Hello councilmen and Councilwomen and mayor the reason I am emailing you is in support of the discussion
for existing state law allows police to detain individuals who are found in any public place under the influence
of intoxicating liquor any drug and or controlled substance in a condition that they are unable to exercise care
for their own safety or the safety of others or interferes with or obstructs or prevents the free use of any Street
sidewalk or other public way per California Penal Code section 647 f and a person that uses or is under the
influence of specific control substances that are listed within health and safety code sections 11054-1057 I am
in support of this requested item from the council member Phil Becerra and I would appreciate if the rest of the
council members and women and the mayor would support this endeavor thank you very much.

Subject:Public comment on Phil Bacerra's request re: police action on public intoxication
To Santa Ana City Council and City Manager:
As a 23-year long Santa Ana resident, I wholeheartedly support Councilman Bacerra's request for SA police to
detain anyone publicly intoxicated or high on drugs and provide them with information and assistance to
rehab. I have seen public intoxication and drug use more and more visible and prevalent in Santa Ana
especially among the unhoused population in front of stores (e.g. 7-11 store at Dyer and Main, 99cent store at
Main and 17th St. and the area on First St. near the SA zoo). It is the compassionate thing to do to detain them
and encouraged them to get rehab assistance. Doing nothing and looking the other way is the opposite of being
compassionate.
Please help clean up Santa Ana by supporting this proposal.

I support the City Council to direct The City Manager, Kristine Ridge, to maintain The SAPD to monitor and
arrest anyone in public spaces being under the influence of drugs and other controlled substances in violation
of The City of Santa Ana laws. It is not fair to the community, especially our children, to be exposed to people
inebriated, passed out, or camping in public spaces. It also is inhumane not to help those who indulge in a
vicious cycle of drugs, alcohol, or mental illness. We have a beautiful city with caring people, and we want our

I, Lissette Rivera, a resident of the city of Santa Ana for the past 33 years am in favor of the detention of
intoxicated individuals in our city regardless of their housing or economic status. We, as a city, cannot continue
to allow people to abuse drugs and lay passed out on our city's sidewalks, parks, and bus stops. Existing State
Law allows police to detain individuals who are found in public places under the influence of drugs or
controlled substances where they are a danger to themselves or others.
Phil Becerra submitted a Councilmember Requested Item to be discussed at the July 18 City Council meeting to
direct the City Manager to have Santa Ana Police Officers consistently detain any individuals within the City of
Santa Ana who violate those existing state laws and transport them to the Santa Ana Jail for processing, and
prior to release, provide them with information on available substance-abuse treatment services. Allowing
rampant and uninterrupted drug use in our city is having a negative impact on our community. Doing nothing
can no longer be an option.
If an individual with the economic resources to be fined would be arrested and/or fined for this same behavior,
why allow others to get away with these same actions?!

I agree with Phil Bacerra that we can not leave human beings lying in the streets of Santa Ana. Detain them and
take them to jail where they can be processed and given medical attention. Then they need to be put in a motel
or facility where they can get assistance to get off drugs or alcohol. Many will need psychiatric care. I am tired
of seeing humans laying on the sidewalk on Warner. Please do something.

Dear Honorable Mayor &Members of the City Council;
I am writing to you today to implore you to support the above agendized item regarding public safety. This
proposal has the support of many neighborhoods and has 100% approval of the G-7 Neighborhood Leaders
Alliance which represents the leadership of over a dozen of the cities most involved and active neighborhood
associations. While these leaders are not speaking for their associations they are certainly on top of the
sentiments of their respective areas. Public safety is important for a vast array of reasons not the least of which
is our own residential areas. But look at the spillover effects of public intoxication on the business
community. Shoppers are reluctant to frequent areas where they don't feel safe. Just look at what is happening
in DTSF where business' are closing and entire commercial districts are at risk of collapsing. This initiative will
protect both our residents and our sales tax revenue.
Thank you for your leadership in this important area and we hope you will carefully consider positively
supporting this item to continue to rebuild our community into being a truly safe environment.

Santa Ana City Councilman Phil Bacerra is taking action against drug abusers who pass out in public
areas in our city. Bacerra has added an item to the July 18 City Council meeting agenda which will
prompt the City Council to examine what options we have for dealing with this problem. The proposal
is to instruct the City Manager to have the Police Department detain any individuals within the City of
Santa Ana who violate those existing state laws and transport them to the Santa Ana Jail for
processing, and prior to release, provide them with information on available substance-abuse
treatment services. Allowing rampant and uninterrupted drug use in our city is having a negative
impact on our community. Doing nothing can no longer be an option.
We wholeheartedly support this proposal put forward by Councilman Phil Bacerra. We
need to do everything in our power to stop our City becoming another mess like San
Francisco! ! !

