CONSULTANT AGREEMENT BETWEEN THE CITY OF SANTA ANA AND
TETRA TECH FOR ON -CALL ENGINEERING SERVICES
( F� THIS AGREEMENT is made and entered into on this 16th day of May, 2023 by and between
Tetra Tech ("Consultant"), and the City of Santa Ana, a charter city and municipal corporation
organized and existing under the Constitution and laws of the State of California ("City").

RECITALS

cl1 A. On February 21, 2023 the City issued a Request for Proposal NN'ot�23-030, by which it
desired to retain a Consultant having special skill and knowledge in the field of:
Professional Engineering Services on an on -call basis for the City's Public Works Agency.
B. Consultant submitted a responsive proposal that was among those selected by the city.
Consultant represents that it is able and willing to provide such services described in the
scope of work that was included in the RFP No. 23-030.
C. In undertaking the performance of this Agreement, Consultant represents that it is
knowledgeable in its field and that any services performed by Consultant under this
Agreement will be performed in compliance with such standards as may reasonably be
expected from a professional consulting firm in the field.
NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the
terms and conditions hereinafter set forth, the parties agree as follows:
1. SCOPE OF SERVICES
Consultant shall perform the services that were described in the scope of work included in
the RFP No. 23-030, during the term of this Agreement, the tasks and obligations including all
labor, materials, tools, equipment, and incidental customary work required to fully and adequately
complete the services described and set forth in "Scope of Services - Exhibit All, attached hereto
and incorporated by reference, and as further described in Consultant's Proposal, attached hereto
an incorporated herein by this reference as "Consultant's Proposal - Exhibit B".
2. COMPENSATION
a. City neither warrants nor guarantees any minimum or maximum compensation to
Consultant under this Agreement. Consultant shall be paid only for actual services
performed under this Agreement at the rates and charges identified in Consultant's Fee
Proposal, which is attached hereto and fully incorporated herein by this reference as
"Compensation - Exhibit C". Consultant is one of fifteen (15) separate consultants
selected to provide services on an on -call basis under RFP 23-030. The total
compensation for services provided by all consultants selected under RFP 23-030 shall
not exceed the shared aggregate amount of $5,000,000.00 during the term of this
Agreement, including any extension periods, as set forth in Section 3, below.
b. Payment by City shall be made within forty-five (45) days following receipt of proper

invoice evidencing work performed, subject to City accounting procedures. Payment
need not be made for work which fails to meet the standards of performance set forth
in the Recitals which may reasonably be expected by City.
c. Notwithstanding any contrary terms contained within Consultant's Fee Proposal,
Consultant's fees shall not exceed 3% annually over the term of this Agreement,
including any extension periods, unless directly affected by Prevailing Wage laws.
3. TERM
This Agreement shall commence on May 16, 2023 and end on May 15, 2026, with the
option for the City to grant up to a one, two-year extension, exercisable by a writing by the City
Manager and the City Attorney, unless terminated earlier in accordance with Section 15, below.
4. INDEPENDENT CONTRACTOR
Consultant shall, during the entire term of this Agreement, be construed to be an
independent Consultant and not an employee of the City. This Agreement is not intended nor shall
it be construed to create an employer -employee relationship, a joint venture relationship, or to
allow the City to exercise discretion or control over the professional manner in which Consultant
performs the services which are the subject matter of this Agreement; however, the services to be
provided by Consultant shall be provided in a manner consistent with all applicable standards and
regulations governing such services. Consultant shall pay all salaries and wages, employer's social
security taxes, unemployment insurance and similar taxes relating to employees and shall be
responsible for all applicable withholding taxes.
5. OWNERSHIP OF MATERIALS
This Agreement creates a non-exclusive and perpetual license for City to copy, use,
modify, reuse, or sublicense any and all copyrights, designs, and other intellectual property
embodied in plans, specifications, studies, drawings, estimates, and other documents or works of
authorship fixed in any tangible medium of expression, including but not limited to, physical
drawings or data magnetically or otherwise recorded on computer diskettes, which are prepared or
caused to be prepared by Consultant under this Agreement ("Documents & Data"). Consultant
shall require all subcontractors to agree in writing that City is granted a non-exclusive and
perpetual license for any Documents & Data the subcontractor prepares under this Agreement.
Consultant represents and warrants that Consultant has the legal right to license any and all
Documents & Data. Consultant makes no such representation and warranty in regard to
Documents & Data which were provided to Consultant by the City. City shall not be limited in
any way in its use of the Documents and Data at any time, provided that any such use not within
the purposes intended by this Agreement shall be at City's sole risk.
6. INSURANCE
Consultant shall procure and maintain for the duration of the contract insurance against
claims for injuries to persons or damages to property which may arise from or in connection with

the performance of the work hereunder and the results of that work by the Consultant, its agents,
representatives, employees or subcontractors.
a. Consultant shall not commence work for the City until it has provided evidence
satisfactory to the City that it has secured all insurance required under this Section. In
addition, Consultant shall not allow any subconsultant to commence work on any
subcontract until it has secured all insurance required under this Section.
b. Insurance coverage shall be at least as broad as:
(i) Commercial General Liability (CGL): Insurance Services Office
Form CG 00 01 covering CGL on an "occurrence" basis, including
products and completed operations, property damage, bodily injury and
personal & advertising injury with limits no less than $2,000,000 per
occurrence. If a general aggregate limit applies, either the general
aggregate limit shall apply separately to this project/location (ISO CG
25 03 or 25 04) or the general aggregate limit shall be twice the required
occurrence limit.
(ii) Automobile Liability: Insurance Services Office Form Number CA
0001 covering, Code 1 (any auto), or if Consultant has no owned autos,
Code 8 (hired) and 9 (non -owned), with limit no less than $1,000,000
per accident for bodily injury and property damage.
(iii) Workers' Compensation insurance as required by the State of
California, with Statutory Limits, and Employer's Liability Insurance
with limit of no less than $1,000,000 per accident for bodily injury or
disease.
(iv) Professional Liability (Errors and Omissions) Insurance
appropriates to the Consultant's profession, with limit no less than
$2,000,000 per occurrence or claim, $2,000,000 aggregate.
(v) If the Consultant maintains broader coverage and/or higher limits
than the minimums shown above, the City requires and shall be entitled
to the broader coverage and/or the higher limits maintained by the
Consultant. Any available insurance proceeds in excess of the specified
minimum limits of insurance and coverage shall be available to the City.
d. Other Insurance Provisions. The insurance policies are to contain, or be endorsed
to contain, the following provisions:
(i) Additional Insured Status. The City, its officers, officials, employees,
and volunteers are to be covered as additional insureds on the CGL
policy with respect to liability arising out of work or operations
performed by or on behalf of the Consultant including materials, parts,
or equipment furnished in connection with such work or operations.

General liability coverage can be provided in the form of an
endorsement to the Consultant's insurance (at least as broad as ISO
Form CG 20 10 It 85 or both CG 20 10, CG 20 26, CG 20 33, or CG
20 38; and CG 20 37 forms if later revisions used).
(ii) Primary Coverage. For any claims related to this contract, the
Consultant's insurance coverage shall be primary insurance primary
coverage at least as broad as ISO CG 20 0104 13 as respects the City,
its officers, officials, employees, and volunteers. Any insurance or self-
insurance maintained by the Cit., its officers, officials, employees, or
volunteers shall be excess of the Consultant's insurance and shall not
contribute with it.
(iii)Notice of Cancellation. Each insurance policy required above shall
state that coverage shall not be canceled, except with notice to the City.
(iv)Waiver of Subrogation. Consultant hereby grants to City a waiver of
any right to subrogation which any insurer of said Consultant may
acquire against the City by virtue of the payment of any loss under such
insurance. Consultant agrees to obtain any endorsement that may be
necessary to affect this waiver of subrogation, but this provision applies
regardless of whether or not the City has received a waiver of
subrogation endorsement from the insurer.
(v) Self -Insured Retentions. Self -insured retentions must be declared to
and approved by the City. The City may require the Consultant to
purchase coverage with a lower retention or provide proof of ability to
pay losses and related investigations, claim administration, and defense
expenses within the retention. The policy language shall provide, or be
endorsed to provide, that the self -insured retention may be satisfied by
either the named insured or City.
(vi)Acceptability of Insurers. Insurance is to be placed with insurers
authorized to conduct business in the state with a current A.M. Best's
rating of no less than A:VII, unless otherwise acceptable to the City.
(vii) Claims Made Policies. If any of the required policies provide
coverage on a claims -made basis:
• The Retroactive Date must be shown and must be before the date of
the contract or the beginning of contract work.
• Insurance must be maintained and evidence of insurance must be
provided for at least five (5) years after completion of the contract
of work.

