CANCELATION NOTICE
NOTICE IS HEREBY GIVEN that the Regular Meeting of the Planning Commission
scheduled for Monday, July 11, 2022 at 5:30 p.m. has been canceled.
The following items will be carried forward to the next regular meeting on Monday, July
25, 2022 at 5:30 p.m. in City Hall Council Chambers, 22 Civic Center Plaza, Santa Ana,
California, 92701.
1. Conditional Use Permit No. 2022-10
Project Location: 3503 South Harbor Boulevard located in the Professional (P)
land use designation zoning district.
Project Applicant: Steve Rawlings (Applicant), Jeffrey Thompson, representing
Live Nation Worldwide, Inc. and OC Constellation, LLC (Property Owner).
Proposed Project: The applicant is requesting approval of Conditional Use Permit
No. 2022-10 to allow an additional private banquet/event use at an existing
entertainment venue (The Observatory).
Environmental Impact: In accordance with the California Environmental Quality
Act (CEQA) and the CEQA Guidelines, the recommended action is exempt from
further review under Section 15301 (Class 1 – Existing Facilities). Notice of
Exemption, Environmental Review No. 2022-32 will be filed for this project.
2. Conditional Use Permit No. 2022-08
Project Location: 2241 N. Fairview Street located in the Arterial Commercial (C-
5) zoning district.
Project Applicant: Liliger Damaso with Liquor License Agents representing Bawa
Kaur (business owner), on behalf of Theresia Yongwon Pak (property owner).
Proposed Project: The applicant is requesting approval of Conditional Use Permit
No. 2022-08 and Conditional Use Permit No. 2022-12 to allow for the upgrade of the
existing ABC License from Type 20 - Off-Sale Beer and Wine to Type 21 - Off-Sale
General (beer, wine, and distilled spirits). In addition, the applicant is proposing to
extend the current hours of operation from 6:00 a.m. to 11:00 p.m., Sunday
through Thursday and 6:00 a.m. to 12:00 a.m. on Fridays to 6:00 a.m. to 2:00 a.m.
daily.
Environmental Impact: In accordance with the California Environmental Quality Act
(CEQA) and the CEQA Guidelines, the project is categorically exempt from further
review per Section 15301 (Class 1 - Existing Facilities). A Notice of Exemption,
Environmental Review No. 2022-41, will be filed for this project.
