Drivers are detoured; sidewalks are open to allow access to all businesses. Work includes track installation, platform foundations and roadway restoration. • On 4th Street, from Ross Street to French Street o Phase 1: From Broadway to Main Street and from Bush St. to French St. o Phase 2: From Ross Street to Broadway and from Main St. to Bush St. • Phase 1 work began February 1, 2022 and is anticipated to last up to six -months to reopen roadway. Construction crew work window from 6:00 a.m. to 3:30 p.m. and detours are in place during the day and night. t� • While Downtown Santa Ana businesses have expressed support for the OC Streetcar project and understand its benefits, current construction activities have led to concerns • Business owner requests include: o Enhanced safety, cleanliness and sidewalk accessibility o Increased signage in and around Downtown o Requests for direct financial assistance and marketing support o Expedited construction o Availability of free parking L! )CTA Response City ResponsA Safety, cleanliness • Added security 3:30 p.m. to 6:00 a.m. and weekends 10:30 p.m.to 6:30 • Increased security at parking and sidewalk a.m., to discourage entry into construction zone structures accessibility • Daily safety and cleanliness inspections implemented • Additional crowd fencing installed Increased signage • Added additional signage, including "Open for Business" signs, directional signage to parking structures, and signs at the entrance points to Downtown, including four locations approximately 0.5 mile from Downtown • Other updated signage in process for implementation: business window signage, Eat Shop Play banners, parking structure banners, and marquee and wayfinding/business directory A -frames Requests for direct • Marketing support provided through agreements with the Downtown financial Business Associations ($200,000) and Santa Ana Business Council assistance and ($200,000) marketing support • Staff evaluating potential options to modify or extend agreements prior to Board consideration • Marketing support provided through paid social media ads for Eat Shop Play participants • Paid media to increase patronage of Downtown businesses • Developed and distributed E-tool kit to business associations Expedited • Discussions underway with contractor regarding additional work hours, construction including weekends, and/or increased work areas • Discussions subject to cost proposal and potential schedule efficiencies Availability of free • Produced and distributed maps of free parking locations parking • Assistance with installation of additional signage • On March 1, 2022, the Santa Ana City Council approved a Business Interruption Fund of $1.5 million to provide financial relief to Downtown businesses, as defined by the City's program requirements • City of Santa Ana in support of expedited construction • City of Santa Ana approved increased duration of free parking in Downtown parking structures 5 /Z