• If coverage is canceled or non -renewed, and not replaced with
another claims -made policy form with a Retroactive Date prior to
the contract effective date, the Consultant must purchase "extended
reporting" coverage for a minimum of five (5) years after
completion of contract work.
(viii) Verification of Coverage. Consultant shall furnish the City with
original Certificates of Insurance including all required amendatory
endorsements (or copies of the applicable policy language effecting
coverage required by this = uuse) and a copy of the Declarations and
Endorsement Page of the CGL policy listing all policy endorsements to
City before work begins. However, failure to obtain the required
documents prior to the work beginning shall not waive the Consultant's
obligation to provide them. The City reserves the right to require
complete, certified copies of all required insurance policies, including
endorsements required by these specifications, at any time.
(ix)Subcontractors. Consultant shall require and verify that all
subcontractors maintain insurance meeting all the requirements stated
herein, and Consultant shall ensure that City is an additional insured on
insurance required from subcontractors.
(x) Special Risks or Circumstances. City reserves the right to modify
these requirements, including limits, based on the nature of the risk,
prior experience, insurer, coverage, or other special circumstances.
7. INDEMNIFICATION
Consultant agrees to defend, and shall indemnify and hold harmless the City, its officers,
agents, employees, contractors, special counsel, and representatives from liability: (1) for personal
injury, damages, just compensation, restitution, judicial or equitable relief arising out of claims for
personal injury, including death, and claims for property damage, which may arise from the
negligent operations of the Consultant, its subcontractors, agents, employees, or other persons
acting on its behalf which relates to the services described in section 1 of this Agreement; and (2)
from any claim that personal injury, damages, just compensation, restitution, judicial or equitable
relief is due by reason of the terms of or effects arising from this Agreement. This indemnity and
hold harmless agreement applies to all claims for damages, just compensation, restitution, judicial
or equitable relief suffered, or alleged to have been suffered, by reason of the events referred to in
this Section or by reason of the terms of, or effects, arising from this Agreement. The Consultant
further agrees to indemnify, hold harmless, and pay all costs for the defense of the City, including
fees and costs for special counsel to be selected by the City, regarding any action by a third party
challenging the validity of this Agreement, or asserting that personal injury, damages, just
compensation, restitution, judicial or equitable relief due to personal or property rights arises by
reason of the terms of, or effects arising from this Agreement. City may make all reasonable
decisions with respect to its representation in any legal proceeding. Notwithstanding the foregoing,
to the extent Consultant's services are subject to Civil Code Section 2782.8, the above indemnity

shall be limited, to the extent required by Civil Code Section 2782.8, to claims that arise out of,
pertain to, or relate to the negligence, recklessness, or willful misconduct of the Consultant.
8. INTELLECTUAL PROPERTY INDEMNIFICATION
Consultant shall defend and indemnify the City, its officers, agents, representatives, and
employees against any and all liability, including costs, for infringement of any United States'
letters patent, trademark, or copyright infringement, including costs, contained in the work product
or documents provided by Consultant to the City pursuant to this Agreement.
9. RECORDS
Consultant shall keep records and invoices in connection with the work to be performed
under this Agreement. Consultant shall maintain complete and accurate records with respect to
the costs incurred under this Agreement and any services, expenditures, and disbursements
charged to the City for a minimum period of three (3) years, or for any longer period required by
law, from the date of final payment to Consultant under this Agreement. All such records and
invoices shall be clearly identifiable. Consultant shall allow a representative of the City to
examine, audit, and make transcripts or copies of such records and any other documents created
pursuant to this Agreement during regular business hours. Consultant shall allow inspection of all
work, data, documents, proceedings, and activities related to this Agreement for a period of three
(3) years from the date of final payment to Consultant under this Agreement.
10. CONFIDENTIALITY
If Consultant receives from the City information which due to the nature of such
information is reasonably understood to be confidential and/or proprietary, Consultant agrees that
it shall not use or disclose such information except in the performance of this Agreement, and
further agrees to exercise the same degree of care it uses to protect its own information of like
importance, but in no event less than reasonable care. "Confidential Information" shall include all
nonpublic information. Confidential information includes not only written information, but also
information transferred orally, visually, electronically, or by other means. Confidential
information disclosed to either party by any subsidiary and/or agent of the other party is covered
by this Agreement. The foregoing obligations of non-use and nondisclosure shall not apply to any
information that (a) has been disclosed in publicly available sources; (b) is, through no fault of the
Consultant disclosed in a publicly available source; (c) is in rightful possession of the Consultant
without an obligation of confidentiality; (d) is required to be disclosed by operation of law; or (e)
is independently developed by the Consultant without reference to information disclosed by the
City.
11. CONFLICT OF INTEREST CLAUSE
Consultant covenants that it presently has no interests and shall not have interests, direct
or indirect, which would conflict in any manner with performance of services specified under this
Agreement.

12. NON-DISCRIMINATION
Consultant shall not discriminate because of race, color, creed, religion, sex, marital status,
sexual orientation, gender identity, gender expression, gender, medical conditions, genetic
information, or military and veteran status, age, national origin, ancestry, or disability, as defined
and prohibited by applicable law, in the recruitment, selection, teaching, training, utilization,
promotion, termination or other employment related activities or any services provided under this
Agreement. Consultant affirms that it is an equal opportunity employer and shall comply with all
applicable federal, state and local laws and regulations.

13. EXCLUSIVITY AND AMENDMENT
This Agreement represents the complete and exclusive statement between the City and
Consultant, and supersedes any and all other agreements, oral or written, between the parties. In
the event of a conflict between the terms of this Agreement and any attachments hereto, the terms
of this Agreement shall prevail. This Agreement may not be modified except by written instrument
signed by the City and by an authorized representative of Consultant. The parties agree that any
terms or conditions of any purchase order or other instrument that are inconsistent with, or in
addition to, the terms and conditions hereof, shall not bind or obligate Consultant or the City. Each
party to this Agreement acknowledges that no representations, inducements, promises or
agreements, orally or otherwise, have been made by any party, or anyone acting on behalf of any
party, which is not embodied herein.
14. ASSIGNMENT
Inasmuch as this Agreement is intended to secure the specialized services of Consultant,
Consultant may not assign, transfer, delegate, or subcontract any interest herein without the prior
written consent of the City and any such assignment, transfer, delegation or subcontract without
the City's prior written consent shall be considered null and void. Nothing in this Agreement shall
be construed to limit the City's ability to have any of the services which are the subject to this
Agreement performed by City personnel or by other consultant and/or contractors retained by City.
15. TERMINATION
This Agreement may be terminated by the City upon thirty (30) days written notice of
termination. In such event, Consultant shall be entitled to receive and the City shall pay Consultant
compensation for all services performed by Consultant prior to receipt of such notice of
termination, subject to the following conditions:
a. As a condition of such payment, the Executive Director may require Consultant to
deliver to the City all work product(s) completed as of such date, and in such case
such work product shall be the property of the City unless prohibited by law, and
Consultant consents to the City's use thereof for such purposes as the City deems
appropriate.
b. Payment need not be made for work which fails to meet the standard of
performance specified in the Recitals of this Agreement.

16. WAIVER
No waiver of breach, failure of any condition, or any right or remedy contained in or
granted by the provisions of this Agreement shall be effective unless it is in writing and signed by
the party waiving the breach, failure, right or remedy. No waiver of any breach, failure or right, or
remedy shall be deemed a waiver of any other breach, failure, right or remedy, whether or not
similar, nor shall any waiver constitute a continuing waiver unless the writing so specifies.
17. JURISDICTION -VENUE I"
This Agreement has been executed and delivered in the State of California and the validity,
interpretation, performance, and enforcement of any of the clauses of this Agreement shall be
determined and governed by the laws of the State of California. Both parties further agree that
Orange County, California, shall be the venue for any action or proceeding that may be brought or
arise out of, in connection with or by reason of this Agreement.
18. PROFESSIONAL LICENSES
Consultant shall, throughout the term of this Agreement, maintain all necessary licenses,
permits, approvals, waivers, and exemptions necessary for the provision of the services hereunder
and required by the laws and regulations of the United States, the State of California, the City of
Santa Ana and all other governmental agencies. Consultant shall notify the City immediately and
in writing of its inability to obtain or maintain such permits, licenses, approvals, waivers, and
exemptions. Said inability shall be cause for termination of this Agreement.
19. NOTICE
Any notice, tender, demand, delivery, or other communication pursuant to this Agreement
shall be in writing and shall be deemed to be properly given if delivered in person or mailed by
first class or certified mail, postage prepaid, or sent by fax or other telegraphic communication in
the manner provided in this Section, to the following persons:

A party may change its address by giving notice in writing to the other party. Thereafter,
any communication shall be addressed and transmitted to the new address. If sent by mail,
communication shall be effective or deemed to have been given three (3) days after it has been
deposited in the United States mail, duly registered or certified, with postage prepaid, and
addressed as set forth above. If sent by fax, communication shall be effective or deemed to have
been given twenty-four (24) hours after the time set forth on the transmission report issued by the
transmitting facsimile machine, addressed as set forth above. For purposes of calculating these
time frames, weekends, federal, state, County or City holidays shall be excluded.
20. MISCELLANEOUS PROVISIONS
a. Each undersigned represents and warrants that its signature herein below has the
power, authority and right to bind their respective parties to each of the terms of
this Agreement, and shall indemnify City fully, including reasonable costs and
attorney's fees, for any injuries or damages to City in the event that such authority
or power is not, in fact, held by the signatory or is withdrawn.
b. All Exhibits referenced herein and attached hereto shall be incorporated as if fully
set forth in the body of this Agreement.

