A RESOLUTION OF THE HOUSING AUTHORITY OF THE
CITY OF SANTA ANA APPROVING THE SUBMISSION OF
THE ANNUAL PLAN FOR FISCAL YEAR 2023-2024
BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY
OF SANTA ANA, AS FOLLOWS:
Section 1. The Housing Authority of the City of Santa Ana conclusively finds,
determines and declares as follows:
A. The Housing Authority of the City of Santa Ana (the "Authority") is required by the
U.S. Department of Housing and Urban Development ("HUD") to have an Annual
Plan due to the fact that the Authority administers a Housing Choice Voucher
("HCV") Rental Assistance Program.
B. The purpose of the Authority's Annual Plan is to advise HUD, program participants
and members of the public of its mission and strategy to serve the needs of very low-
income families. It provides information about the current operations of the
Authority, including programs, participants, services for the upcoming year, and any
operational or tenant concerns.
C. The Authority is required to review its operations and needs for the Annual Plan with
input from HCV participants. Three (3) Resident Advisory Board Meetings were held
on February 16, 2023, with responses incorporated into the Annual Plan, as required
by HUD regulations.
D. HUD regulations require a forty-five (45) day public comment period. On February
16, 2023, a legal notice was published in the Orange County Register, Nguoi Viet
and La Opinion advising the public that a draft of the Annual Plan was available for
public review and comment and a public hearing would be held on April 4, 2023.
The public comment period ended on April 1, 2023. However, a software error
occurred with the legal notice in the Orange County Register, and the English legal
notice was not published on February 16, 2023, as intended. As a result, the public
hearing scheduled for April 4, 2023 was cancelled.
E. On April 7, 2023, a new legal notice was published in the Orange County Register,
Nguoi Viet and La Opinion advising the public that a draft of the Annual Plan was
available for public review and comment and a public hearing would be held on June
6, 2023. The public comment period ended on May 22, 2023. Further, a public
hearing was held by the Housing Authority on June 6, 2023, and all comments
received at the hearing are included_ih the final documents to be submitted to HUD.
Section 2. The Annual Plan for Fiscal Year 2023-2024 of the Housing Authority of the
City of Santa Ana is hereby approved and adopted. Said Annual Plan shall be submitted by
the Authority to HUD.
Section 3. This Resolution shall take effect immediately upon its adoption by the
Authority Board, and the Recording Secretary for the Authority shall attest to and certify the
vote adopting this Resolution.
