I submit this brief email to offer my support (and the support of many of my neighbors in Floral Park, Park
Santiago, and Washington Square) for Map F. The governing statute dictates that a community of interest be
respected. If there is rationale founded in the "community of interest" criteria which justifies excluding
Washington Square from the "northern neighborhood district" and retaining the neighborhoods west of the
Santa Ana River (Edna Park and Concord), I have not heard it.
Map F offers an apolitical solution to the redistricting mandate. The maps offers something for every resident
of Santa Ana.

Subject: Ward Boundaries
I quickly reviewed the ward maps for tonight's meeting. My concern is for any proposed map that splits up the
neighborhoods of West Floral Park,Jack Fisher Park, Floral Park, Morrison Park, Park Santiago. Preferred would be to
include in those northern neighborhoods Riverview and also Washington Square. Please see prior correspondence from
me on this issue. From my quick review of the maps, it seems that for the most part the proposed maps are keeping our
northern neighborhoods together which is great because we are one community however I notice that the VietRISE1
and VietRISE2 maps split up our northern neighborhoods which I suggest that we not proceed with these maps because
they are dividing our community of interest in this area of town. Thanks!

I am writing to urge the Council to adopt Redistricting Draft Plan F. Draft Plan F is clearly in the
best interest of our City's residents.
Before asking you to endorse Draft Plan F, I reviewed the plan criteria and draft plans submitted
by Redistricting Partners in their Report to Council (See City of Santa Ana Draft Maps 2-1-
2022 ht(ps://santa-ana.primegov.com/Portal/M`eetin ?mpiledMeetingDocumentFileId 26389) as
well as the Council's redistricting criteria that appears in our City's web site (See Santa-
Ana.org/CC/redistricting:documents). Since 2012, I have followed with great interest our City's
transition from at large to district elections and the re-drawing of the existing boundaries of our
City's wards in compliance with Federal and California Voting Rights Act requirements, based on
the latest US Census demographic data.
I support Council's redistricting criteria for use when drawing ward lines and believe Draft Plan
F fulfills these criteria. I appreciate Council's commitment to redistricting as
a nonpartisan process in which ward boundaries shall not be drawn for
purposes of favoring or discriminating against a political party. Per your
criteria, to the extent practicable, ward lines in Draft Plan F have been adopted that appear to
ensure: (1) geographically contiguous wards, (2) the geographic integrity of local neighborhoods or
communities is respected in a manner that minimizes its division, (3) geographic integrity of the
city is respected in a manner that minimizes its division, (4) easily identifiable boundaries follow
natural or artificial barriers (rivers, streets, highways, rail lines, etc.), and (5) lines are drawn to
encourage geographic compactness. (See Santa-Ana.org/cc/Redistricting, documents)

As Redistricting Partners notes in their current report to Council, the Fair Maps Act passed by the
California Legislature mandates a set of criteria the City must follow when drawing ward
plans. Draft Plan F appears to follow all of these criteria as well. Plan F contains wards of
relatively equal size of people; which run contiguously with other wards; Plan F
wards: maintain "communities of interest;" follow city and census designated place
boundaries; and are kept compact in appearance and function. Plan F: has been created with a
less than 10% total deviation; is based on public District submissions; and was reviewed to ensure
it follows traditional redistricting criteria. The Map of Plan F was posted to the City's web site for
the public prior to this Draft Map hearing. (See hops://santa-

Specifically, Redistricting Partners notes that Plan F meets traditional redistricting criteria and
also achieves the deviation of 4.7%; it is based on public submission; it creates five wards that are
50%+ Latino citizen voting age; creates an Asian plurality ward in Ward A at 43.5% : and follows
Neighborhood lines. It keeps Northern Communities whole: West Floral Park, Floral Park, Fisher
Park, Morrison Eldridge Park, and Park Santiago. It keeps Southern Communities whole:
Sandpointe, Republic Homes, Metro Classic, Thornton Park and South Coast. (See hops://santa-

To sum up, by all of these important criteria, Draft Plan F will benefit our City. The Plan maintains
a plurality of Asian residents in a Westside ward and five wards that are 50%+ Latino
citizen voting age. It keeps the strength of both North and South Santa Ana neighborhoods
by keeping those neighborhoods together. This Plan thus enhances the strength of the City's
communities of interest and keeps the strength of our City's neighborhoods.
I am a Santa Ana resident. My family lives in Ward 3 in the Floral Park
neighborhood of our City. I urge you to adopt Redistricting Draft Plan F
without delay.

