Subject: Fireworks Ban
Hello I am a resident of a home in Mid city located 1225 S Douglas St. I am emailing you because I do not think fireworks
should be banned in Santa Ana for many reasons. The first reason is the sales of those fireworks help many clubs, teams
and schools in Santa Ana. These same sales also help create memories and experiences our Santa Ana kids need.
Another reason is I find it unfair that because of the unlawful neighbors and non residents of Santa Ana that sell and use
illegal fireworks we the law abiding residents will have to lose something so special. You see,we are a military family.
My husband was in Iraq and even though these fireworks triggered him for many years he would never take that
experience away from his kids. We are careful with how we use and where we use our fireworks every year.
Perhaps we need to study where the main problems are with the legal fireworks and then make laws for those places
like small apartments and so on. I also do not think we should ban legal fireworks because of the illegal ones. I think that
is another problem for other solutions. Please do not vote to ban legal fireworks in our lovely city of Santa Ana.Thank
you for your time and protection.

Subject: City Council Meeting April 19 Item 28
Dear Mayor Vicente Sarmiento and City Council,
I am writing regarding Item 28 on the April 19, 2022 City of Santa Ana City Council Business Calendar- Charter Review of
Ad Hoc Recommendation on Fireworks, to let you know we are against a ban of the sale and use of Safe and Sane
fireworks in Santa Ana. The RAYA Foundation and many other outstanding Santa Ana nonprofits rely heavily on the
proceeds generated by the sale of fireworks during Fourth of July. These proceeds allow us to provide low-cost and free
sports activities, workshops and events to the youth of Santa Ana.
The concern expressed by those opposed seems to focus on the health aspects of the use of fireworks. We believe the
health and safety impacts are minimal. There are other health and safety items in the City that should be a greater
priority for the City Council such as the unavailability of affordable healthy food, educating the community the benefits
of nutrition and exercise and increasing Parks and Recreation activities and improved access to affordable health
care. In addition, Safe and Sane firework sales are for three days a year and are heavily regulated and policed by the
City. It is also our understanding that the incidents of injury and damage caused by fireworks in Santa Ana are caused
by illegal fireworks.
It is the increased use of illegal fireworks that is the primary health and safety issue. We believe that instead of a broad
ban on all fireworks, the City should increase policing of the sale and use of illegal fireworks. It's not hard to see and find
illegal fireworks being set off during any time of the year in particular Christmas,January 1, and Tet New Year let alone
during Fourth of July.
The banning of the sale of Safe and Sane fireworks not only deprives non-profits who provide services to youth and
families a prime source of proceeds, it also denies families the choice of celebrating the Fourth of July with traditional
fireworks. In my neighborhood, Ward 3, this past year I observed 80 percent of the households on our block (Sharon
Road and River Drive) enjoying Safe and Sane fireworks. Banning Safe and Sane fireworks is a step too far.

Subject: FIREWORKS COMMENT
I've been a resident of Santa Ana since 2011. One of the perks of living here is being able to celebrate the 4th of July
with safe &sane fireworks. It's literally one of the reasons we moved here. We live in Sandpointe and haven't had any
issues with the safe &sane fireworks. Banning those is going to do absolutely nothing about the illegal fireworks that are
used. Not only are you destroying our celebration if you ban all fireworks, you are hurting the MANY youth groups that
depend on the sales of those safe and sane fireworks. I'm HIGHLY against this ban on all fireworks and request that this
is NOT put into action.

Subject: FIREWORKS
Good Evening,
I wrote this letter to urge the Council to allow the sale of"Safe and Sane" fireworks. I am a parent of a
Segerstrom High School Varsity Baseball player and without these funds we raised at last year's fireworks
stand, our program will not be in the shape it is in right now. With the sale of fireworks, we have been able to
get new batting cages netting, new turf in the batting cages and two windscreens on the outfield fence. Can the
City or School District help with the mentioned items? Probably not. I myself ran the stand last year and
volunteered my time for over 60 plus hours, not to mention the time other parents put in. The banning of"Safe
and Sane" fireworks would not only hurt the program or other programs throughout the City, but allow more
illegal fireworks into Santa Ana.
Thank you,
A Concerned Parent who Cares for the Boys