REQUEST FOR PROPOSALS
FOR
ON -CALL ENGINEERING SERVICES
RFP NO.23-030
INTRODUCTION/BACKGROUND
The City of Santa Ana intends to retain Civil Engineering Consultants on an as -needed or
"on -call" basis. A Professional Services Agreement will be entered into with several of the
qualified firms Civil Engineering consudtant(s) to provide professional services for a variety of
projects on an on -call basis. On an on -call, as -needed basis, the selected firm(s) may later be
asked to provide professional engineering services proposals on specific, project -by -project basis,
based on an agreed -upon specific scope of services and fees.
In general, work consists of general engineering design projects, Funding sources for each
project may vary for each project/task order assignment shall comply with the funding agency's
requirements. The projects may include water and sewer infrastructure design and rehabilitation
improvements, storm drain improvements; sidewalks, bike paths, curb and gutter replacement;
slurry seal of residential streets; repair and overlay of asphalt concrete and/or PCC streets;
signing, striping, neighborhood traffic studies, traffic signal modifications; landscaping and
irrigation systems; park and recreational design, grant application writing, and other related
projects as required. On occasion, environmental and planning support services may also be
requested. The City may need consultant services for mapping and legal description preparation,
construction management, staking and inspection. Occasionally the City may also need
geotechnical, electrical, mechanical, structural, and other specific infrastructure related services,
The consultant shall be able to assist the City through this contract to provide the necessary
services. The consultant shall utilize in-house staff and/or sub -consultants to complete the
assignments to meet the City standards, For specialized work. for which the prime consultant
shall require a sub -consultant, the prime consultant shall serve as an administrative liaison
between the City and the sub -consultant,
Prime consultant mark-ups for sub -consultant work will not be allowed.
All proposals, plans, drawings, specifications, estimates, grant applications, and/or studies will
be subject to the final approval and satisfaction of the City of Santa Ana.

Scope of Services
The work consists of general engineering design and cost estimating for civil works projects,
City facilities, Parks and other related projects as required.
The work in general, consists of work in the following areas and not limited to:

In addition to general engineering design projects Consultants may be asked to perform the

• Evaluations, studies and recommendations related to water wells, reservoirs,
water treatment systems, disinfection systems, pressure control systems, and sewage
lift stations,
• Electrical and industrial control systems evaluations, studies, drawings,
documentation and recommendations
• Mapping Services
• Legal Description Preparations
• Grant Writing -Services
• Environmental/Planning Support
• Construction Management Support
• Pavement Management
• Special Engineering Studies/Reports/Compliance and Investigations
• Regulatory Compliance with Federal and State and Local Agencies
• Financial/cash flow analysis- public works programs
• Assessment and District Formation Services
• Sustainable Infrastructure Services
• Right of Way Studies
If there are any exceptions to the core of requested services, proposers shall list said exceptions
in their proposal (matrix form).

For specialized work for which the prime consultant shall require a sub -consultant, the prime
consultant shall serve as an administrative liaison between the City and the sub -consultant.
The selected consultants must have the expertise, experience, and demonstrated resources
available to performs the work described in this RFP,
neral Reuirements and Project Deliverables
The Consultant's,,lsF vices for plans specifications and estimating (PS&E) for engineering
project preparation and special studies/investigations shall include and in be in conformance
with the latest editions of the following: Title 24 of the California Code of Regulations (California
Building Standards Code). American Water Works Association, California Department of
Transportation, the Americans with Disabilities Act, the City of Santa Ana Municipal Code
(SAMC), professional Standards established by the City, and or federal, state and local guidelines
established in the project.
As part of the preparation of the PS&E, the consultant shall prepare the special provisions
pertaining to the items of work included in the plans that are not addressed on the latest editions
of the applicable standards.
The Consultant shall have complete responsibility for the accuracy and completeness of all
documents and plans prepared. The plans will be reviewed by the City of Santa Ana for
conformity with the requirements of the Agreement. Reviews by the City of Santa Ana do
NOT include detailed review or checking of design or the accuracy with which such designs are
depicted in the documents and the plans. The documents and plans furnished under the
Agreement shall be of a quality acceptable to the City of Santa Ana. The criteria for acceptance
shall be a product of neat appearance, well organized, technically and grammatically correct,
checked, and dated and having the maker and checker identified.
The Consultant shall have project management control procedures in effect during the entire
time work is being performed under the Agreement. This task shall include the following:
• Project Management Plan — the consultant shall provide a detailed management plan

completion of the (PS&E) packages. This plan shall include all milestones and task
breakdown for each of the tasks and snbtasks included therein. The project
management shall be submitted to the Project Manager for review and within 15
calendar days of the issued Notice to Proceed

The Consultant shall perform engineering design services resulting in contract documents
(plans, specifications and cost estimates "PS&E") for various projects on an as -needed basis.
However, work tasks may include studies or a variety of engineering tasks. If requested by
the City, the Consultant shall provide a Work Plan which includes a detailed schedule of the
assigned project prior to the issuance of Notice to Proceed and/or Task Order. Specific Task
Orders with Notices to Proceed ("NTPs") will be provided for project(s) at the discretion of
the City. Work required per Task Order shall comply with the Scope of get -vices and
additional provisions in each Task Order and this agreement,
The followine services/items shall include but are not be limited to:
1. Research existing records of utility companies and agencies and coordinate the proposed
improvements with existing field conditions,
2. Conduct an environmental assessment for each project and prepare all documentation
required to comply with California Environmental Quality Act (CEQA), and or National
Environmental Protection Act (NEPA), (if required)
3. Provide all field survey and topographic work necessary to complete the design effort.
Design level survey and base mapping of the project site shall be prepared in US Customary
English units by a California licensed Land Surveyor in accordance with the City guidelines
and in Microstation V8i Computer Aided Design and Drafting (CADD) format. The
horizontal datum shall be NAD 83 and the vertical datum shall. be NAVD 88. All survey
field notes shall be on forms provided by the City, shall be neatly completed in pencil, and
shall become property of the City upon completion of the project. Informal field
investigations including marking of removal areas may be required for some of the sidewalk,
curb and gutter, and pavementreplacement projects.
4. Complete the design of projects including plans, specifications, and engineer's construction
cost estimate. The Consultant shall contact manufacturers and/or contractors to verify the
engineer's estimate prior to submitting to the City. Specifications shall be prepared in
Microsoft Word and an electronic copy of the final version shall be furnished to the City.
The City will provide the specification boilerplate to the Consultant.
5, If requested, all preliminary and bid sets of plans shall be plotted on bond or velum paper
using Microstation V8i CADD software program. All drawings shall be completed per the
City of Santa Ana CADD Standards and any special provisions thereof. For interim
submittals, the City may opt to receive only PDF versions of the plans for reviewing purposes,
If so, the Consultant team will provide plans and/or specifications accordingly,
6. All original plan sheets, the title sheet of the specifications, calculations, and reports shall be
signed and stamped by the Consultant's licensed professional engineer responsible/in-charge
of the project.

7. If a part of the on -call project scope, the Consultant shall provide support services during the
bidding and constriction phases of the project, including, but not limited to;
a. Respond to bidder inquiries during the bidding process, including preparation of any
addenda. Following award of the construction contract, the Consultant shall attend
the pre -construction meeting.
b. Review and approve all submittals and shop plan drawings required supporting the
construction contract. The Consultant shall complete shop drawings reviews within two
(2) weeks of receipt. Contract Change Order reviews shall be completed within two
(2) working days of receipt.
c. Respond to written Requests for Information (RFI) to provide clarification or resolve
discrepancies in the contract documents. Responses shall be completed within three
(3) wonting days.
d. Provide periodic field reviews and bring to the attention of the City of Santa Ana
any defects or deficiencies in the work by the construction contractor which the
Consultant may observe. The Consultant shall have no authority to issue instruction on
behalf of the City of Santa Ana, or to deputize another to do so.
8. If included in the on -call project scope, upon completion of construction, the Consultant shall
prepare as -built plans and submit them to the City. The Consultant shall incorporate all
changes to the plans electronically with all necessary revision notations. Once plans have
been updated, a signed set of as -built plans shall be submitted. to the City with an electronic
copy (in Microstation V8i CADD and pdf formats) of the final as -built drawings via CD ore -
mail.
9. The Consultant shall monitor the project progress, maintain project files, and control the
quality of the work performed by in-house staff and/or sub -consultants. Incomplete (not
meeting targeted completion) or poor quality work will not be accepted. The Consultant
shall revise the documents within a revised schedule set by the City, which may require
overtime, No additional compensation necessary for the consultant to complete this work to
the satisfaction of the City shall be approved by the City for the required revisions. It is the
responsibility of the Consultant to produce a professional -level quality of work product.
10. If included in the on -call project scope, attend meetings with the City staff as required.
It. If included in the on -call project scope, the Consultant shall coordinate plan check, design
topics, permits and any other issues with the City,, other Agencies, and all utility companies
as required. At the direction of the City, the Consultant shall be the liaison with affected
agencies.
12. If included in the on -call project scope, the Consultant shall be responsible for reviewing and
approving addenda and clarifications to plans and specifications.
All information regarding the plans and specifications and or documentation related to the
project and approved by the City, will then become property of the City.

