Subject: Honoring the General Plan
The new General Plan is now officially in effect, and I applaud you for unanimously approving a
solid path for advancing the City's goals. I look forward to its implementation "as is" and without
the continuous exception requests historically plaguing the development cycle due to working
with a plan defined as "severely out of date".
For the 2022-2029 RHNA cycle Santa Ana is required to add 3137 housing units. There are
currently over 7000 units in various stages of City approval to be built in the near term,
representing a minimum increase of 223% over the required amount. This does not include the
potential 19,000 units to be added in the 5 Focus Areas.
Continuing to exceed targets within a state RHNA program, which increases unit requirements
each reporting period, without providing credit for target over-achievement in the previous
cycle(s), is a recipe for disaster. With the limited land that is available, the City simply can't
sustain this rate of development in each RHNA cycle. This is not a no-growth plea on my
part. We live in an urban area and growth is to be expected. Instead, it is a request for managed
and sustainable growth that will allow Santa Ana to develop a reputation for a top rated
live/work city with adequate open space for its residents to enjoy.
Let's honor and respect the General Plan. We don't need to amend it.

Dear Santa Ana City Council,
I am writing to urge you to not pass the Environmental Justice provisions of the General Plan
Update, nor the Environmental Impact Report, without addressing the concerns of residents
and organizations like Orange County Environmental Justice, Madison Park Neighborhood
Association, THRIVE Santa Ana, and Rise Up Willowick regarding the updated Plan's ability
to effectively remediate soil-lead contamination, air pollution, and the lack of open space in
our city. We do not oppose passing the Housing Element, since there is a strict timeline for
that element, but we believe the individual environmental justice policies of the General Plan
must be revised, as they do not sufficiently address the rampant environmental health issues
that are poisoning our communities every day.
For decades now, Santa Ana residents have suffered from the combined impacts of soil-lead
contamination, air pollution, and having less open space and parkland than the majority of
cities in the United States. Many of the city's low-income neighborhoods are contaminated
with lead at 25 to 50 times higher than the California EPA safety threshold; huge swaths of
Santa Ana face pollution burden scores of 84 to 99 out of 100; and low-income
neighborhoods of color have 73% less park land than the region's more affluent,
predominantly white neighborhoods. These health crises and environmental injustices have
persisted for generations in our community—and now, Santa Ana City Council has the
opportunity to take action.
Under California SB1000, Santa Ana's latest General Plan Update must address the
environmental justice needs of our residents—however, despite the input and
recommendations of a variety of community members and stakeholders, the city has not
sufficiently committed to resolving these issues and prioritizing the health of our community.

We demand that the city establish a permanent Environmental Justice office with a public
health expert on staff, to conduct regular meetings with residents and community
organizations to guide implementation of these policies, give regular reports on local
environmental health issues, and ensure a relationship of accountability and transparency
between the city and the community.
Furthermore, the Environmental Impact Report should not be passed as is, because it does
not account for the fact that removing lead-based paint, as one of the General Plan provisions
requires, actually shakes lead loose into the air and substantially increases soil-lead
contamination in the area. Therefore, mitigation will be necessary to counteract this
environmental impact. Furthermore, by the Planning Department's own admission, the EIR's
data is set to expire in February 2022. An updated EIR with fresh data, community input on
which neighborhoods are designated as EJ Communities, and consideration for the impacts
of lead paint removal activities is necessary before the city can ethically move forward with
the General Plan Update.
If City Council decides to vote on the General Plan Update and Environmental Impact Report
at the next council meeting, please vote not to approve the Environmental Justice
components of the plan without our recommended revisions, and do not approve the EIR
without accounting for the stale data and increase in lead contamination that the Plan could
cause. Failing to account for these issues will place the city in violation of California S131000,
a dangerous move when the eyes of the California Attorney General's office are fixed on
Santa Ana. If necessary, feel free to approve the Housing Element of the plan--but please, do
not ignore these urgent health crises facing our community.
Thank you for taking the time to listen to our voices, and for fulfilling your responsibilities as
the council members we elected to represent the needs of our community.

