Hello,
My name is Liz Yim and I co-own a business on 4th St. called M.Lovewell. I am writing to ask the city council
to approve additional funding for the businesses being affected by the OC Streetcar construction as well as
holding the OCTA financially responsible for what is happening in DTSA by pressuring them to implement a
BIF.
Since the beginning of the 4th St. shutdown in February we have continued to see a drop in our sales. This last
month of April has been the worst we've seen - a 50% drop. Everyday our customers come in commenting how
difficult it is to navigate DTSA and we're having to apologize to our customers for the difficulty. Our regulars
who typically come into the shop who live in Santa Ana are choosing to stay away from the area and paying
extra to get their orders shipped. And the street closures continue to be added - now with the intersection of
French and 4th being closed and soon with Bush being closed for a couple blocks. With every additional street
closure, the OCTA is literally choking businesses. We ask that you act with urgency as the livelihoods of the
businesses are at stake.

Dear City Clerk of Santa Ana and Council Members,
I would like to thank you once again for your help in ensuring the OC Streetcar's construction staging site was
cleared of trash and debris that were creating safety hazards in front of NOVA Academy Early College High
School. While the clean-up has mitigated some of the problems, we continue to experience challenges, which
now include vandalism.
Here are our latest concerns:
• Our entire area has become a magnet that attracts trespassers who continue to decimate our
property.
• In April, many windows were broken by vandals who threw bricks loosened by construction into our
building and those surrounding us. Damage to NOVA Academy alone cost nearly$10,000 to repair.

• In late March, the pump room to the fountain in Sasscer Park was broken into, resulting in flooding.
(See attached photos.)
• The aforementioned bricks have been uprooted and ignored during the construction process, allowing
easy access for vandals. The loose and uneven bricks, along with gaps from missing bricks, create
additional safety hazards that have already caused students and staff to trip and fall. I am sure that
passersby have also stumbled, as there is a lot of foot traffic around our building. (See attached
photos.)
• Transients and trash still inhabit the staging site.
• We continue to discover stray bullets and vandalism in and around the staging area, including the
fountain in Sasscer Park.
• OCTA has still not provided an updated timeline for the removal of the staging site from the front of
our school.

I am writing today to remind you that we are still here and need your vigilance in keeping our school safe. The
construction staging area needs consistent oversight, police patrols, and to be relocated as soon as possible—
before vandalization and other hazards continue to escalate.
