The next meeting of the Planning Commission will be on September 26, 2022 at 5:30 PM in
the Council Chambers located at 22 Civic Center Plaza, Santa Ana, CA 92701.
FUTURE AGENDA ITEMS
Conditional Use Permit No. 202215 to renew the entitlements of an existing major
wireless communications facility located at 2929 S. Halladay Street.
Density Bonus Agreement No. 202203; Tentative Tract Map No. 202203 to allow a
residential development with 51 townhouse units, 15,028 sq. ft. of open space and 105
parking spaces.The development will consist of twelve residential buildings with three
story townhouse units, with eight units proposed as affordable to lowincome household
located at 717 S. Lyon Street.
Zoning Ordinance Amendment No. 202203 to update regulations on family daycare,
regional planned sign programs, business uses requiring stationary emissions permits,
massage establishments, industrial uses proposing more than five percent floor area
for retail use, and trash enclosures. The update will also include definitions for various
office uses and to define and prohibit short term rentals.
APPEAL INFORMATION
The formal action by the Planning Commission shall become effective after the tenday
appeal period, unless the City Council in compliance with section 41643, 41644 or 41645
holds a public hearing on the matter, then the formal action will become effective on the day
following the hearing and decision by the City Council. An appeal from the decision or
requirement of the Planning Commission may be made by any interested party, individual, or
group. The appeal must be filed with the Clerk of the Council, accompanied by the required
filing fee, and a copy sent to the Planning Department, within ten days of the date of the
Commission's action, by 5:00 p.m. If the final day to appeal falls on a City Hall observed
holiday or a day when City hall is closed, the final day to appeal shall be extended to the next
day City Hall is open for public business. Please note: Under California Government Code
Sec. 65009, if you challenge in court any of the matters on this agenda for which a public
hearing is to be conducted, you may be limited to raising only those issues which you (or
someone else) raised orally at the public hearing or in written correspondence received by
the Planning Commission or City Council at or before the hearing.

APPEAL INFORMATION

Further discussion ensued regarding potential site uses, environmental
impacts, traffic circulation, existing uses, impacts to adjacent property,
CC&Rs relating to the property easements
The Commission directed Staff to work with applicant to review onsite traffic
circulation. The Commission directed the applicant to work with the
surrounding property owners to work out a solution to limit trucks exiting on
eastern side of the site. Possibility to circulate trucks on the west side of the
property to address circulation concerns.
Moved by Commissioner McLoughlin, seconded by Commissioner
Morrissey to Continue the item to the September 26th meeting to work
with staff and adjacent property owner concerns regarding truck
circulation on eastside of the property and work to look for
enforceable mitigation measures. Goal is to have property owners to
have changes to the CC&R/reciprocal easements.
