The HUD may have grants for Trailer Parks such that the communities could establish an HOA and purchase the land underneath their homes with an FHA loan or Multi-family loan.They likely would pay much less money than their current monthly land leases and they would be awarded genuine financial security. Considering the rather large number of trailer park communities in Santa Ana -this could really help out those families....plus the sales will also help with taxes at the same time while not harming the individual buyers (as long as the new HOAs fund an escrow to cover the first year of taxes or pay up front). Anyway- I'm sure there are subject matter experts at the HUD that could determine if there is an existing grant option or if California needs to create one. We have 3 Bands of the Juaneno Band of Mission Indians: 84A of Chairwoman Lucero, 84B Chairman Acuna; and Independent Party Chairman Belardes. None of our bands are Federally Recognized Tribes. I have attended Santa Ana College campus on Native American events where I was given the honor to speak on our ancestral lands as a form of a Land Acknowledgment in the Amphitheater in 2021. 1 personally spoke with Dr. Flores (at that time SAC President) where we agreed to support the PowWow at Santa Ana College and I also witnessed another eouncilmember from 84A Secretary Georgia Edmundson supporting the Powwow as well. We also have support from Independent Party Chairman Belardes supporting this Powwow. As a matter of fact, we just finished our PowWdw on August 13, 2022 in San Juan Capistrano, CA to such great success with the expertise of Ms. Lupe Lopez. The letter Heidi Lucero addressed to you was not representative of myself nor Matt Belardes two recognized Chairman within the Acjachemen Leadership of 84B and IP. Both Matt and I were appalled by the letter and the claims made, regarding Lupe Lopez. Ms, Lopez has never misrepresented herself in any such way to any city governments, educational institutions, or other parties. Ms. Lopez has volunteered her time as a Tribal Administrator to assist our Tribe to visibility and connect us with educational resources for our tribal members. The letter submitted by Heidi Lucero was embarrassing to several leaders within our Acjachemen community, and not representative of their views as well. Including members of her own council that were not aware of this letter being sent to Rancho Santiago College. I was more so astonished to hear of your decision to cancel the PowWow, where so many Native groups and Native Support Groups have been working on for years. Your decision based on a false claim and not representative of the majority leadership with Aciachemen. This is not a Juaneno Tribal Event, this is a Community event. You have 2 out of the 3 Juaneno Bands of Mission Indians in support of this Powwow, School Districts, City of Santa Ana, organizations, Universities, etc. Ms. Lopez is generations deep from the Orange County community and has worked to bring the Native American population to Santa Ana College. I have requested Ms. Lucero to provide an apology to Ms. Lopez, Santa Ana College, and the entire Native American Community. In this letter you are requesting Santa Ana College cease any communication with Lupe, regarding the community of Acjachemen. This claim Is absolutely false. Lupe Lopez has never claimed or identified herself as an Acjachemen. Lupe has worked cross functionally throughout the Acjachemen community, advocating resources and assistance for our membership members within 848, Belardes IP, 84A and non-affiliated Acjachemen. In the Fall of 2021, Lupe worked with local city governments throughout Orange County, presenting herself as a Native American. Requesting each city within the ancestral lands of the Acjachemen Nation, acknowledge the Acjachemen through Land Acknowledgement, Multiple cities provided Proclamations to Lupe, to which Lupe presented to each of the leaders within the Acjachemen community, including Belardes IP Matt Belardes, Heidi Lucero 84A, and myself Sean Acuna 846. During this time Lupe's representation of herself as a Native American never wavered nor raised concerns from any of the Acjachemen leaders, Additionally, you requested a virtual meeting with Lupe on December 18, 2021 along with Chris Lobo where you questioned her accepted position as a Tribal Administrator for JBMI 846. Lupe is within her own right to volunteer with any organization, group, or tribe that she so pleases in the country, Ms. Lucero you are very well aware of Lupe's position with JBMi 84B, that there should be NO reason to target Lupe in any way at all, This letter submitted by you Heidi Lucero was damaging to Lupe and served as it was intended, leading to the Cancellation of a Native event which was being hosted by Santa Ana College and coordinated by members of the community along with Lupe Lopez. The event brings multiple Native Nations together on our ancestral Acjachemen lands. The event provides resources and cultural events for ALL Natives which live, attend school, or visit the area specifically for the event. The impact was not only damaging to the Acjachemen community, but to the entire Native American community planning to attend. Nor should 84A leadership attempt to address city government, school officials or any outside party as the ONLY body of government within the Aciachemen community: it is unfortunate the leadership of 84A continues to cause division within the Acjachemen community. Considering there are many members within the 84A membership base that continue to request Unity within our governments and community. As Chairman of the Juan no Band of Mission Indians 84R, we have fully supported Santa 5.
