This is a letter to Act against Hate,but I cc'd also the OC Board of Supervisors,because it involves an ongoing situation with the James Mai hate incidents they did nothing about. James Mai has close ties to Don Wagner,the District 3 Supervisor. They are friends,that is obvious from his social media pictures. Last year,James Mai,who is Vietnamese American openly bragged of committing a Hate Crime against a Hindu owned Indian (Asian Indian)restaurant. At the time he held two appointed Commission posts, one in Irvine and the Housing Authority Commission.Mai was forced to withdraw his request for reappointment in Irvine,but is still on OC Housing Commission. Even worse he is being reappointed to that one,in spite of every thing they know he has done. James Mai also cyberstalked three separate women involved with the effort to terminate his Commission posts. In one of those cases of cyberstalking,he doxed an HT survivor and posted her home address and insinuated that men should visit her for "turtle soup",basically meaning rape her. She was actually the same person who initially reported James Mai s Instagram posts. Another woman stalked by him is an Irvine Commissioner herself. Is it possible for your organization to track this situation and monitor developments?It was shocking seeing Don Wagner involved in anti-hate events,while simultaneously posing with James Mai as recently as February of this year.He has not attempted to remove Mai from his Commission post,even those easily could. Unfortunately,none of the OC Supervisors have even considered taking action.Not a single one. The matter was never publicly discussed,the agenda items are all documented and the Board meetings recorded. Please give this matter your thoughtful consideration. This is problematic because social media posts by Mai himself reveal that he committed a Hate Crime. Mai has never disputed that he made the posts, and even admitted to Irvine Police that screenshots showing him bragging in detail of how he committed the Hate Crime were real. In the Instagram posts, Mai gives a motive: He claims the owner refused to refund his credit card after being overcharged. The atrocious story ends with Mai gloating that he had received a full refund after committing the Hate Crime. The terroristic act got him his desired result. Mai makes no secret of how he achieved procuring the refund and has never shown remorse. The Hate Crime falls under the classification of "Hinduphobia" as it was committed (according to Mai himself) against an Indian restaurant and the owner was Hindu. The cow is sacred in the Hindu belief system, so such an act as committed by Mai is an attack on Hindus. That places it in the category of "Hate Crime" Beginning after Labor Day weekend, and continuing through October 10th: approximately 100 emails were sent to the Irvine City Manager's office regarding one James Mai. There may have been some phone calls as well. We aren't certain. The emails were sent by local residents who live, work or study in Irvine, ie who had a standing to demand answers from the City. They were concerned citizens who were appalled and outraged that such a person is even allowed to hold an appointed post. Despite this collaborative effort by members of the community, the City Manager's office failed to turn those emails over to the Child Care Committee members. The City did not even inform the Commissioners of the very existence of these emails, despite the high volume of correspondence about James Mai. Inexplicably, the City Manager's office further failed to inform Commissioners and members of the Child Care Committee that Mai was under investigation by the FBI for said hate crime. Even more shockingly, they did not disclose that their own police department was investigating James Mai for the same hate crime. On October 11 th, the Child Care Commission met for its regularly scheduled meeting. By that time; Mai had already admitted to IPD that he had bragged on social media of this nefarious crime. This development was significant as it constituted an official admission by Mai. Still, nobody in the City of Irvine thought it important to notify the Child Care Commission. One of the agenda items for October's meeting was the reappointment of Mai for another two years. The motion was came on and was passed by majority vote. Mai's term, previously set to expire on Dec 31 st of this year; has now been extended for another two years. We are trying to ascertain if the Committee members who voted in favor would have done so had they known of the voluminous emails sent to the City, or had they known of the existence of the investigation. Most importantly, they weren't informed of the pending investigations nor Mai's admission. We decided to reach out to some members of the Commission to suggest they clarify with the City of Irvine if they are willing to stand behind their vote, given this new information. We know that three members would refuse to reconsider even in light of the new information. These are: Donna Schwartz, Myra Firth and Imithri Bodinhayake who pushed and pressured others on the Committee to vote "yes", in spite of evidence presented by a public speaker who is the witness in the Hate Incident. They are not receiving a copy of this correspondence as it would be pointless and serve no worthy purpose. Everyone else on the Commission is receiving a copy as we hope this letter will motivate them to press the City for answers. Concerning those Commissioners who represent agencies and educational institutions: We are also sending it to those entities. At time of writing, the Child Care office is refusing to accept or acknowledge emails where Mai is the subject. This is because the Commission meets again next Tuesday. Any correspondence sent to them that makes mention of the #JamesMaiHateCrime will not be shared with Commissioners or Committee Members. For this reason, it was necessary to take this drastic step of making direct contact with involved parties. At MPT Lopez's request, my staff and I recently met with community leaders from the River View Neighborhood Association. I echo their concerns and desire to be included in all conversations that would impact their community. As you know, Santa Ana has very limited options to establish new parks. Throughout my tenure as Mayor, I focused on the Willowick Golf Course as a potential site for additional public open space. Unfortunately, we were unable to reach an agreement with the City of Garden Grove to implement this vision for a 104-acre park in the heart of central Orange County. During this impasse with the Willowick negotiations, we were presented with the possibility of converting the River View Golf Course instead. Given that the County and City ground leases are set to expire in 2026, this seemed like a reasonable option to explore. However, no further action was taken while I was with the City of Santa Ana. It was in the spirit of investigating all possible options for open space amenities in District 2 that my office sent a letter on March 7t", 2023, in support of exploring the feasibility of converting River View Golf Course into a park. Going forward, it is the intent of my office that any proposed changes are fully vetted through a robust public input process that includes voices from the community. My office will continue to monitor this matter and work with the City of Santa Ana towards a cohesive resolution that reflects the wishes of your agency and residents.
