Crime Survivors, Inc is committed to support those who have been victimized by crime to recover from the trauma brought on by assault, robbery, and other forms of violence. We serve thousands of survivors per year and partner closely with law enforcement in and around Southern California. As a representative of these survivors, I am very concerned about the unintended effects the proposed labor agreement will have on law enforcement's capacity to reduc(,-* violent crime and protect women and children and families. This is a matter that requires a robust discussion in an open forum with opportunity f-'" the public to express their views in a productive manner. I The proposal to have the Santa Ana Police Officers Association Contract approved without transparency is unacceptable. I am requesting that this item be held over for a later date so that it may be evaluated by Council in the clear view of the public. In addition to giving the new City Council Members the opportunity to truly understand the issues, the placement of the Agenda item is an affront and mockery to good governance and transparency. I find that: 1. The item is buried as the last item on the agenda packet; 2. It is vaguel identified without reference to the subject matter; and lastly, 3. It is being placed as a public hearing item right before the holidays when Santa Ana citizens are occupied with preparing for the upcoming Holiday Season beginning this Saturday. This Council ran on transparency and the Citizens of Santa Ana have a right to know and understand how this item will affect their everyday lives and to have the opportunity to comment to the Council and be heard. The roll out for approving this item is contrived, cynical, and perverts the course of citizen -held democracy here in Santa Ana. Lastly, the item recommends the removal of the current POA President from its current form. I have been informed that the POA President cannot make it to the meeting as he is out of town as his daughter has gone into labor. Simple common decency on that alone would dictate that the matter be held over. Thank you for your attention to this matter. VICTOR D MENDEZ 1