Dear Members of the Santa Ana City Council:
The American Civil Liberties Union(ACLU)Foundation of Southern California supports SARC
Map V and SARC Map 2.2 As explained in more detail in the map narratives,the SARC maps were
created by community members throughout Santa Ana,including individuals served by Latino Health
Access, Orange County Environmental Justice (OCEJ),Orange County Congregation Community
Organization (OCCCO), and VietRISE. These organizations and their members form the Santa Ana
Redistricting Coalition(SARC). Both maps follow state and federal redistricting criteria that help ensure
that district lines are fair.Because the maps are legally compliant and are supported by ethnically and
geographically diverse residents in Santa Ana,we urge you to adopt SARC Map I or SARC Map 2.
The Fair and Inclusive Redistricting for Municipalities and Political Subdivisions Act(Fair Maps
Act)requires the City Council to, in order of priority: comply with the federal requirement that districts
be substantially equal in population, comply with Section 2 of the Federal Voting Rights Act(VRA), and
create districts that are geographically contiguous,maintain communities of interest,have boundaries that
are easily identifiable and understandable by residents,and are compact. Cal. Elec. Code §§ 21621(a)-(c).
Both maps meet the federal requirements identified in the Fair Maps Act.See id. §§ 21621(a)&
(b). The districts in both draft maps are substantially equal in population. In both maps the total deviation
from the ideal population size is under 5%,well below the allowable 10%deviation. White v. Regester,

Section 2 of the VRA prohibits district lines that dilute the voting strength of minority communities. 52
U.S.C. § 10301(a).Neither SARC map impermissibly dilutes the Asian or Latino vote through packing or
cracking. The maps also do not violate the constitutional prohibition against racial gerrymandering. See
Shaw v. Hunt, 517 U.S. 899, 905 (1996)(prohibiting the use of race as the predominant redistricting

interest that share an ethnic background,race did not predominate in the drawing of any map. Instead,the
SARC considered race as one of many factors. Other factors the SARC considered include compactness,
contiguity, and easily identifiable lines. The SARC also considered socioeconomic factors and shared
interests and concerns,including environmental justice issues,the prevalence of mobile home parks, and
income levels throughout the City.
The SARC maps comply with the Fair Maps Act's mandatory ranked redistricting criteria.Both
maps contain districts that are geographically contiguous. See Cal. Elec. Code § 21621(c)(1). The maps
also maintain several communities of interest. See id. § 21621(c)(2). Districts A,B,D, and F share largely
the same configuration in both maps and maintain distinct communities of interest.As discussed in
greater detail in the SARC map narratives, each of these communities have a series of interests and
concerns largely unique to them. Characteristics include,to name a few, a high number of mobile home
parks and shared restaurants and faith institutions in District A,more affluent and historic neighborhoods
in District B, a high number of mobile home parks and shared environmental justice concerns in District
D, and low-income,mixed immigration status households facing environmental justice issues in District
F. District F also keeps the Delhi neighborhood intact. There is a larger community of interest in the
southern core of the city that includes low-income,working-class, and mixed immigration status
households. In both configurations,these communities are captured by Districts E and C. The
northernmost part of this region,however,is also heavily impacted by environmental justice concerns.
This region is captured by District E in SARC Map I and by District C in SARC Map 2.Finally,both
map configurations create compact districts with borders that include major streets and landmarks and
will therefore be easily identifiable by residents. See id. § 21621(c)(2)-(3).
The Fair Maps Act and federal redistricting laws seek to ensure that maps are representative of
various communities within a jurisdiction. The SARC maps do precisely this. Through months of
community outreach and review of socioeconomic and environmental data,the SARC created two maps
that capture various communities of interest throughout the City, ensuring that all residents have an
opportunity to elect candidates of their choice. We urge you to adopt either SARC Map I or SARC Map

I know that the City Council is considering options for establishing new ward boundaries for the city. As a resident of
ward 3, 1 encourage you to ensure that the new ward boundaries are drawn in a way that ties communities together. By
that I mean that the wards should group together neighborhoods that share common resources of the city----schools,
roads, shopping centers, etc. ---so that the voters of each ward have a shared perspective and common interests. I
believe that Draft Plan F does the best job of meeting this objective and I hope that you will pursue adoption of this plan.