A more detailed scope of work will be provided when/if a specific project or Task Order
proposal is requested of a consultant. All tasks orders shall include the staff title, hours, hourly
rate and totals as related to the project.
Construction Plans, Standard Specifications and Estimate (PS&E)
Preliminary Design - Attend project scope meeting with City Staff to review project details.
Consultant shall field:review, inspect and conduct all necessary surveys to prepare a Preliminary
Design Report (PDR) or alternatives, preliminary cost estimate and preferred alternative as
regrrested by the project manager.
A (PS&E) package shall be submitted to review at 30% design for independent City review.
A (PS&E) package shall be submitted to review at 60% design for independent City review.
A (PS&E) package shall be submitted to review at for FINAL independent design review.
The City will review and continent on the PS&E packages with a turnaround goal of (2) weeks.
One (1) copy of the documents with comments will be returned to the consultant. Unless, several
agencies are involved in the review process multiple documents with comments will be provided
to the consultant.
After the final design comments have been incorporated the consultant shall provide the City
with final (PS&E) package ready for bid. See Section - General Requirements and Project
Deliverables Section,
Project Schedule and Progress:

Consultant shall furnish two copies of all completed work or partially completed update/status
since the last progress review meeting. Progress reports shall be submitted monthly in electronic

The fee proposal shall include the firm's standard hourly fee schedule, and/or project fee

hourly rates required to perform the services described herein shall remain valid for one (1) full

Other Terms and Conditions:

mandatory.
3. The City reserves the right to amend this Request for Proposal by addendum prior to the final
dates of submission.
4. All reports, proposals, or other data or materials which are submitted shall become the sole
property of the City of Santa Ana with the exception of the confidential Financial Capacity
information and sealed fee proposals which will be returned to all proposers after award of
contract to the selected Team
5. All products used or developed in the execution of any contract resulting from this request
will remain in the public domain at the completion of this project.

CIVIL ENGINEERING EXPERIENCE
Tetra Tech's experience in civil engineering design for
public works stems from vast project experience in
Southern California over the past 54 years completing
projects for municipalities. We are familiar with design
and construction constraints that are specific to the City
of Santa Ana having completed nearly 50 task orders for
the City in the past 5 years alone.
Our experience in civil design is relevant to the services
requested in this contract in that the projects we have
successfully delivered for public agencies include street
design and widenings, intersection improvements,
signalization, drainage improvements, passive and
active parks, storm water quality and stormwater capture
projects, utility improvement projects, and structural
design of bridges and facilities. This experience allows
our staff to more effectively implement solutions that
are compatible with the goals of the City, including
budgeting, procurement, performance, and operation
and maintenance.
WATER/WASTEWATER EXPERIENCE
Pipeline Projects
During the last 15 years, members of our project team
have been involved in the design and/or construction
support of more than 300 miles of water and recycled
water pipelines. Tetra Tech deems pipeline projects
to be just as important as facility projects because
comprehensive research and design can mitigate field
issues. We believe we have a very proficient team that
executes these projects efficiently and successfully.
Sewer Relining or Rehabilitation Projects
For more than 15 years, members of our project team
have been involved in the design and/or construction
support services of more than 100,000 feet of relining
or rehabilitation of existing sewer mains. Tetra Tech
has extensive understanding of the temporary handling
of the sewage flow during the work as well as the
importance of detailing the bypass facilities within the
construction plans and specifications.
Pump Station/Well Projects
Within the last 15 years, our team has been involved in
the design and/or construction support of more than 40
water/recycled water pump stations and 15 water wells.
We have developed a team, including a hydrogeological
engineer, that works efficiently and effectively together to
provide our clients with the maximum capacity required.

Lift Station Projects
For more than 15 years, members of our project team
have been involved in the design and/or construction
support services of more than 8 lift stations.
Flow Control Facility Projects
During the last 15 years, members of our project team
have been involved in the design and/or construction
support of more than 12 flow control facilities.
Reservoir Projects
Within the last 15 years, our team has been involved in
the design and/or construction support of more than 60
water/recycled water reservoirs (steel and concrete).
The reservoir design projects utilize a combination
of our in-house structural and electrical teams along
with a geotechnical firm to present the best design
improvement to the client.
Water Quality and Disinfection Projects
During the last 15 years, our project team has
completed design of over 11 treatment (process/
membrane) facilities within Southern California, including
design of disinfection facilities at over 10 well and/or
reservoir facilities. With new PFAS regulation becoming
increasingly required within the State of California, our
engineers have become proficient in the design of the
latest treatment options available completing over 14
local design projects of PFOS, PFOA, TCE, TOC and
Perchlorate.
Structural Seismic Retrofits
Our in-house structural group has been responsible
for the structural analysis and design of water projects
completed by Tetra Tech. This work has also included
numerous seismic retrofits throughout Southern
California. The seismic analysis includes a three-
dimensional finite element analysis, member stress
analysis, and foundation stability assessment.
Electrical and Controls
Our in-house electrical group has also supported the
projects done within the Irvine office, including utility,
industrial, residential, commercial, governmental, and
military projects. Our teams work efficiently together to
provide our clients with the most comprehensive design.

Tom has been working with the City for more than a decade and brings 41 years of
professional experience in water, wastewater, and reclaimed water engineering. He
has been responsible for the preparation of water, wastewater, and reclaimed water
master plans, project design reports for various water, wastewater, and reclaimed
water facilities, and the planning and design of water, wastewater, and reclaimed water
pipelines, along with pump stations and reservoirs. Tom has completed the design, bidding, and construction
management of more than 300 miles of water/reclaimed water/sewer mains, 40 water/reclaimed water
pump stations, 15 well -head facilities, 12 sewer lift stations and 25 water/reclaimed water storage reservoirs
throughout Southern California.

projects and bridge designs, street and storm

Jason is also experienced in stormwater analysis,
studies, design, preparation of specifications,
bid documents, cost estimates, and construction
support services, as well as conducting topographic
surveys, utility surveys, Record of Surveys, ALTA
surveys, and coordination of aerial topography.
Jason is currently overseeing Tetra Tech's on -
call contract with the City to provide On -Call
Stormwater Project Design Services.

For project development, Tetra Tech will use a
Project Management/Control System which we
have used successfully on numerous municipal
projects. The core of this system is a monthly Project
Management Report.
CRITICAL PATH METHOD (CPM)
SCHEDULES
Tetra Tech will approach the development of a
detailed work plan very seriously. The project team
will meet at project initiation to collectively determine
the smaller work tasks required to complete the
major work activities as established in the Scope of
Services. A sequencing plan of these smaller work
tasks, using precedence format, will be developed
which in turn will determine the overall schedule.
The series of work tasks and resulting schedule
will be diagrammatically exhibited as a Critical Path
Method (CPM) flow chart. This flow chart, which
highlights the critical path, will be used to base our
determination of the intermediate project milestones.

QUALITY ASSURANCE/QUALITY
CONTROL
At Tetra Tech, our methods and techniques for
Quality Control (QC) are employed in all phases
of work to ensure that the quality requirements are
fulfilled for our clients. Quality Assurance (QA) is
integral to our culture and processes and is ingrained
in each task to be properly implemented. Our Quality
Assurance has been responsible for driving down
the lead time for Prgj€sct Delivery and reduces the
overall cost of the project by minimizing quality
checks, rework and agency delays. The Quality
Check process is a formalized step in the delivery
process that requires all documents and deliverables
to go through an independent review prior to release.
The goal is simple: ensure that the product meets
the expectations of the client and does not require
the City to review the deliverables. This goal keeps
rework down and achieves two primary goals:
reducing cost and time.
• First, the QC Manager will conduct a formal review
of the deliverable highlighting all reviewed work and
redlining the set.
• Once the review is finished and verified that all redlines
have been addressed, the Project Manager will review
the set to look for constructability and interdisciplinary
issues.
• The final phase is a peer review to produce an
independent quality check prior to submittal. This
process fixes mistakes, verifies compliance with
design criteria and codes, and provides feedback to
the design team.
• Furthermore, the process is audited to keep the
managers accountable for following the quality check
process.

