Jessie
Thank you so much for participating in yesterday's Zoom meeting. A few of us are planning to
attend tonight's City Council Budget Workshop to present whatever info we can. We're still
learning how all this works but don't want to get left out of the process. Carol's sister is in the
ICU so won't be able to attend tonight, but I think her input is very important so wanted to
share that with you.
I also added the same photos I originally presented awhile ago, but wanted you to have all this
information together. I think photos really are worth a thousand words to show why we
need help. Tonight and as this process goes forward what we are basically just hoping for is that
City decisions on funding priorities be made based more on their individual merits and not based
on who people know.
Thanks so much for representing us all.
Sincerely,
Les Hall

Hi Les,
I truly wish I could participate in tomorrow's meeting, it seems like a great
opportunity for Fisher Park to get some much needed investment at the City level.
As we all know, Flower Street north of the Santiago Creek bridge remains
disjointed from the surrounding areas of our neighborhoods. This section of
Flower Street feels more like a road, and oftentimes a racing strip. Our portion of
Flower Street, with its unnecessarily wide lanes and lack of shade trees, seems to
promote a more industrial or commercial zone feel, rather than it's actual single-
family residential zoning.
As a homeowner on this section of Flower Street, I have experience near
collisions while I simply try to enter my drive way. I had one particular incident
where a motorist attempted to illegally pass me on the right as I was turning into
my driveway, nearly hitting the side of my car where my toddler was seated. My
home is past the section where the painted street symbols indicate the transition
from two lanes to one lane but because there is no physical narrowing of the
street, motorists ignore the street lines. I fear when my guests park their cars on
the street (though we have permits) that their car will be crashed into because of
the y tempered speed and recklessness of motorist on this section of the street.
As a mother of a toddler living in this neighborhood, I feel unsafe walking across
the street to Jack Fisher Park because motorist drive so fast and disregard the
crosswalk. While all of us in Fisher Park appreciate the intentions behind the new
lit up crosswalk signs, I am disappointed to say it has not helped tame the traffic.
Just today, May 16, I pushed the button to indicate I was crossing the street with
my 1 year old son and 5 cars zoomed by, not slowing at all.
There are many young families in Fisher Park and adjoining neighborhoods and
we should all be able to feel safe walking our young children to the park, this is
sadly not the case at the moment.
I urge the City to prioritize safety when allocating funds. The facts is, Flower
Street, north of the Santiago Creek does not have any effective traffic calming
infrastructure and it is inequitable to other portions of the street. Flower Street,
2
north of Memory Lane is not a through street and that helps calm traffic on that
portion. Flower Street, south of the Santiago Creek bridge has a median and
narrower streets which help slow traffic, same as Memory Lane (east of Bristol).
Our section of the street has been left behind on development and it is becoming
increasingly unsafe.
I along with many homeowners on North Flower work hard to preserve and
maintain the dignity of our homes. We have a Key and several Contributive
historical homes that we as homeowners are proud to restore and maintain to
honor our City's rich history, we only ask that the City provide us with the similar
consideration it has given to our adjoining neighborhoods.
All the best,
Carol Cossaboom

Here's another copy of the email I sent in March. I understand you
can't attend the City Council Budget Workshop Meeting
tomorrow, but maybe helpful if you could respond with your input
re: Flower Street traffic issues. I'll forward your comments to
Jessie Lopez so she has more input from Fisher Park, and
especially from someone living on Flower Street.

Wanted to let you know that I had a great meeting
today with Mayor Sarmiento, Nabil Saba (Public
Works Director) and Zdenek "Zed" Kekula
(Principal Civil Engineer of Traffic Engineering)
about your Petition for additional street trees on
Flower Street. No promises, but everyone seemed
very positive and supportive, including the
Mayor. You did a lot of work getting the Petition
signed. We'll see what happens.
We also discussed the possibility of adding
landscaped medians to Flower Street between
Memory Lane and the north side of Santiago Creek
Bridge. This was your original suggestion and
would be an incredible improvement to Fisher Park
if we can persuade the City to do this. Again, no
promises, and there will still need to be significant
engineering studies re: what's possible and City
funds will need to be allocated. But - everyone
seemed positive and supportive and they are
actively looking at the issue. The Mayor even
mentioned that he had often been curious while
driving on Flower Street why that had never been
done.
Keeping fingers crossed this all moves forward.
