HomeMy WebLinkAboutPresentation - #07South Coast Air Quality Management District Funding Update CITY COUNCIL MEETING MARCH 15, 2022 STAFF PRESENTATION #7 AB 2766 Motor Vehicle Subvention Program In 1990, Assembly Bill 2766 (AB 2766) was adopted by the State of California. This legislation authorized a $4 per vehicle surcharge on annual vehicle registration fees. Forty cents of every dollar is distributed by the Air Quality Management District (AQMD) to local governments in the South Coast District to fund the implementation of programs to reduce air pollution from motor vehicles pursuant to air quality plans and provisions of the California Clean Air Act. Based on the annual ridership over the last three years, the cost for the subsidy is $500k to $1M per year. The cost is an estimate as OCTA does not track customer addresses, and is based on the number of unique Regular 30-Day Pass riders traveling through Santa Ana per year, some of which may not be Santa Ana residents. Bus Pass Subsidy Program Cont. Passes can be purchased online, through the OC Bus mobile app, and at various locations throughout the county, including check -cashing and grocery stores. Retailers do not collect customers' personal information and OCTA does not track customer addresses. Because of this, OCTA has indicated the agency would not have the ability to administer a subsidy program on behalf of the City.