SANTIAGO PUMP STATION MODIFICATIONS, Santiago Creek, CA
The original Santiago Pump Station was constructed
at the bottom of Bond Basin in 2002. Four submersible
pumps, each with their own MCC, were installed with
varying power and head capacities to accommodate
large fluctuations in water elevation. Soon after
commissioning the station, three of the four pumps
failed. In 2011, Orange County Water District (OCWD)
installed the floating pump station that is currently in use.
In 2019, the last functional submersible pump failed,
leaving OCWD without the ability to pump water from
Santiago Basin when the water elevation is above 240-
feet.
The OCWD identified two potential solutions to regain
pumping capacity when water elevations are above 240-feet: (1) Add two small pumps to the floating station
and construct any necessary modifications to accommodate the additional pumps; or (2) Replace the
existing larger pump drives with Variable Frequency Drives (VFD) and construct any additional necessary
modifications that will allow the pumps to function within the configuration of the existing facilities.
The goal of this project was to provide a recommendation and prepare 65% plans on the optimal option
to restore the ability to pump water from Santiago Basin. Preliminary evaluations of the options, included
identifying the appropriate VFD and their potential costs; coordinating with the barge manufacturer for
additional barge sections to accommodate the two smaller pumps; and working with the pump manufacturer
to obtain potential costs for the purchase of two smaller pumps.
FLEMING ZONE 8 TANK AND ZONE 8 TO 9 BOOSTER PUMP STATION IMPROVEMENTS,
Orange County, CA
Irvine Ranch Water District (IRWD) provides potable
water supply service to the Santiago Area located in an
unincorporated region of Orange County. This service
area includes four distinct sub -areas containing a
system of reservoirs and pump stations that solely rely
on the existing 150,000-gallon steel Zone 8 Fleming
storage reservoir and the existing Zone 8 to 9 booster
pump station as the main source of water supply.
In 2017, IRWD completed an analysis and
recommended improvements for the undersized
infrastructure and requirements for additional storage.
This project included several primary components,
including:
• Demolition of the existing reservoir and pump station
• A new above ground 1.3 MG prestressed concrete reservoir
• Replacement of the Zone 8 to 9 pump station with three 600 GPM pumps
• A replacement storage building
• An RMS building with sodium hypochlorite/aqueous ammonia treatment
• A 2,000-gallon diesel fuel storage tank
• Siting for electrical service, controls, and telemetry improvements

On -Call Engineering Services
WELL NO. 29 WITH PFOS AND PFOA TREATMENT SYSTEMS, Orange, CA
Tetra Tech provided engineering design services for the
well drilling and well equipping of a potable water well in
the City of Orange. The City's Water Division operates a
water distribution system including water mains, wells,
pump stations, and reservoirs. The City pumps water from
the groundwater basin through an existing well network
that includes 12 active wells and imports water from the
Colorado River and Northern California as a secondary
sougpe: Well No. 29 is proposed to enhance the reliability,
efficiency, and redundancy of the City's water system.
Currently, Well No. 8 and its supporting facilities were
I
ocated within the existing site. The property was mostly
unpaved and small areas of asphalt around the well facilities.
No. 29 and PFOS/PFOA treatment system constructed.
The Well No. 8 is to be destroyed and the new Well
Well No. 29 will pump water to the 370 Zone and is expected to produce approximately 3,000 GPM. The PFOS/
PFOA treatment system shall be designed to treat approximately 3,500 to 4,500 GPM, which includes the total
production of proposed Well No. 29 and existing Well No. 9, located 300 feet to the north. The well facilities
include a wellhead enclosure, chlorination, and electrical building, with an external roll -up generator connection
for backup power. The on -site piping includes piping from Well Nos. 9 and 29 to the treatment system and
post treatment piping to the distribution system. The Water Division is to bid the well drilling phase and well
equipping phase separately. The site includes building and landscaping design, paving, and fencing. Well drilling
construction began in February 2021 and well equipping began after drilling was complete.
ROSETON PLANT IMPROVEMENTS, Artesia, CA
Golden State Water Company wants to add a 0.75 MG
welded steel reservoir, booster station, and backup power
generator to the existing plant. Included with the work
is the relocation of the Fe/Mn backwash tank and skid
mounted recycle pump, and relocation of the MCC for
Well No. 2. The existing facilities to remain include Well
No. 1 and No. 2, the three bay chemical building, Fe/Mn
treatment system, and SCE transformer if it is determined
it is adequately sized for the proposed and existing
facilities. The booster pump station is to be comprised of
four vertical turbine pumps each with a capacity of 1,000
GPM against system pressure (with assumed , 5 hp
motors). The new Welded Steel Reservoir (WSR) shall have a usable capacity of 0.75 MG, with a separate inlet
and outlet. The WSR inlet will incorporate an altitude valve to control tank filling with system water. Desired WSR
dimensions shall have a maximum external height of 30 feet, an overflow level equal to 26 feet, and a diameter
of approximately 70 feet. The groundwater wells will discharge into the WSR following wellhead treatment.
Included in the design, will be improvements to fill the WSR from the distribution system via an altitude valve.
A backup power supply shall be included which shall comprise of a Cummins diesel powered generator with
Tier 4 emissions, sound attenuation suitable for a residential neighborhood, a fuel capacity capable of allowing
the generator to operate 72 hours at full load, and an automatic transfer switch (ATS). The generator shall be
capable of operating: one groundwater well pump; four booster pumps; Fe/Mn treatment system; SCADA and
plant controls; and ancillary power needs. The sizing of the generator, fuel capacity and ATS will be coordinated
with Cummins. Electrical services include evaluation of the proposed loads and determination if the existing SCE
service will be sufficient to accommodate improvements.

LINCOLN AVENUE PEDESTRIAN PATHWAY, Santa Ana, CA
Tetra Tech provided engineering, geotechnical,
environmental, permitting, landscaping, surveying
and construction support services for this active
transportation project. The project was funded in part
by ATP state grant funds. The pedestrian pathway
runs parallel with Lincoln Avenue west of the existing
railroad tracks. The improvements commence at the
intersection of Lincoln Avenue and Park Lane, continue
north between the back of the residential properties and
the railroad tracks, and end at the existing Santiago
Trail, under the railroad bridge that crosses Santiago
Creek. The improvements included a 12-foot pathway
and railroad -approved safety fencing, drought tolerant
landscaping, pedestrian lighting, and a trailhead to
identify the pathway.
When the Lincoln and Fairhaven Avenue railroad crossing was closed permanently several years ago,
pedestrian and bicyclist access was also removed. The closure now requires motorized and non -motorized
users to travel an additional mile out of the way, causing a substantial impact for non -motorized users. The
construction of the project provides active transportation continuity to the Santiago Trail, connects to the
existing pedestrian pathway located along the east side of the railroad tracks, and enhances the aesthetics
of the area. The connection to the eastern pedestrian pathway provides the ability to traverse to the south
back to Fairhaven Avenue.
FIRST STREET PEDESTRIAN IMPROVEMENTS, Santa Ana, CA
Tetra Tech provided engineering, surveying and
construction support services for this sidewalk widening
project funded by ATP state and federal grant funds. The
project involved the widening of the existing sidewalks
along a 1.2-mile portion of First Street between Flower
Street and Standard Avenue in the City of Santa Ana.
In addition to the sidewalk improvements, the project
included retrofitting reconstructing drainage structures
including catch basins and parkway drains and installing
Green Streets Best Management Practices (BMPs)
to improve stormwater quality. Per the Water Quality
Management Plan (WQMP) that was prepared for the
project, proprietary flow -through filtration systems were
installed at select locations throughout the corridor. Due to the limited storm drain systems along the corridor,
a BMP could not be installed for each drainage management area. Instead, BMPs were installed at locations
throughout the corridor that had opportunities to connect the BMP outlet pipe to a nearby existing storm
drain catch basin. These BMPs were oversized to treat the impacted project area runoff as well as additional
offsite runoff, which is consistent with Section 2.7.2 of the Technical Guidance Document (TGD) that states
'treatment of comingled off -site runoff may be used to off -set the inability to treat areas within the project for
which significant constraints prevent the ability to provide treatment.

