Dear City of Santa Ana Mayor, Mayor Pro Terri &. Councilmembers;
I write to express my strong support for° SEW 721 Full-Time Employees and Part-'rime Non-Civil
Service Employees in their labor negotiations. Tile services provided by workers in Santa Ana, SEW 721
in the Full (464 e1)7j)1gyees) & Dart-time (3356 c?rrrl)lQ,y,ee,$) units, are invaluable; however, worker's have
fallen behind,. and their pay is no longer competitive. The part-time unit, representing a majority of
residents within Santa Ana, has been out of contract for over five years, yet this is the most adversely
impacted group from the onslaught of COVID-1'9 in 2020, The majority of this group has to work two or
three jobs with little to no benefits while living well below Orange COLInty's poverty title, This is of great
concern to me in representing Santa Ana's Congressional District 46.
In Congress,, I voted for the`61.5 Trillion Infrastructure Overhaul Bill----Moving 'Forward Act—to invest
in modern, sustainable infrastructure while creating millions of good-paying jobs, combatting the climate
crisis, and addressing disparities in communities across the country and throughout our community.
Santa Ana's is set to .see improvements to its infrastructure with Capital Improvement Projects to help
address deteriorating infrastructure and make way for future capabilities and resources. These needed
developments will require the expansion of our workforce to meet the demands of project timelines and
completion. With funding from the Moving Forward Act and Santa Ana's Projects, good-paying jobs will
be created to help address community disparities while providing sustainable, more resilient and
modernized infrastructure. The community needs hard-working employees to continue to provide a high
level of work and services for the community.
At this critical time, it is essential to ensure that Santa Ana's workforce is paid competitively with the
market. Cities like Irvine are providing competitive salary increases of l 8%, along with other attractive
benefits, work schedules, and telecommuting. I hope you will shoe' them significant fiscal appreciation
and reward their loyalty, service, and work. The FL111-time unit took a 25% cut in 2011, and some Lost
homes and marriages. As the group that gave the most in 2011 when the City needed fiscal assistance, this
should be remembered and rewarded. Please expedite the completion of negotiations to acknowledge their
significant value and demonstrate the respect they deserve.
