of interest"
• Follow city and census designated place boundaries
• Keep districts compact — appearance/function

From COI to Maps
With the Fair Maps Act requiring cities to include the public input in
the redistricting process, we move redistricting out into the public,
with maps driven by Community of Interest testimony.
Input from community drives process with multiple ways for the
public to engage.
Rules for process emphasize the importance of traditional criteria and
minimizing divisions of neighborhoods.
Releasing maps for feedback — today we will see plans to spark more
public engagement.

• Had 6 Community Workshops + additional
community presentations

Draft Plans A 1
Commissioners were provided a packet with three Sam
consultant created plans based on COI testimony and m T
traditional redistricting criteria. These maps were :-
posted to the commission website for the public prior M
to Draft Map hearing.
• Districts are letters, not numbers. This is a temporary structure W W
for identifying seats as the final draft plan is required to be W"W.,dF
numbered based on a formula in the charter.
• Each draft has been created with a less than 10% total
deviation.="

lines, adjusted for current 2020 population and
traditional redistricting criteria.

We have created draft plans based on the traditional
redistricting criteria and themes based on
Community of Interest testimony.
• Keep Redwood Shores together I
• Draw district with Friendly acres, redwood village, split w
Stambaugh Hellter and portions of downtown. w.,.
• Include Farmhill and Stulsaft park in a single district w.'.
• Have Woodside Plaza and Palm Neighborhoods in a district
• Have Farmhill Canyon, and Edgewood Park in a single district
• Draw Seaport with Centennial and parts of Downtown
• Follows neighborhoods lines

Draft Plan C
We have created draft plans based on the traditional
redistricting criteria, themes based on Community
of Interest testimony and amendments from the
ARC.
• Have an amended Map C that includes two CVAP Minority
Majority districts
• keeps district G as portrayed in Map C intact but also includes
the Fernside area (referred as the spur area by ARC Member
Gardner) using Alameda de Las Pulgas as a boundary towards
the south western (bottom) boundary of district G
• keep as much of Redwood Oaks neighborhood together
abutting Woodside road in a district if possible

Amendments to Plans
Changes to plans may need balancing and
understanding of tradeoffs. Three types of
changes.
1) Keeps within deviation and doesn't necessitate other
changes.
2) Identifying a change and a possible tradeoff with that same
district — a "one to one swap"
3) Identify a change and a set of districts that involves
multiple districts — a "rotation"

If there are proposed changes we can look at
those individually and provide input on if
they can be achieved easily or require more
adjustments.

What's Next
• Official council drafts will be made public in advance of a
citywide public draft feedback hearing.
• All council draft plans will go to a final plan selection
hearing.
• Final Plan selection hearing will consider only draft plans
that have been made public for seven days.
• Numbering of districts is done at the end of the process
by the city council using a formula of minimizing the
number of residents who have to change district
numbers.
Amendments to Plans
• Council will instruct Redistricting Partners to make
additional amendments to plans
• Council can suggest a Redistricting Partners to draft a
new map
• Council can instruct Redistricting Partners to uplift a
community submitted plan
