`" AGREEMENT ("First Amendment") is entered into this ls' day of June 2023, by and between

C1.1 the City of Santa Ana, a charter city and municipal corporation organized and existing under the
ME: Constitution and laws of the State of California ("City") and America on Track, a California
nonprofit organization ("Subrecipient"). (24 CFR Part 570)
RECITALS
A. On July 1, 2022, the City entered into Community Development Block Grant ("CDBG")
Subrecipient Agreement # A-2022-092-05 with Subrecipient to provide CDBG Funds from
the United States Department of Housing and Urban Development ("HUD") to be used in
the operation of a public service program for children of prisoners deserve the change to
discover a brighter future, which is why America on Track provides them with trained,
caring mentors, STEM workshops and wraparound services for the families
("Agreement").
B. In accordance with the terms and conditions of the Agreement, the parties desire to amend
the Agreement to report the current Catalog of Federal Domestic Assistance ("CFDA")
Number and Federal Award Identification Number ("FAIN") for Subrecipient, and to
report the current federal award date and amount of the award as required for pass -through
entities. In addition, the parties desire to increase the award amount from $27,090.00 to
$49,268.00 (an increase of $22,178.00).
NOW THEREFORE, in consideration of the mutual and respective promises, and subject to
the terms and conditions of the Agreement, except as herein modified, the parties agree as
follows:
Recital A shall be amended to update the City's current CFDA Number to 14.218 and FAIN
to B-23-MC-06-0508 in accordance with the requirements for pass -through entities outlined in
2 CFR 200.332.
2. Article II, Section A, shall be amended to report the current federal award date of July 1, 2023,
and update the amount of the award to be $4,808,057.00 in accordance with the requirements
for pass -through entities outlined in 2 CFR 200.332.
Except as modified by this First Amendment, all terms and conditions of the Agreement, shall
remain in full force and effect.

America On Track's Brighter Futures for Children of Prisoners is a multi -faceted program for vulnerable
youth. The interactive components are: STEAM workshops, College is For Me Too! camp, free books,
special outings, nutrition seminars, and caringmentors plus wraparound services forthe families.
America On Track's Brighter Futures for Children of Prisoners Program specifically addresses the needs of
the most overlooked population — children of prisoners. Recent statistics show that 65.2%of children
who lost a parent to incarceration in their childhood are convicted of a crime by the time they are 25
years old. However, with our program and in spite of having parents, older brothers, cousins and uncles
in and out of the system, the wonderful children (ages 7-16) that we work with are eagerto have new
opportunities and our positive outcomes reflect this. In Orange County alone, there are over 20,000
children of prisoners and they mostly livein impoverished conditions where they are more likely to be
exposed to gangs, drugs and other illegal activities.
AOT helps break the cycle of poverty and incarceration because Brighter Futures is a holistic and
comprehensive program that provides children and families with education and resources to build their
confidence and stay motivated for the. future.
Because children of prisoners areat a higher risk of educational failure, early substance use and abuse,
and coming into contact with the juvenile justice system, America On Track has implemented a unique
and free 5-component program to guide them on a successful path to a brighter future:
* STEAM (Science, Technology, Engineering,: Arts & Math) activities
* An inspirational summer educational college camp at CSUF
* Qualified, trained mentors serving as positive role models
* Free special events designed to provide joy in their lives
* Free books year-round and wraparound services for the entire family
The visionary aspect of interweaving into their very limited lifestyles the STEAM component, plus the
opportunity to experience the joy of college life, plus cultural and fun outings with AOT staff as well as
with their mentors creates a reality of brighter futures for these children of prisoners who now have a
chance to achieve their goals.
These program activities work synergistically, reinforcing positive core values, education and self-
esteem.
The overall goal of Brighter Futures for Children of Prisoners is to provide a safety net and brighter
futures for children of prisoners and their mothers/caregivers. Over the long term, we strive to see these
children blossom into productive adults rather than follow in their parent's footsteps. The program's
short-term goals are to help them become confident and productive, stay drug -free, stay in school,
increase interest in STEAM subjects, and set goals for the future as well as reduce risk behaviors and
reduce the likelihood of future involvement in the criminal justice system.
CDBG funding will be used for program staff salaries and indirect expenses.
