BUSINESS CALENDAR
Public Hearing:The Planning Commission decision on Conditional Use Permits,
Variances, Tentative Tract and Parcel Maps, Minor Exceptions, Site Plan Review, and
Public Convenience or Necessity Determinations are final unless appealed within 10
days of the decision by any interested party or group (refer to the Basic Meeting
Information page for more information). The Planning Commission recommendation
on Zoning and General Plan amendments, Development Agreements, Specific
Developments, and Specific Plans will be forwarded to the City Council for final
determination. Legal notice was published in the OC Reporter on April 27, 2022 and
notices were mailed on said date.
1.Density Bonus Agreement Application No. 202201 – Pedro Gomez, Case
Planner
Project Location: 1411 North Broadway
Project Applicant: Brateil Aghasi, representing WISEPlace, on behalf of
WISEPlace, a California nonprofit public benefit corporation (Property Owner).
Proposed Project: The applicant proposes to construct a 48unit permanent
supportive housing community. In order to facilitate the construction of the project,
the applicant is requesting approval of Density Bonus Agreement (DBA) No.
202201 to utilize waivers from development standards and/or development
concessions as permitted pursuant to California Government Code sections
65915 through 65918 and as implemented by the Santa Ana Municipal Code
(SAMC) Sections 411600 through 411607.
Environmental Impact: In accordance with the California Quality Environmental
Act (CEQA), the recommended action is exempt from CEQA per Section 15194
(Affordable Housing Exemption). This exemption applies to development projects
for affordable housing that meet the threshold criteria set forth in Section 15192;
are not located on a site more than five acres in area; are located within an
urbanized area with a population density of at least 5,000 persons per square
mile, and immediately adjacent to qualified urban uses; and that consist of the
construction of 100 or fewer residential housing units that are affordable to low
income households. Therefore, no additional environmental review is required.
Based on this analysis, a Notice of Exemption, Environmental Review No. 2022
05 will be filed for this project.
Recommended Action: Adopt a resolution approving Density Bonus Agreement
Application No. 202201 as conditioned.
2.Site Plan Review No. 202201 And 202202 – Pedro Gomez, Case Planner
Project Location: 826 & 830 North Lacy Street
Project Applicant: Jaymie Fisher (applicant) representing Habitat for Humanity,
on behalf of the City of Santa Ana Housing Authority (Property Owner).
Proposed Project: Applicant is proposing approval of two new singlefamily
residences on two vacant properties at 826 and 830 North Lacy Street in the
historic French Park neighborhood. The residences are proposed as a twostory
“Victorianstyle” home approximately 1,869 square feet in size and a singlestory
"Craftsmanstyle" home approximately 1,538 square feet in size.
Environmental Impact: Pursuant to the California Environmental Quality Act
(CEQA) and the CEQA Guidelines, the project is exempt from further review
pursuant to Section 15301 of the CEQA Guidelines (Class 3/New Construction)
because the project consists of the construction limited numbers of new residential
structures. Based on this analysis, Notice of Exemption, Environmental Review
Nos. 202144 and 202145 will be filed for this project.
Recommended Action: Adopt a resolution approving: Site Plan Review No.
202201 as conditioned, and Site Plan Review No. 202202 as conditioned.

appeal period, unless the City Council in compliance with section 41643, 41644 or 41645
holds a public hearing on the matter, then the formal action will become effective on the day

requirement of the Planning Commission may be made by any interested party, individual, or
group. The appeal must be filed with the Clerk of the Council, accompanied by the required

are not located on a site more than five acres in area; are located within an
urbanized area with a population density of at least 5,000 persons per square
