Dear Councilmember Penaloza and Santa Ana City Councilmembers,
I am a resident of Ward 6 and I support item 24, drafting a resolution opposing the county from operating a cold
weather shelter in Santa Ana and encouraging the county to rotate the annual shelter within different SPAS.
Santa Ana has done more than its fair share to address a county- and state-wide problem. It is unfair to continue
to put the burden on our city over the wealthier cities, especially those in south county. I am tired of dealing
with the ramifications of this burden in my daily life - I can't even walk down certain streets in my
neighborhood because people are sleeping on the sidewalk, leaving broken glass and needles on the sidewalk,
and sometimes literally defecating on the sidewalk. Opening additional shelters will only exacerbate this issue
and it's time the county ensure all cities do their fair share to address this crisis.
