Dear City Council Members,
I'm writing this in response to the Notice of Public Hearing on the upcoming waste collection rates. As a Santa
Ana resident of a multifamily (condo) community, I'm very concerned to see this list of proposed rates.They
represent a very large increase on the already high rates our association currently pays, and the entirety of the
increase appears to be borne by multifamily customers, not residential bin customers.
First, the disparity. Multifamily customers already pay significantly more for trash collection than residential
customers. We currently have a 2yd bin serviced twice a week for each 8 units. This costs us about $295 per
bin per month all told. If we were 8 residential homes instead, the monthly cost would be only$183/mo
(22.94*8) even though this is more bins for WM or Republic to service —8/wk vs 2/wk.
But in fact, it's WORSE than that. Residential customers see NO increase to their rates to accommodate the
new recycling and organics requirements—still paying only $22.94/mo. Meanwhile, the cheapest available
bins for organics and recycling will add $75 per bin to our bill. Adding 8 recycling and 8 organics bins will add
$150/8 units, an increase of nearly 50%.
Our trash bill will go up by$15,000 a year, and that only includes the hauling fees. We also have significant
capital expenses due to the need to remodel the bin areas to accommodate two more bins at each location.
This will cost us tens of thousands more in construction costs.
It's plain that many of the people who will pay these higher rates will be occupants of apartments whose
owners and managers will have to increase rent to pay these bills. These are the residents of Santa Ana least
able to bear the burden of higher bills. And all this to spare owners of single family residences ANY increase in
their trash bills. Santa Ana is balancing this trash contract on the backs of its most vulnerable residents in
order to aid its wealthiest. This should concern the Council and all residents of our city. I hope you'll consider
going back to the drawing board and coming up with a more equitable distribution of increased costs that will
have a//of our residents help to shoulder the burden, not just multifamily residents. We all know costs have
gone up lately. There's no reason owning a detached home should give you a free pass to avoid cost increases.

As a resident of Santa Ana I'm writing to object to the increase of our solid waste rates. The City is
continuously raising taxes on its residents with no improvements whatsoever. When all of you received
campaign contributions from Republic did you know that you were raising our rates AGAIN? Our rates have
already increased and now after you approved a higher bidder, Republic, you'd like to raise the rates yet again.
We have the highest costs of taxes in the entire county. But we're the poorest city in the County. When will
enough be enough? According to all of you we have a record amount of surplus that you've been discussing
over and over again at every city council meeting. Why dont you take those surplus funds and pay the fees
yourself.
Of course we know you'll all raise the rates whether you hear an outcry from the residents or not. It's truly
upsetting to see what YOU council members are passing off whether the residents object or not. You clearly
feeding your own agendas not what is in the best interest of your residents.
Jessie, Jonathan and Phan are always crying about the injustices to their people, will they cry about this or is it
okay that the tax paying citizens are footing the bill?

I strongly suggest charging customers for trash collection by weight vs by container for the following reasons:
1. Those of us who are trying to reduce waste are charged the same as those who aren't;
2. Charging by weight would incentivize people to generate less trash in order to save money;
3. It's not fair to charge the same rate for widely varying degrees of refuse generation.

Since my husband and I are retired and leaving in a fixed and small income we don't buy many items or food so our
waste is very small, also do to Covid-19 every thing went up in prices making hard for many people to buy as they used
to do in the past . We need help not more rates increase. Please help don't increase the waste collection rates, I'm sure
you can make money with the organics & recyclable provided by all of us Respectful.

Dear City Administrators,
I own the 248 unit apt. building at 2833 N. Bristol St. My trash collection bill for 2021 was $106,982.30 or $431.38 per
unit/YR. In cities where the trash collection is not a monopoly, I pay $114 per unit/YR because I can bid companies
against each other (that monopoly costs me an extra $78,710 more per year on this property). We are now under rent
control - - and we need all the help we can get. Why does the City allow a monopoly??? It just adds to the cost of
providing housing (how many new apts. are being built in Santa Ana?).
This makes ZERO sense. Please call me at 310-569-8996 (cell) to discuss.

The value of my property is $2,000,000 less at a 3.9% interest rate. So less capital gains tax and less transfer tax
when I sell.

All of these lost taxes are not good for the City, County or State.

I own the 100 unit apt. building at 1314 Harbor BI. My trash collection bill for 2021 was $38,844 or $388.94 per unit/YR.
In cities where the trash collection is not a monopoly, I pay $114 per unit/YR because I can bid companies against each
other (that monopoly costs me an extra $27,444 more per year on this property). We are now under rent control - - and
we need all the help we can get. Why does the City allow a monopoly??? It just adds to the cost of providing housing
(how many new apts. are being built in Santa Ana?).

unit/YR. In cities where the trash collection is not a monopoly, I pay $114 per unit/YR because I can bid companies
against each other (that monopoly costs me an extra $29,234 more per year on this property). We are now under rent
control - - and we need all the help we can get. Why does the City allow a monopoly??? It just adds to the cost of
providing housing (how many new apts. are being built in Santa Ana?).

• 1 pay less income tax
• The value of my property is $750,000 less at a 3.9% interest rate. So less capital gains tax and less transfer tax
when I sell.
• When I sell and get re -assessed, the buyer pays less property tax because he pays $750,000 MIL less for the
property
All of these lost taxes are not good for the City, County or State.

Now is NOT the time to increase rates on waste collection services ... or any service for that matter! No deal
should be made with Republic Services that includes raising rates on a regular basis. There are enough

Proposed increase in Solid Waste Services Rates
I am writing to protest the proposed increase in Solid Waste Service Rates outlined in the
letter sent out approximately April 3, 2022, titled NOTICE OF PUBLIC HEARING.
I feel the increase amount is far too high and that it will create a hardship for myself and
my fellow citizens. The cost of food, fuel, and electricity has increased beyond anything
I have seen in a half -century of being alive. These increases have always been a few
pennies per household and rate increases are expected over time, but this new proposed
increase spans over 3 years for a total of 5.5% for Solid Waste Services will hurt my
family and many others in the community. Please revoke this proposed rate increase.