To who this may concern, I want to share and make public my personal concern related to council member Phil B.
It is ridiculous the amount of transients that are in our city. It saddens me to have to hide the world to my children while
out on a car ride because the public drug use and abuse in our city is out of control.
In addition, our city and public parks are no longer safe for our children. I have encountered multiple situations in which
an intoxicated homeless person approached us and my son is afraid and questions why people act like that.
Parks need to be secured at all times with a park ranger and cleaned up daily.
I have located multiple needles and drug paraphernalia when at loca parks

live in Ward 2 and it's sad how open drug use is becoming common and an every day thing.I have a 3 year old that we no longer take
on walks on Bristol because of all the homeless and open drug use.It's even more sad that as a tax payer of the city of Santa Ana I
have to go to another city to do my walks or enjoy their parks because of this open drug use being out of control.Bristol is becoming
just like Skid Row and we need to stop this immediately. We deserve better!

Early in the mornings my husband and I walk down Bristol. We've witnessed drug users gathering in
our shopping centers and along the bike route. We've watched individuals bathing in the gutters,
defecating on the sidewalks, and watched groups of individuals lighting crack pipes. Homelessness
and mental illness are not crimes but being under the influence of drugs or controlled substances is. It
poses a danger to the community and our neighborhoods.
Why is it that when we cross Sunflower into Costa Mesa all noticeable drug usage disappears? Santa
Ana City Council needs to set policies that protect our residents, gets these individuals off our streets
and provides available substance-abuse treatments to those who are in violation of the law. We
support Requested Item #39.

Hello
I was born and raised in Santa Ana in the Madison Park area. I've seen over the years Santa Ana's reputation
change from one known for gang violence to now one of homelessness and public drug use. We need to make
our community safer for everyone and stop enabling or turning a blind eye to the issues that we see daily on the
street. Instead of focusing on opening new parks that will never have regular maintenance or thinking of new
lights and signs to put up on main street for no reason, we should be focusing on safety. Unless you live and
walk or drive around Santa Ana daily you will never know what truly is going on for your residents. We need a
stronger hand to lead the city and Councilman Bacerra's proposal is a step in the right direction.

I was born and raised in Ward 2 of Santa Ana. In fact most of my family still reside within Ward 2 boundaries and I can
confidently say,without any doubt, that they feel the same way about these issues.Today, I am raising my own 2
children in Ward 3 and am hopeful that conditions within our city will improve.
I want to share a story with you all.
When my son was 7, he asked one Sunday if he could have a donut for breakfast. Although on any other day this would
be a quick answer"no", today was different, afterall... he was turning 7.
We loaded up the family and went to our neighborhood donut shop. You know, the one that has been there for decades
serving delicious treats to our city residents. We climbed out of our vehicle only to find that the sidewalk was being
blocked by someone clearly under the influence of some sort of substance. My children stopped in their tracks. I wish I
could say it was because we had never seen this before. It was not.
Instead of a small simple celebration of a 7 year old child innocently picking up his favorite donut, it became a moment
that became a high alert to safety situation which by children have never forgotten.
How does anyone in our City Leadership think that this is ok?That there is nothing that can done? Do our own Leaders
think that our kids deserve to travel our city streets and it be "normal"for someone to be intoxicated, yelling at
strangers, blocking bus stops or sidewalks?
THIS IS NOT OK!
As a resident of Ward 3 1 am asking you to support Item#39 on the agenda. We need to start putting safety for
residents in the forefront. This is a good step in the right direction.

To Santa Ana City Council Members,
Please take action against the rising problem of public intoxication and drug use. Despite that
public intoxication is a misdemeanor crime in California, it is rampant in Santa Ana. Currently, not
enough is being done to stop it. We need to implement the existing law that allows police to detain
individuals who are found in any public place under the influence of intoxicating liquor, any drug,
and/or controlled substance to make our city safer. It is not fair that hard working people have
nowhere to sit when they are waiting for the bus because a person high on drugs is laying on the
bench or that the bench has been urinated on. It is not fair that students have to pass by people
shooting up as they walk to school. In one instance, my student came to school visibly upset because
she witnessed a man dead from overdose as she walked to school. It is not fair that businesses lose
customers and their livelihood because drug users are loitering outside scaring away customers. It
isn't fair that we have to wait to get gas and risk running out as we are driving because it is not safe to
step foot out of our cars at the gas station. On one occasion, I was surrounded by drug users at the
gas station who were threatening me for money and insisting I must have had cash when I didn't. It
isn't fair that adults or children are exposed to private body parts because people who are intoxicated
don't realize that their pants are down. The people of Santa Ana shouldn't have to deal with scary and
disgusting situations like these. We need to get drug users off the streets now. Unfortunately people
who are addicted will resort to criminal activity to get money to buy drugs. If nothing is done, problems
in Santa Ana will grow. I understand that intoxicated people need to be shown compassion because
they are most likely struggling, but ignoring isn't showing compassion. Detaining those who are drunk
or high in public is showing compassion because it serves as an opportunity to offer them help.