BOLIVAR PARK STORMWATER CAPTURE, Lakewood, CA
Tetra Tech was contracted by the City of Lakewood to
evaluate two potential site locations for the development
of the Lakewood Stormwater and Runoff Capture Project:
Mayfair Park site and the Bolivar Park site. Tetra Tech
provided a Project Engineering Study Report (PESR) that
represented 10% design completion level and described
the evaluation of the two sites with all site investigation,
hydrology and hydraulic, and water quality data and
analyses to provide a recommendation for site selection.
The Bolivar Park project consisted of an air -inflated
rubber dam diversion system to redirect all urban runoff
and stormwater runoff from the Del Amo channel through a pre-treatment system to remove trash, debris, and
sediment. A pump station and drainage pipeline will then convey the water into a large, buried multi -chambered
storage/infiltration facility. The stormwater collected in the underground reservoir will be treated and used to irrigate
the parWs landscaped areas. The system will monitor the weather conditions and the facility through a secured
cloud -based system. The goal of the project was to not only help the City comply with the metals Total Maximum
Daily Loads (TMDLs), as presented in the Los Cerritos Channel Watershed Management Program, but also
provide additional benefits such as revitalized park infrastructure and augmentation of local water supplies. As one
of the first cities to receive stormwater funding to support Caltrans with stormwater compliance units, the success of
this project serves as a model for other agencies to follow.
CULVER BOULEVARD CORRIDOR REALIGNMENT PROJECT AND STORMWATER
FILTRATION AND RETENTION PROJECT, Culver City, CA
Tetra Tech performed survey and civil engineering design
services for two separate projects along Culver Boulevard,
a median realignment project and a regional stormwater
capture project. At the heart of the realignment project is a
newly constructed 58-foot wide raised landscape median,
complete with buffered bicycle and pedestrian paths to
improve pedestrian and vehicular safety and mobility while
mitigating traffic noise and nuisance impacts to nearby
residents. Street improvements included the reconfiguration
of existing traffic lanes, new and reconstructed landscape
medians, traffic signal additions and modifications, newly
designed bus stops, signal interconnects, new lighting, utility
adjustments, relocation of existing catch basins, and the
design of a parking lane with innovative buffer treatment to
separate it from the eastbound high-speed travel lanes on Culver Boulevard.
The regional stormwater capture project will maximize pollutant and stormwater capture by diverting dry and wet -
weather stormwater flows at a rate of up to 50 cubic -feet -per -second from two stormwater facility locations. Diverted
stormwater flows are first sent to one of two pretreatment units to remove trash and sediments and then to a
concrete underground storage facility capable of providing up to 8-acre-feet of storage. Stored water is pumped to
the post -storage filtration system where it is polished for final pollutant removal before being returned to downstream
storm drain channels and receiving waters. As an added benefit of this project, treated stormwater will be used to
offset potable water irrigation demands on the newly constructed 58-foot-wide raised landscape median and at
nearby Veterans Park.

ALBION RIVERSIDE PARK, Los Angeles, CA
Tetra Tech provided pre -design, design, and construction
support services for the Albion Riverside Park Project,
located adjacent to the Los Angeles River. The project
involved transforming a six -acre site, previously
used for dairy warehousing and distribution, into a
riverfront park and recreational facility that benefits
nearby disadvantaged low-income neighborhoods.
This important water quality project is part of the City's
overall efforts through the Proposition O Bond Program
to improve water quality and reduce pollutant loads that
are currently being conveyed to the rivers, lakes, and
oceans within the greater Los Angeles area.
The overall project objective was to develop the project
site and implement Low Impact Development (LID), Green Infrastructure, and Best Management Practice
(BMP) measures to improve the water quality of stormwater prior to discharging into the Los Angeles
River and ultimately into the Pacific Ocean. In addition to collecting, treating and infiltrating on -site runoff,
the project diverts stormwater and dry weather flows from an existing storm drain. The diverted flows are
then treated and infiltrated, or used within the park. The BMPs installed included bioretention facilities,
bioswales, and pervious pavement subsurface infiltration areas. The remainder of the park was developed
for recreational uses, educational purposes, and improved access along the river. Recreational amenities at
the site included multi purpose athletic fields, walking paths, adult fitness zones, children's play area, picnic
area, a new parking lot with permeable paving, site landscaping and a plaza.
GARFIELD AVENUE COMPLETE STREET IMPROVEMENTS, South Gate, CA
Tetra Tech is providing professional engineering design
and construction support services for this complete
streets project for the City of South Gate. The scope of i d
this project includes providing multi -modal pedestrian
and bicycle design treatments to this 2.5 mile stretch of a
heavily congested corridor. The project will provide ADA i
improvements to approximately 42 existing curb ramps
and an additional 10 newly constructed curb ramps. --
Existing gaps will be closed within sidewalks to improve
pedestrian mobility. Three new pedestrian activatedSouth
push button signals with enhanced crosswalks will be ;esaikaly@sogate.org
designed and constructed to further improve mobility. Completed

Medians will be installed at strategic locations as a
safety counter measure, preventing dangerous vehicular
left -turn movements at congested locations. Class II and Class III bike lanes and routes will be designed
throughout the corridor and a Class I bike path will be designed within an adjacent park, providing access
from the corridor to the Los Angeles Bicycle Path located adjacent to the Los Angeles River. Medians will be
landscaped, and roadway rehabilitation assessment will be performed to identify the most economical way to
utilize City funds to improve roadway conditions within the corridor. The project has multiple funding sources,
including Federal Active Transportation and State Highway Safety Improvement Project funds which must be
administered separately.

DOWNTOWN LOS ANGELES (DTLA) ARTS DISTRICT PEDESTRIAN & CYCLIST SAFETY
ACTIVE TRANSPORTATION PROJECT (ATP) 3, Los Angeles, CA
Tetra Tech provided survey and civil engineering design
services for the DTLA Arts District Pedestrian and Cyclist
Safety Active Transportation Project (ATP) 3. The project
area was characterized by a complex street system of very
long blocks with few safe crossing locations, complicated
intersections, and very limited bike facilities that create
mobility challenges for residents, workers and visitors to
the district. Many of the streets lack sidewalks, or have very
narrow sidewalks, since most streets were built to handle
large freight trucks making deliveries and pick-ups at area
factories and warehouses where long loading docks and
wide driveways take the place of sidewalks for pedestrians.
The project design provides pedestrian and cyclist
improvements including new cycle tracks, bike lanes, bike routes, new and widened sidewalks with curb
extensions, new traffic -controlled intersections, a new shared street connecting to the new Sixth Street Viaduct Arts
Plaza, as well as green street elements.
In order to accommodate the project's short design timeline, Tetra Tech surveyors deployed immediately and
performed an LIAWLIAS survey of the entire project area. This allowed a preliminary base file drawing to be created
to facilitate the pre -design report phase. As the design of the project evolved Tetra Tech's surveyors and designers
worked on a plan to only survey the necessary areas of the project, and only to the detail needed. Many portions
of the project needed only striping improvements for which the aerial acquired data was sufficient. Others required
striping and lighting. For those surveyors used GPS to locate and ID surface evidence of utilities. For areas of
ADA access and critical drainage, survey crews utilize robotic total station and terrestrial LiDAR to capture design
accurate grades. Data from the various forms of acquisition was combined into a seamless looking base file
drawing to support the final engineering design.
SKID ROW NEIGHBORHOOD TOPOGRAPHIC SURVEYS AND CONSTRUCTION STAKING,
Los Angeles, CA
Tetra Tech provided surveying and construction staking
services for mobility improvements in the Skid Row
Neighborhood, Los Angeles. Tetra Tech surveyed
13 intersections in coordination with the Bureaus of
Engineering and Sanitation, as well as the Los Angeles
Police Department and subcontractors. Survey logistics
were complex while as many as three Tetra Tech crews
followed Bureau of Sanitation personnel and police
officers as they facilitated the temporary closure of
locations used by homeless residents. Crews focused
on conducting accurate and complete surveys with
special attention to crew and public safety and sensitivity
to homeless residents in the vicinity. Deliverables were created to meet the City's standards and guidelines
and for direct use and import by the City's design staff.

meet with key personnel from the City of Santa Ana
in person to discuss the proposed work. A site visit
will be conducted at this time to determine actual site
conditions, record pertinent measurements, and take
photographic records of the project site.
Draft Proposal: The Project Manager will prepare
a draft proposal which will define our understanding
of the proposed work, our approach to completing
the required work, the project team, the scope of the
proposed work, schedule, and fee. Fee estimates
for each Task Order will be prepared using a cost/
price modeling tool (CPM) which was developed by
Tetra Tech. The CPM is a spreadsheet that itemizes
each of the tasks required to complete the project,
the personnel required to complete each task and
the number of hours required by each person for
each task. In addition to providing a tabulation of the
hours required to complete each task, the CPM also
reports the total number of hours required by each

Assurance Manager, Task Manager, and select team

Final Proposal and Work Plan: Tetra Tech will
discuss the draft proposal internally, make the
necessary adjustments and submit our final
proposal. After the fully executed agreement

place, the Project Manager will prepare a Work Plan.

