Ordinance Amending the Santa Ana Municipal Code
CITY COUNCIL MEETING

Background
During the January 18, 2022 Council meeting, City Council
expressed interest in recognizing outstanding individuals who
have made a significant impact on their community through
the commemorative or honorary naming of streets.
The Santa Ana Municipal Code must be amended to include
such a program.
The Environmental Transportation Advisory Commission (ETAC)
established an Ad Hoc Committee, comprised of the ETAC Chair
Brain Germain, and Commissioners Nathanial Greensides and
Dorian Romero, to develop the municipal code amendment.
® The amendment and corresponding program documents were
approved by ETAC (vote 5-0) on March 8, 2022.
Why?
To commemorate the service and life of individuals,
philanthropic groups, and landmarks or historic events,
without impacting existing legal City Street names and
emergency services.
Who?
1. Must be affiliated with the City of Santa Ana
. Must have significant and clearly defined cultural,
humanitarian or historic impact
. Naming is limited to the name of an individual,
philanthropic organization, significant event or land mark
4. Individual must have 10 years of extraordinary community
involvement
5. Must have been deceased for at least two years
6. Have not been honored on other street
Where?
1. Most City streets or intersections
. Not impact on existing street names
3.
Entire City
block (no
fractions of city blocks)

. No other sign topper on pole
. Maximum of five in intersections
® Not on traffic signals
8. PWA will fabricate and install signs
When?
1. Signs will be installed by PWA after City Council approval
and payment of fabrication and installation fee.
. Naming is valid for 10years.
How?
1. Request for naming can be initiated by resident or owner of a
property abutting the street, neighborhood or community
group
. Complete application (justification statements, maps, and pay
associated application fee) and submit to appropriate Agency
3. Sign specifications and locations must be approved by PWA
4. Verifiable documentation of two -third of residents or owners
support of the naming
5. Witten notices to property owners
6. Public hearing
7. City Council Resolution

What if?
0 20 percent of the owners of all lots protest the naming,
three -fourths City Council majority vote will be required
0 Otherwise Council majority will approve the action.
Recommended Action
Approve first reading of an ordinance amending Chapter 33
of the Municipal Code by adding Article XI relating to the
ceremonial naming of streets.
