HomeMy WebLinkAboutWAYMAKERSINSURANCE NOT REQUIRED N-2023-064 KO MAY PROCEED ,hers DATE: GUIDING POSITIVE AND LASTING CHANGE OPERATIONAL AGREEMENT Z v This Operational Agreement is between Waymakers Sexual Assault Victim Services r (Waymakers SAVS) and the City of Santa Ana on behalf of the Santa Ana Police N Department and the Santa Ana Jail (SAJ) is effective February 1, 2023 through September 31, 2024 and is entered into to memorialize the parties intention to work together toward the mutual goal of providing maximum available assistance for victims of rape and sexual assault to inmates in SAJ.. The agencies believe the continuation of Waymakers SAVS will further this goal. To this end, each agency agrees to participate in the program by coordinating and providing the following services: SAJ agrees to refer victims of rape and sexual assault to Waymakers SAVS for free services. Waymakers SAVS agrees to accept referrals from the SAJ and to provide services at no cost to victims of rape and sexual assault. Waymakers SAVS advocates are trained, certified crisis counselors with specialized skills in responding to the needs of victims of rape and sexual assault. This includes victims at the SAJ. Specifically, Waymakers SAVS will: • Respond to either SAJ or a medical facility 24-hours a day, 7 days a week to provide crisis response and support to victims during the collection of evidence via a sexual assault forensic examination. • Provide victims continuing support, advocacy and crisis counseling services. • Provide support and accompaniment during the reporting, investigation and prosecution of the case in coordination with the Santa Ana Police Department (SAPD) and the Orange County District Attorney's Office (OCDA). • Provide confidential hotline for victims housed in the SAJ -24 hours a day, 7 days a week. • Provide information and resource material to ensure inmates housed at the SAJ know how to access Waymakers SAVS. • Participate as a member of the Sexual Assault Response Team (SART); assume responsibility by taking the lead in coordinating on -going communication between SART; prove training about sexual assault issues and program services; maintain communication and deliver updates through the Waymakers SAVS SART advocate at quarterly SART meetings that SAPD may attend. Waymakers SAVS and the SAJ will schedule meetings to discuss referral procedures and continued implementation of mandated services. Waymakers SAVS staff will be available to the SAJ to provide cross -training on program services, protocol and victim issues. In addition, Waymakers SAVS will track and collect client and services' data for any necessary reporting requirements. The parties recognize services provided under this operational agreement since March 1, 2022 to the effective date, above. This Operational Agreement shall in no way be construed as a contract.