I have been a resident of Santa Ana in Ward 2 and have an increase of open drug use along Bristol every
day. The transients that occupy the grass areas along Bristol are always openly using drugs and leave drug
paraphernalia behind when they are done using. They leave a lot of trash behind too. There is several transients
that hang out and camp out in the grass area next to El Toro market on I st and Bristol. When school is in
session child walk pass those transients on their way to school and its not a fair depiction of what our city has
become. Please help take back santa ana and give it back to its tax payers and law bitting citizens.

Hello City Council Members and Mayor,
My name is Marisela Guzman, I've been a resident of Ward 4 for the last 39 years. I am writing to you today as
this item is very important to me. I have 9 children who have witnessed this issue time and time again. It is sad
that our streets are full of people openly using drugs. We have seen our neighborhood with more and more
individuals who openly get high all over our community. I am fortunate to reside in a convenient area in which
I can walk to my kids doctor, dentist, nearby grocery stores and restaurants,but walking has become a risk of
having my kids exposed to people passed out high on the sidewalks, sometimes with glass pipes or needles next
to them, other times with peoples genitals or breast exposed. I am asking for the you all, the Mayor and Council
Members to support this item and fight against this big issue that is affecting the quality of life in all of Santa
Ana.

Dear Madame Mayor and City Councilmembers,
I am writing to respectfully ask that you support item#39 on your Council agenda,which addresses the ever increasing
number of dangerously intoxicated individuals on Santa Ana streets. These folks are a danger to themselves and also to
Santa Ana residents. In recent years I have seen rocks thrown at cars on multiple occasions, hallucinating pedestrians
walking in front of fast moving traffic, bus stops no longer safe for commuters, and a knife wielding individual race
across six lanes of traffic to threaten people waiting at a bus stop. While I understand that this will not solve all of our
problems, I believe that it's worth a try to see if it helps.

Subject: ITEM 39—Addressing Public Intoxication Through Detention and Service Offering Policy
I am in support of Item 39 which will address people who are in need of help as evidence by public
intoxication or incapacitated due to drug use. I think it is safe to say that we have all witnessed
individuals who need a need a helping hand. But what have we done?
By supporting this discussion, it shows the City is willing to support the vast majority of residents that
are tired of seeing what is currently happening. Santa Ana is a beautiful City, but hard decisions need
to be made before we reach the stage that other cities are seeing due to inaction. Detaining,
providing information and rehab assistance is a step in the right direction.
Doing nothing is not compassionate.

In his request to take action for the community to try to curb the problem of passed out people
in front of my ALDI store at Bristol and Segerstrom, and in many other places in our city of Santa Ana. If this
action will help our Police Department be empowered to take action and arrest these
people and help them seek help. It is certainly a good thing for all of us not to be exposed to
the decline of our CIty streets and parks, with drunks/drug addicts and homelessness on so many levels. We
need to put forth a positive image to people driving through our City with fewer people
on the streets and sidewalks that are lingering and loitering around and especially the ones that
feel compelled to be street people passing out lying on sidewalks. We need to have consequences for them
when it is so easy for them to take advantage of the minimum penalty for being passed out in public now. This
will help our whole City.

On behalf myself and the following neighborhoods associations in Ward 3, I am writing to our
ward's representative councilwoman to urge your support for Agenda Item #39, which pertains to
the implementation of an Intoxication Detention and Service Offering Policy by the Santa Ana
Police Department.

This crucial policy, as proposed by Councilman Bacerra, will play a significant role in addressing
the burgeoning homeless issue on the streets of Santa Ana with compassion and empathy.
The increasing homelessness problem in Santa Ana demands ongoing attention and effective
measures to support those in need. I believe that the Intoxication Detention and Service Offering
Policy proposed by Mr. Bacerra is a step in the right direction.