which will contain the scope of work, project team,

given task order. For small projects the Work Plan
may be a short memorandum which is distributed
by email to the members of the project team. No
internal kick-off meeting will be required for smaller
projects. For larger projects, the Work Plan will be
a comprehensive document which is distributed
and discussed at an internal kick-off meeting. The
kick-off meeting will include all key project team
members. The input of engineers and specialists of
other disciplines may be required in order to provide
comprehensive solutions to some of the tasks. Tetra
Tech has experienced staff in all required disciplines
who will address any situation that comes up.
Task Order Authorization: Upon receipt of the notice
to proceed from the City of Santa Ana for a given
Task Order, Tetra Tech will schedule a project kick-
off meeting or teleconference, update the Quality
Control Plan (as necessary), and prepare a Health
and Safety Plan (if required).
Project Execution: The last and most important
component of the management process is to perform
the work. This component is not easily summarized
here because it is dependent on the type of work
required and the scope of work for each Task Order.

contract, we discuss our project understanding in the

DESIGN APPROACH AND
COORDINATION WITH THE CITY
The approach that Tetra Tech typically uses for
engineering design includes a preliminary design
phase and a final design phase. Prior to commencing
the preliminary design phase, Tetra Tech will lead
with support from the City a project kickoff meeting
to review the project in detail, discuss the project
approach, identify critical success factors, schedule,
budget and obtain project specific goals from the
City. During the preliminary design phase, the
Tetra Tech team will work toward understanding
the project and site location. The team will analyze
project design issues and base their design
recommendations to the City of Santa Ana on this
analysis. Lastly, the team will work with the City to
set a design course that will result in a 30% design
review package.
City of Santa Ana
After the City of Santa Ana completes their review of
the 30% design package, Tetra Tech will initiate the
final design phase. Tetra Tech will produce a 60%
design package, final Independent Design Review
(IDR) package, and then a Final design package.
The City will review each of these design packages,
and the Tetra Tech team will work closely with the
City to address comments, make adjustments,
and ultimately produce the final, approved, design
package.
Design review meetings will be held after the 30%,
60% and final IDR design level completion. The 30%

design review meeting will focus on confirming the
project's design meeting the goals and intent that
the City has for the project. The 60% review meeting
focuses on the constructability of the submitted
plans, specifications, estimate (PS&Es), geotechnical

that all City comments and concerns are addressed
prior to the design team finalizing the Final PS&E bid
package.
Meetings will be attended at a location selected by the

TECHNICAL APPROACH AND METHODOLOGY
Having an adequate amount and necessary type
of resources are critical to the success of a project.
Inadequate resources can result in project delays
and/or poor execution of required tasks. Tetra
Tech is ready to provide support to the City with
our experience and knowledge to quickly resolve
technical issues and challenges. The Tetra Tech
team can provide the specialized expertise and the
depth of resources necessary to meet or exceed the
City's variable project requirements. The depth and
breadth of our team's technical expertise is described
in the following sections.
DETAILED DESIGN
Field Investigations: Conducting thorough field
reviews on projects is another critical component
of cost-effective project management. Tetra Tech
believes very strongly in walking our projects in
the field throughout the base mapping and design
stages of a project to insure all design issues are
considered. This task can be particularly important
on the City's future projects due to the variety
of conditions that exist within potential project
footprints. Therefore, we will conduct thorough field

reviews of all projects, whenever possible, in order to
obtain relevant site information.
Surveying Approach: Our cutting -edge surveyors
utilize the latest in ground survey equipment to
perform topographic, boundary, right-of-way, ALTA,
GIS data collection and control network surveys. All
survey work is performed under the supervision of a
Professional Land Surveyor, licensed in California.
Tetra Tech surveyors utilize a combination of
GPS and Robotic Total stations to perform most
traditional surveys. Additionally, technologies such as
Unmanned Aerial Systems (LAS), Vehicle mounted
mobile LiDAR mapping, aerial photogrammetry and
LiDAR, and terrestrial LiDAR scanning are available
to supplement the City's survey needs. These
technologies, combined with traditional techniques
can increase efficiency and accuracy, while reducing
staff exposure to dangerous situations.
Our licensed surveyors can assist the City with
all surveying and mapping needs, including the
following:
Each project will dictate the survey necessary and
the level of accuracy. For example at a minimum for
a project that affects the design and construction of a
roadway, such as a Green Street or Complete Street
Project, survey data will be collected with very high
levels of accuracy. This may include, on a project
specific basis, the survey of each intersection,
including curb returns (BCRs/ECRs) and 25-feet to
50-feet beyond, traffic signalization (controllers and
signal detector loops), utility information, detailed
information of existing curb ramps to verify ADA
compliance and all other visual features. Along
roadway corridors, 50-foot cross sections will be
collected with additional cross sections included as
directed by the engineering team, the City or at the
surveying team's discretion. The corridor survey will
include locations where sags, uplifts, depressions,
deficiencies and other irregularities are present. Site
features including pathways, sidewalks, roof and site
drainage features, red curbs, house numbers will
be noted, driveways, parking locations, and utility
features (valve covers, manholes, fire hydrants, utility
poles, guy wires, etc.) will be collected. As needed
damaged pavements, sidewalks, curbs vaults or
other feature will be noted at the time of the survey.
Prior to the detailed design, the field survey will be
visually verified by the engineering team.
Utility Research and Coordination: The locations
of existing utilities on a project site are critically
important for facility design, any subsurface
investigations, or any earthwork during construction.
Tetra Tech will obtain and research all plans
showing the locations and sizes of all aboveground
and underground utility lines and appurtenances
within the proposed project area. Research will
include researching Prior Rights to clearly identify
parties responsible for any relocation of conflicting
utilities. Additionally, our coordination efforts will
include researching whether any future utilities
are proposed in the project area that may require
accommodation through the improved area. When
appropriate (particularly before any ground -disturbing
activities on site), we will employ geophysical survey
techniques, or Dig -Alert type services to physically
locate any subsurface utility lines. Tetra Tech will
perform a field review of all utility line locations and
verify that the plotted or surveyed locations for all
existing lines shown on drawings are correct.
City of Santa Ana
Tetra Tech will coordinate with the utility purveyors
to obtain concurrence on the relocation and/ or
protection strategies. In this way, we can avoid
piecemeal work or moving a utility twice. If the
relocation design is to be prepared by the utility
owner (e.g., SCE), we will monitor and track their
design progress with the schedule. We will employ
our proven methodology to notice, catalogue, plot,
track, and coordinate utility impacts. Tetra Tech will
develop accurate substructure and utility maps to be
used by the design team to avoid utility impacts or
surprises.
Utilizing USA Dig Alert's website, a comprehensive
utility matrix and contact log will be developed, which
Tetra Tech will use to request utility atlas information
and document correspondence with each purveyor
with regards to responses received and as necessary
when a utility company requests to review the design
plans.
Research: Tetra Tech will seek to obtain and review
all available documents for a current or proposed
project, unless directed otherwise by the City of
Santa Ana that the City has information readily
available. Information of interest will include existing
reports, studies, design plans, as -built plans and
documents, benchmarks, centerline ties, aerial
surveys and mapping, and any other pertinent and

available information that could be used in the design
of the project.
Geotechnical Investigation and Potholing: Tetra
Tech proposes that a geotechnical field exploration
be conducted at the proposed site to characterize
the site conditions and support analysis and design
of the proposed pipelines, lift/pump stations,
facilities, wells, pavement improvements, bike paths,
medians, landscaping improvements, and vegetated
bioswale improvements as necessary to ensure
proper design of the proposed project. During the
field investigations, the team will coordinate with
Underground Service Alert and a private utility locator
may be utilized prior to performing soil borings.
The team wil provide traffic control in accordance
with the WATCH manual. Monitoring of all samples
with a photoinization detector (PID) may be utilized
to determine samples selected for environmental
sampling. The team will backfill borings with cement-
bentonite upon completion and patched to match
existing surfaces, as needed and collect all cuttings
in drums.
Potholing will be performed in the immediate area of
any pavement repair and reconstruction and spaced
evenly throughout the project. The spacing of the
potholing will also be based on visual changes of
site conditions, as -built data and other research data
to ensure that the existing pavement and subgrade
sections are properly characterized. The collected
data from the potholes will be used to determine
design and recommend pavement section and repair
methods to meet a 20-year life expectancy.
Design and Drafting Services: Tetra Tech can
provide staffing to assist the City of Santa Ana with
a variety of services and design disciplines as needs
arise. Our staff can assist the City of Santa Ana with
plan review, engineering analysis and research,
drawing preparation, construction observation, and
special inspection. Tetra Tech has highly qualified
engineers who will supplement City of Santa Ana
staff under the direct supervision of the City of Santa
Ana. There would be little or no learning curve since
Tetra Tech can provide the City with experienced
and credentialed personnel to meet their needs;
individuals who can "hit the ground running" on a
moment's notice. Tetra Tech's staff can become an
extension and integral part of the City of Santa Ana's
design staff.