Subject: KEEP FIREWORK STAND SALES & INDIVIDUAL USE OF LEGAL FIREWORKS AN OPTION
& INDIVIDUAL RIGHT IN SANTA ANA!
Honorable Mayor & City Council,
Please keep sales and use of fireworks legal and available for purchase & use in the city of
Santa Ana.
• Additional Orange County, CA cities that have firework sales and use for the public include
Anaheim, Buena Park, Costa Mesa, Fullerton, Garden Grove, Huntington Beach, Midway
City, Santa Ana, Stanton, Villa Park and Westminster.
• At least 2 Orange County, CA cities have reinstated sales and use of fireworks after a ban!
Sale and use of fireworks on designated days before and on the 4th of July in the Orange
County cities of Garden Grove, Huntington Beach, Midway City and Santa Ana (where family
members have residence) has been and is a tradition near and dear to my family.
A firework "show" option on the 4th of July provided by a city is not something my family
supports or attends because we prefer a personal visit to a firework stand to purchase
fireworks and a personal at home use of fireworks.
Please support and vote - YES TO CONTINUED SALE & USE OF LEGAL FIREWORKS FOR ALL
IN SANTA ANA!
KEEP FIREWORK STAND SALES & INDIVIDUAL USE OF LEGAL FIREWORKS AN OPTION &
INDIVIDUAL RIGHT IN SANTA ANA!

Subject: 4/19 Comment on Fireworks
Thanks for finally bringing this up. The fireworks are out of control for months before and after 4th of July and for any
major holiday or LA sport team victory.
The SAPID does nothing. My wife and I call repeatedly and even have video of neighbors shooting off illegal fireworks and
nothing happens. The numbers they publish from PD on calls have to be inaccurate.
The safe and sane fireworks are just the cover for all the illegal ones. Ban them all. Im sorry so many orgs fundraise with
fireworks.Thats a sad reflection of our city's program funding not of the benefit of fireworks. Lets find other ways to
fund programs. Its sad to live in and love Santa Ana and have to take our dogs to Irvine on 4th of July. Its sad to have to
give our dogs calming medications for weeks before and after.
It also sad that everyone claims to support police and our military and doesn't care about people with PTSD. They also
don't care about people with other mental health conditions or people with breathing issues like asthma and
emphysema. They don't care about our wildlife and pets. How on earth is Santa Ana a bird sanctuary?

Subject: Santa Ana Fireworks Agenda Item #28 April 19th, 2022
Dear Sirs:
Orange County Worship Center (Orange County First Assembly of God) along with Master Piece Foundation (Friendship
Ministries to Mental/Physical persons with Disabilities) have had TNT Fireworks booths in the City of Santa Ana for over 20
years and have used/relied on the charitable income to assist with the operation of the church(s) Day to Day Ministries
such as; Christian Outreach, World/Local Missions, Food outreach for Santa Ana's residents, Home Assistance, Royal
Ranges, Deaf Outreach, Men/Women Ministries, Youth, Children's, Audio Visual, Home Repair, Benevolence Funding,
Seniors, Prayer, etc. There are over 40 different Ministries supported within the Church.
All of our assistance at the Fireworks Booths is Volunteer and we always have an abundance of church members and non
members signing up to assist during the Four days of Sales.
Its hard to understand how Air Pollution and Safety would be of a concern with Safe & Sane Fireworks. As you well know
the City of Santa Ana hosts a Extremely Large amount of Illegal Fireworks Storage and Use throughout multiple past
years. Most frequent use seems evident around the 4th of July and New Years. However, the City of Santa Ana "Daily", is
home to Multiple Explosions and Aerial displays of Illegal Fireworks.
Therefore, removing Safe & Sane Fireworks, such as TNT sells within the City, will not deplete the daily use of Illegal
Fireworks. Please have the Fire Department and Police Department report on the number of Injuries and Violations
caused by Safe & Sane Fireworks within the city. I'm sure you will discover the numbers are Very Low. Further, please
compare the level of Air Pollution generated by Safe &Sane Fireworks vs. Illegal Fireworks all year long, I'm sure the
differences would be surprising.
I have personally managed our Fireworks booths for almost 10 years and see the Financial support received substantial, all
generated with Volunteer's. Its wonderful to see the Church come together annually for the Fireworks Sales event 4 days
per year.
Please do not Remove SAFE& SANE Fireworks Sales from the City of Santa Ana.
Thank you for your consideration.