I am a homeowner here at Hillview Regency Condominiums located in Ward 3. 1 am a 35
year old single woman living with my 20 year old niece and we cannot get her a car of her
own because it is unsafe to park it. Because of your discriminatory parking permit policies, I
would have to have one of us park a mile form my home and walk in, which is incredibly
unsafe.
My fellow residents and I have struggled for many years with the permit parking program that
surrounds our condos. Our residents were once able to park in the surrounding streets when
it was necessary, but ever since the permit parking program was implemented in our
neighborhood (2005), it has become more and more difficult to find available parking.
Somehow, despite the fact I paid over$4,000 in property taxes last year and lord only knows
how much in city gas and sales tax, I am unable to park near my home.
Our residents are regularly cited for parking on the streets that surround us. Yet, despite the
fact that public street maintenance is paid for by all of us, only single family homes are
allowed to use it. Not because they need it most, in fact they need it the least, but because
our city has put in place a policy that says single family homes are the only people who
matter. I would never have decided to live in Santa Ana had I know that economic
discrimination was not only tolerated, but enforced by the city.
If the permit parking program is to continue in our city, we ask that the public works
department make allowances for residents of our complex to purchase our own permits to
park on the neighborhood streets so that we too can come home and not have to fret over
where we will leave our vehicles over night.

I am a new homeowner in Hillview Regency Condominiums located in Ward 3. In January
2022, 1 spent $475,000 to purchase my unit. Just yesterday, 5/24/22, a unit exactly like mine
closed for$560,000 in our complex! $560K!! Clearly, the property values here continue to rise
and, obviously, we pay property taxes the same as the nearby single family residences.
I'm hearing how my fellow residents have had terrible struggles for many years with the
permit parking program that surrounds our condos (despite the pretty penny it costs to live in
this complex nowadays). It is ridiculous to pay a vast amount of money to buy a condo here in
2022... only to find out the egregiously limited parking available. Yet, the nearby single family
homes have permits to park on our surrounding streets. I wonder, why are the same permits
not available to us?What could possibly be the reason we are not afforded the same basic
right to park on the streets near our homes? It is a preposterous thought that we, as condo
owners, are somehow "less than." My fellow residents are not only inconvenienced by not
having close street parking, but are, physically and financially, put at risk because of it. It is
unacceptable.

Dear City Councilmembers, Mayor Sarmiento, and Public Works,
I am a homeowner here at Hillview Regency Condominiums located in Ward 3. My fellow
residents and I have struggled for many years with the permit parking program that surrounds
our condos. The complex where we live was built in the 1960s, and the existing parking
infrastructure is insufficient for the amount of cars registered here. Our residents were once
able to park in the surrounding streets when it was necessary, but ever since the permit
parking program was implemented in our neighborhood (2005), it has become more and
more difficult to find available parking.
Our residents are regularly cited for parking on the streets that surround us. Several families
simply sold their homes and left over the years because the dilemma was so unbearable. It
has only gotten worse as time has passed.
Our HOA is currently in the process of establishing more on-site parking, but it is a very
lengthy and costly process, and there is no guarantee that the project will provide enough
spaces to meet our needs.
If the permit parking program is to continue in our city, we ask that the public works
department make allowances for residents of our complex to purchase our own permits to
park on the neighborhood streets so that we too can come home and not have to fret over
where we will leave our vehicles over night.
We wish to see the city's permit parking resolution updated to ensure all Santa Ana residents
are treated equitably. Thank you.

My name is Nelisa Abreu and I am a homeowner here at Hillview Regency Condominiums
located in Ward 3. 1 am a mother of a 7 month old baby and my husband is often gone 18
days out of each month due to him being in the military. My situation is stressful enough and
having these parking issues are really taking a toll on us. We have gotten 3 parking tickets in
the passes WEEK and now we're having to choose to cut back on our groceries or not pay
the parking tickets. It saddens me that I have to worry where I will park my car when I arrive
to my home, meanwhile there's endless amounts of parking right around every corner from
me in which I cannot park. There have been a rise in homelessness in our area and have
many of incidents in which someone has vandalized our community, I do not feel safe parking
miles away from my home and having to walk so far with my baby once it's dark. This parking
situation is getting very serious and I just please ask to look at our situation and imagine
yourself or your child going through something like this. I really appreciate that you have
taken the time to read this email and I hope that you have a change of heart in reconsidering
the parking permits. Thank you and have a blessed day.
