Hi,
My name is Lucy Solorzano. I am a board member of the Artesia Pilar Neighborhood Association
(APNA). I am writing this comment on behalf of myself and other neighbors who feel we have not
been properly notified about the rezoning request on 1513 civic Center Dr. I reviewed the city
commissions website and saw notices were mailed on the 15th of December and a public notice was
filed on the OC publisher on the 17th of December. Given this time frame, notices were mailed out
less than a week in advance. Therefore, the notice is not in compliance with the city’s Sunshine
Ordinance which stipulates a 10 days notice with in a 500 foot radius https://www.santa-

(c ) Noticing Notice of any community meeting held under this section shall be provided to
all property owners and at least one occupant per dwelling unit having a valid United States
Postal Service address within a 500 foot radius of the subject property Said notice shall be
mailed no less than 10 days prior to the community meeting The notice shall also be posted
on the development project site and published in a newspaper of general circulation no less
than 10 days prior to the community meeting The City shall then post the notice on the City
s website It shall be the sole responsibility of the applicant to prepare and distribute this
notice
I am requesting that the hearing on December 22, 2021 be postponed to the January 2022 City
Zoning Admin Meeting. I also request that notices are sent out with compliance in both English,
Spanish and Vietnamese. I also request that notices be sent to residence with the 500 foot radius.
