We need to treat this like the emergency it is and put in place protections for all Santa Ana residents. The resolution brought forward by Councilmember Lopez is a good first step and roadmap for actions our community can take to resolve these pressing issues. Fossil fuels don'tjust exacerbate climate change, but also poison people. Study after study has shown that extracting, transporting, refining, and burning fossil fuels harms environmental and human health—and new evidence shows that toxic air pollution from fossil fuels also makes people more vulnerable to poor outcomes from COVID. We must phase out fossil fuels from our daily lives—whether it's gas stoves causing asthma, tailpipes blanketing our streets with smog, or gas stations poisoning water supplies and spreading cancerous chemicals like benzene. It's clear we must start moving to clean energy systems—and soon. Our community should be running on clean, renewable energy no later than 2030. But it's not just fossil fuels that are harming our community. Many neighborhoods in Santa Ana suffer from disproportionately high levels of lead in their soil,which can lead to serious developmental and health issues.The city must do more and protect our residents. Addressing these issues won't just improve our health, it will also improve our local economy.The Biden administration is investing money in green infrastructure buildout, and we need to make sure we have shovel ready jobs prepared. What's more, cleaning up environmental pollution and converting our energy systems are massive job opportunities that could bring family-wage jobs to thousands of people in Santa Ana. I'm writing to you today to ask you to please implement the contents of the climate and public health emergency resolution that calls for an end to fossil fuel expansion, clean renewable energy choices that save money, actions that will reduce lead and other environmental toxins in our neighborhoods,family-wage jobs, and an endorsement of the Fossil Fuel Non-Proliferation Treaty initiative. We can reduce pollution that is cooking the planet and poisoning our communities while improving the quality of life for every Santa Ana resident. Please please follow through with what this resolution promises and start taking local action by passing policies that stop fossil fuel expansion, speed up the clean energy transition, reduce local pollution, and empower our local community and economy. There are two particular homeless individuals who have been terrorizing our town. Most recently, on Sunday 1/16, a 5 year old child was hit in the head at Dunkin Donuts by a homeless man in an unprovoked attack. The mother called the police but nothing was done and the assailant was allowed to walk free down 17th street. This same individual has been reported to the police numerous times for the following incidents: - Attacking a woman as she walked to her car(police were called and he was released 24 hours later) - Leaping into oncoming traffic and lunging at cars as well as walking in the middle of the street blocking traffic - Harassing patrons and business owners inside and outside restaurants by throwing food and drinks at them - Pushing shopping carts into the street - Walking around with no pants on and defecating on the street There is another homeless individual who has been targeting the woman in north Santa Ana. We have called the police on him numerous times and again nothing is done or he is released within hours. This homeless man has done the following: - Flashing his penis after coughing to get women's attention near the Santiago Park baseball field and bridge. - Walking around Grand Ave with his pants down fully exposing his penis and backside (my 5 year old son witnessed this). I have personally seen this twice. - Intimidating and assaulting women by purposefully crossing the street, running up to them, blocking their way and staring right in their face invading their personal space. The face he makes has been described as "demonic" and "expressing extreme anger." He gets nose-to-nose and completely terrifies the women. - Chasing woman joggers and women on bicycles - Destroying trees in the Big Lots parking lot - Following women to their cars in the Big Lots parking lot and Albertsons parking lot - Blocking Women's cars on Santa Clara and kicking their cars when they drive around him - Throwing chairs at women's cars near Panda Express off Tustin and 17th Every time someone has called the police, they say "our hands are tied" or"there's nothing we can do." Who is tying their hands? Who is allowing this to happen to our tax paying citizens? What will you do about it? Mayor Sarmiento stressed that he wanted a transparent process. However, he and the other Council members did not disclose "for transparency" that they had accepted campaign contributions (or bribes) from Republic Services in exchange for their votes. The reasons the Council provided to justify why they cast their votes for Republic Services made absolutely no sense. They claimed they wanted to select a hauler based on their Environmental, Energy, and Climate Factors yet they didn't choose the hauler strongest in that area. Councilmember Mendoza said she wanted to choose a company that had an existing relationship with our City but cast her vote for a company that did not. They harped on multifamily rates subsidizing single-family rates when the Public Works Director confirmed rates had been adjusted to resolve that issue. I reached out to the Council. Only Councilwoman Mendoza wrote back. She skirted the campaign contributions and claimed all service stoppages due to Republic strikes had been resolved. The Councilwoman is misinformed because Republic is still on strike in Chula Vista. The way this Council handled this bid undermined the entire public procurement process. They wasted public funds because ultimately they ignored the overwhelming letters of support they received from the community in favor of Waste Management and CR&R, they ignored staff's recommendation, they ignored the consultant's conclusions & voted for the company that bought their votes. Optics are everything. If this Council is not just another "rotten sack of potatoes" they should return the bribes they accepted from Republic Services to prove they stand by their votes!
