Latino Health Access (LHA)would like to express support of THRIVE Santa Ana and the City's first
community land trust project and ask that you please approve agenda item 49 to approve an Amendment to
THRIVE's Disposition and Development Agreement(DDA), allowing completion of the final DDA milestones

LHA supports community-driven projects that contribute to the improvement of the social determinants of
health. We have witnessed THRIVE bring together local worker cooperatives, residents and other stakeholders,
architectural design and engineering consultants, with City staff, to design and launch an exemplary project that
will provide healthy food and lifestyle options, multigenerational gathering and commercial space. Most
importantly, this community driven project will provide a model for economic development rooted in
community participation.

Dear Santa Ana City Council and Mayor Vicente Sarmiento,
The Sisters of St. Joseph of Orange strive to be mindful of the diverse and unmet needs
of the dear neighbor. We work together with people living in the neighborhoods we
serve to help improve the well-being of our local communities. Therefore, we write this
letter in support of THRIVE Santa Ana and the City's first community land trust project.
This project that will create community and address the well-being of people in Santa
Ana is needed very much.
We urge you that on June 7th, you approve agenda item #9, regarding the Walnut and
Daisy Community Micro-Farm. As Santa Ana residents and community stakeholders,
we are requesting that City Council approve an Amendment to THRIVE's Disposition
and Development Agreement (DDA), allowing completion of the final DDA milestones
before December 2022.
We have witnessed THRIVE bring together local worker cooperatives, residents and
other stakeholders, architectural design and engineering consultants, with City staff, to
design and launch an exemplary project that will provide healthy food and lifestyle
options, multigenerational gathering and commercial space. Most importantly, this
community driven project will provide a model for economic development rooted in
community participation.
THRIVE has recently resubmitted construction plans incorporating comments from
Planning, Building, and Public Works, and expect permit approvals in the coming
weeks. Santa Ana is very close to seeing this historic development become a reality but
needs your support. Without your support, this historic development may not move
forward.
The updated DDA timeline also allows for THRIVE to move forward with soil
remediation at the site, to make sure the land is safe for community use, and to
complete fundraising efforts before the end of the year. As you may know, COVID-19
dramatically increased the cost of construction, and this has impacted the project's
budget.

Dear Santa Ana City Council and Mayor Vicente Sarmiento,
The effort to bring a micro-farm to this under-served community has been monumental. 7 years ago,we
were celebrating the connection that soil and agriculture have with the Latino culture with indigenous
dances on this empty plot of land; and long before that the Thrive organization was going door-to-door
knocking and asking the resident of this community-What could the city do to best serve them? The
answer overwhelmingly centered around green open spaces, and at this moment what the city can do to
best serve them is to allow an extension of the completion date.
As Santa Ana resident who has participated in these initial brainstorming sessions with El Centro,
supported the painstaking fundraising, and has been involved since the schematic design as structural
engineer with my company KPFF Consulting Inc., I am already seeing the trickling effects that this
community effort is having. When I spoke at Willard Intermediate Career Day along with you,Mayor
Vicente Sarmiento,the youth's faces light up when I showed them that a member of their very own
SAUSD community has the capability to chip-in their college expertise to better their community. That is
one effect this project has had thus far, and we are still in design. When we went to the building and
planning department the nice woman who takes in drawings said that she has worked there for years and
had never seen a project quite like this. While conditions of the soil were unknown until we got the
greenlight to interpret findings from the geotechnical report, soil results can be unprecedented, and has
delayed our milestones as we work to remediate the soil.What we do know is that once this farm is up
and running it will serve as an educational beacon to the Walnut-Daisy community that healthy food
options are attainable in a community where the youth fend for eating chips and soda while their parents
are our working long laborious hours.