Conceptual Green Street with Subsurface Infiltration Gallery
Our team of qualified engineers provide expertise in
a variety of disciplines and can support the City in
a range of capacities. These personnel are skilled
and experienced in the preparation of engineering
designs and analyses, and the provision of plans,
specifications, as -built drawings and records. We can
also provide personnel experienced with construction
monitoring as well as the preparation of construction
documents.
Project Engineering Design and Analysis:
When analyzing and performing designs for capital
improvement projects it is our goal to find the
greatest possible public benefit. This includes finding
multipurpose solutions that incorporate effective
water resource management, improved water quality,
and enhanced operational flexibility. Our experience
supports our ability to find creative, non-traditional
solutions, if necessary, to meet project requirements.
Our team will focus our design on meeting all project
code, permit and regulatory requirements. We fully
understand that the City has its own set of design
standards. As an extension of the City of Santa Ana
staff, our team will fully comply with and follow these
standards.
Reports: Tetra Tech has a broad range of
experience preparing feasibility, evaluation and
analysis, and conceptual studies for various Public
Water Agencies.
Tetra Tech's reports will be prepared in accordance
with the City standards and submitted with adequate
time for review and approval by the City of Santa
Ana staff. Almost every project we complete begins
with a detailed preliminary design and/or conceptual
design report. Our team is well versed in preparing
all manner of reports, and is experienced with
implementing the recommendations provided in
these types of reports, even when prepared by other
agencies or design professionals.
Tetra Tech has also participated in the preparation
of numerous technical reports and studies on pilot
testing, alternative analysis, and water master plans
(including some with recycled water components).
Plans: Our construction drawings production
includes extensive internal quality control for all
design elements, including adherence to the City
of Santa Ana standards. We always ensure that
proper coordination of plans and specifications are
completed before each submittal. The project team is
experienced and knowledgeable with the codes and
design criteria that will govern both the conceptual
and final design plans for a project. We are well
versed in the design manuals and requirements
established by the City of Santa Ana, Orange County,
the Regional Water Quality Control Board (RWQCB),
AASHTO, Manual on Uniform Traffic Control Devices
(MUTCD), California Building Code (CBC), Caltrans,
and the Standard Specifications for Public Works
Construction (SSPWC).
Specifications: Technical specifications include
the City's boilerplate general conditions and
requirements of the construction, detailed
requirements for the work to be performed, and
requirements for the materials to be used in
construction.

conform to the requirements set forth by the City,
the Standard Specifications for Public Works
Construction (Green Book), Caltrans and any other

Caltrans Local Assistance: For state and federally
funded projects, Tetra Tech will assist the City
with the completion of the necessary reporting
forms as required by Caltrans Local Assistance
Procedure Manual. Tetra Tech understands the
regulatory framework and relationships from similar
assignments which have required coordination with
Federal, State, and Local Agencies representatives,
as well as a thorough knowledge of associate
regulations and guidelines related to legal
requirements, environmental compliance, permitting
and local codes and ordinances.
Regulatory Agencies: Tetra Tech is familiar and
has successfully completed projects within areas
under jurisdiction of the US Army Corps of Engineers
(ACOE) Regional Water Quality Control Board
(RWQCB) and California Department of Fish and
Game (CDFG) 1602. Projects that would involve
work within these areas may require a 404 permit
from the ACOE or a 401 Water Quality Certification.
BID AND AWARD PHASE
Bid Phase Support: If needed during the bid
phase, Tetra Tech will provide bid support services
to the City. Tetra Tech will attend pre -bid meetings,
respond to requests for information (RFI's), prepare
addendum as required to modify bid documents,
assist in the review of bids, bid qualifications, and
proposed contract language exceptions during the
construction contractor selection process. At the
conclusion of the process, Tetra Tech will provide
the City of Santa Ana with our recommendation for
award.
Pre -Bid Meeting Attendance: Members of our team
will attend City -led pre -bid meetings at the City's
designated location and, as applicable, attend/lead
a job walk of the project site to assist the City in
providing general and detailed project background
and answer questions raised by potential bidders
that are in attendance.
Assist with RFIs Addendum and Technical
Related Issues: Bidder related questions and RFIs
that arise during the bid phase will be submitted to
the City and forwarded to the Tetra Tech team. Our
team will prepare answers to these questions and
other RFIs for distribution by the City. As necessary,
Tetra Tech will prepare addendum to modify the
existing bid documents, construction drawings and
specifications for distribution to bidders by the City.
Bid Evaluation: Bid evaluation is of key importance
to avoid a bid protest by the unsuccessful bidder.
Upon receipt of bids at the City's designated
location, Tetra Tech will carefully evaluate each bid
received to ensure that the lowest bidder is also the
responsive and responsible bidder. The review will

be done to a level to verify that the bids satisfy the
bid requirements. Following this review, our team will
make an award recommendation to the City.
Review of Construction Contracts: Clearly the
review of construction contracts and the evaluation of
construction project bids is of key importance for the
management of construction project costs. Tetra Tech
will assist in the review of bids, bid qualifications,
and proposed contract language exceptions during
the construction contractor selection process. At the
conclusion of the process, Tetra Tech will provide the
City with our recommendation for award.
CONSTRUCTION ENGINEERING
SUPPORT SERVICES
If needed, during construction, Tetra Tech will
provide engineering services including review
of RFIs (Request for Information), shop drawing
review, material certifications, review of contractor
substitutions, schedule reviews and assistance with
change orders.
Tetra Tech's team of engineers understand the
importance of services during construction and is
committed to providing timely and accurate review
of all submittals. We pride ourselves in being able
to solve complex field issues quickly and find cost-
effective solutions to keep the project moving ahead
without delays and cost overruns.
Submittals for Project Design by Contractor
Personnel: Our team will review project design
submittals provided by the contractor. They will
be reviewed for conformance with the contract
documents. Substitutions will be carefully reviewed
to determine if they are equal to the specified
materials. We will also review any substitution to see
if it changes any other part of the existing design.
Our analysis will include our opinion of the benefit to
the City of Santa Ana of the proposed substitution
and validity of any proposed cost savings. We will
keep in mind the overall desires of the City of Santa
Ana operating staff in our analysis.
Review of Technical Submittals: Our project
team will review contractor technical submittals
including, but not limited to, shop drawings, material
certifications, material samples and schedules,
as requested by the City. Shop drawings will be
reviewed for general conformance with the plans and
specifications. Each submittal or shop drawing will be
reviewed and returned to the City, stamped with our
shop drawing stamp and marked accordingly.
On -Call Engineering Services
Our team of construction management personnel are
qualified professionals who can effectively manage
the technical complexities of today's construction
projects. Our construction management philosophy
is to keep the project on schedule and on budget
through communication and project controls.
As -Built Records: Upon completion of a
construction contract, Tetra Tech will prepare record
drawings by updating the original project plan sheets
showing changes that occurred during bidding and
construction. Record drawings will be prepared by
transferring the updates from red marked plans
received from the City. The record drawings will be
completed in the project AutoCAD files. "Record
Drawing" cells will be included on each plan sheet
and updates will be clouded to provide distinction
from the original design.
PROJECT MANAGEMENT TEAM'S
QUALIFICATION & EXPERIENCE
NARRATIVE
For this contract, we are proposing our water,
wastewater and civil design team with recent
experience working with municipalities under on -call
contracts on a variety of water, wastewater and civil
design task orders. Our proposed Project Manager,
Tom Epperson, will be supported by a deep and
strong team of civil engineers and designers, all of
whom are available and capable to successfully
deliver task orders.
Tom and the leadership team's experience providing
oversight and management of multiple ongoing
projects under on -call contracts along with the Tetra
Tech team, virtually eliminates learning curves
associated with team's that have multiple firm
subconsultants. It provides the City of Santa Ana with
a team that will be proactive, understands the issues
and challenges associated with contracts of this
nature and who can hit the ground running on any
task order needs.
Our proximity to the City further solidifies our
investment in the City and this contract. We are in
local and have been for more than 54 years.
In our Statement of Qualifications Section C. Firm
and Team Experience, detailed project examples
illustrate our firm's ability to successfully provide
services that may be needed under this City of Santa
Ana contract.

within thirty (30) days prior to the effective date of cancellation,we will mail a copy of such written notice of
cancellation to all third persons whose name and address have, during the applicable policy period, been
placed on file with us through your broker of record due to third party contractual requirements relating to
such notice.
As a special service to you, if we cancel this policy for non-payment of premium, within ten (10) days prior
to the effective date of cancellation, we will mail a copy of such written notice of cancellation to all third
persons whose name and address have, during the applicable policy period, been placed on file with us
through your broker of record due to third party contractual requirements relating to such notice.
If we have been provided with an electronic address of such third parties, at our election we may send
notice of cancellation to such third parties by electronic mail.
Notice of cancellation of coverage provided to a certificate holder is a courtesy only. Failure to provide
such notice will not extend the policy cancellation date, negate the cancellation of the policy, nor confer any
rights nor expectations upon the certificate holder nor subject us, our agents nor representatives to liability
for failure to provide notice.
