Subject:May 2, 2023 City Council Agenda Item #30: Opposition
TO: Mayor Valerie Amezcua, Mayor Pro Tem Jessie Lopez, Councilmembers, Thai Viet Phan, Benjamin Vazquez, Phil
Bacerra, Johnathan Ryan Hernandez, David Penaloza
RE: City Council Meeting, Opposition to Agenda item # 30, May 2, 2023
The Santa Ana Healthy Neighborhoods Alliance (SAHNA) opposes agenda item 30:
“Request to Upgrade the Existing Type 41 On-Sale Alcoholic Beverage Control (ABC) License to a Type 47 On-Sale
Alcoholic Beverage Control (ABC) License to Allow the On-Premises Sale of Beer, Wine, and Distilled Spirits at an
Existing Eating Establishment Located at 1208 East McFadden Avenue Mariscos Hector Sports Grill.”
SAHNA’s mission is to improve the health, education and safety for children, families and residents in our
neighborhoods and our beloved community.
Approval of changing the current Type 41 license to Type 47 will have a detrimental impact on the health, safety and
quality of life for our neighborhoods and residents. Hector’s Mariscos is right next door to Kennedy elementary
school and adjacent to densely populated neighborhoods. This area is challenged with continuous loitering,
vandalism, violence that has included stabbings and shootings, drunk drivers, and graffiti. Permitting the sale of all
types of liquor will increase alcohol consumption and exacerbate our safety and public health crisis in our already
taxed environment for our residents and the SA Police Department.
SAHNA also opposes any possible requests to expand and approve the current hours of operation that are
permitted by the City. The current hours permitted are appropriate for a family restaurant.
Most Sincerely,
Susana Sandoval, Co-chair Santa Ana Healthy Neighborhoods Alliance

Subject: City Council Agenda Item#30 May2, 2023 Correction -change to Support
Earlier today I submitted my opposition for Item 30. 1 am changing to support for Item 30.
1 did not understand that Item 30 is to "Consider Scheduling a Public Hearing".
When the Planning Commission discussed this issue and moved it forward, residents and the community were not
engaged in the decision-making process via a series of opportunities through community forums and extensive
outreach.
It is crucial that we have this opportunity and it is too important for the residents and community's safety, welfare and
health.
Thank you, Councilmember David Penaloza, for bringing Item 30 to Consider Scheduling a Public hearing.
Most Respectfully,
Susana Sandoval, Co-chair Santa Ana Healthy Neighborhoods Alliance

My name is Yezenia Marrujo, I am a resident of the Minnie st community and I am against the approval of item #30(that
the hours and sale of alcohol be extended), I am against its approval, since it is very harmful because there is a lot of
violence, gangs and it is very dangerous, also the music is very loud, it is also very close to apartments and schools. Also,
how is a family restaurant going to be open at 2 in the morning.
I think since our community is tired with so much crime. Do something right to keep our families safe, don't think we're
swimming in our Santa Ana's economy.

Hello,
My name is Victor Bustos, I am a resident of the Pacific Park neighborhood. I am writing in support of the
request for a public hearing. I do not think this establishment belongs in this neighborhood as it has brought
crime and insecurity to an already unsafe and unpopular community. I have witnessed the graffiti become a
regular sight as well as fights break out. This type of establishment does not belong in a center surrounded by
families, it has not brought any benefit to our neighborhood.
Thank you for your time and consideration.