By implementing this policy, we can ensure that individuals struggling with substance abuse or
intoxication are provided with the necessary assistance and support. Rather than treating them
solely as offenders, the policy emphasizes compassion and offers an opportunity to connect
individuals with the appropriate resources and services they need to overcome their challenges. It
aims to prioritize rehabilitation and support, which is crucial in addressing the root causes of
homelessness.
Furthermore, the Intoxication Detention and Service Offering Policy aligns with the principles of
fairness and humanity.
In the absence of enforcement of Penal Code §647, the intoxicated and drugged homeless who
reside on our city streets are shuffled from one location to another without serving either our
city's residents or the homeless,
Enforcement of Penal Code §647, removes non-compliant individual from our streets,
temporarily, thereby protecting the public from harmful actions. By separating offenders from
the general population, we create a safer environment for law-abiding citizens. The presence of a
criminal justice system that incarcerates offenders helps instill a sense of security within the
community. When individuals know that offenders are being held accountable and are being
removed from society, they feel safer and more confident in their daily lives. This peace of mind
contributes to the overall well-being and quality of life for our community.
Yet, this policy also recognizes that individuals dealing with substance abuse issues require a
compassionate approach that focuses on their well-being and offers a chance for rehabilitation. It
is an opportunity for Santa Ana to lead by example and show that we value the dignity and worth
of every person in our community.
Implementing this policy will not only improve the lives of those affected by homelessness but
also contribute to a safer and more cohesive community overall. By addressing one of the most
prevalent root causes of homelessness and providing appropriate care and support, we can reduce
the strain on our public resources and create a pathway towards stability and self-sufficiency for
those who need it most.
In light of these considerations, I kindly request your support for Agenda Item #39. Your
endorsement of this policy will demonstrate your commitment to fostering a compassionate and
inclusive Santa Ana. By working together, we can make a lasting impact on the lives of our most
vulnerable community members and create a city we can all be proud of.

discussed at the July 18 City Council meeting.
Santa Ana cannot be turned into the skid row of OC with transients doing illegal drugs in public
streets, alley's, 7-11's, under bridges, parks, the side of the freeway and the list goes on. If there's
illegal activity taking place in public then the police should be able to handle it. That's what they are
there for. Over the weekend my husband and I saw a man who frequents the corner of 17th st and
Broadway. Previously he littered the new entire corner with trash along the landscape of the brand
new Merchant's Bank. This time he had a stolen shopping cart filled with his junk and he proceeds to
use it as a weapon to make people in that intersection dodge him and practically crash, hit their
brakes, move around him. The folks at the stop light could see what was happening but had no
control but to just watch as he taunted the people unexpectedly going through the intersection on a
green light. He could have caused a serious accident. Yet, his freedom to do whatever he wants is
more important than following the rules and being put away for - being high, crazy, littering,
shopping cart theft, jay walking, etc We need to stop this from continuing in order for these
grown people that feel they have no consequences to their actions and quality of life to affect
everyone else's well being along with theirs. Stand up for what is right! Clean up Santa Ana once and
for all!

please and thank you. I live on First St and Grand Apartments close to the Santa Ana DMV. This is a Very problematic
area with the homeless with the public drug intoxication people on the street. I dislike those people being there because
they are always there, every single day, every morning that I have to take my kid's to school. My kid's shouldn't have to
be looking at that.There's no way to avoid looking at them, since they are also,jaywalker's and while driving they get on
my way. I have to stop and let them cross the street. There's a lot more people like that on First and Lyon Outside the
Motel's/ Hotel's Area.Those people need mental health help.They are a huge danger to themselves and to other's.
Please have the police officers take all of them to Jail and keep them there. They also, make our city of Santa Ana look
very bad.They trash our city,they get inside the apartments and go through the big blue tras can's and make a mess.
One time one African American man followed my kid's and I all the way to my apartment. I think he was intoxicated with
drugs and he wanted to get inside my apartment but I walked faster,got my kids inside the apartment and I slammed
the door on his face, I locked the door and he left. But I did get scared. I'm always protecting my two son's. Please make
this city Safe and clean. I would really appreciate it. Thank You and May God help you take the right decisions,give all
of you the wisdom and knowledge to lead/ run Our City of Santa Ana into the right direction to make it a much better,

Metro Classic is on the south side. Our NA borders are Alton to
Segerstrom and Bear Street to Raitt. Our Ward is number 4
For too long Santa Ana was known as the place to go to do drugs, to be
homeless, to avoid arrest warrants. Who paid for all of that but the
citizens of the city. It's time to change that. We are spending millions for
a group called City Net who by the time they get to a person that person is
long gone.
Get the police the direction that if there is a person high on drugs or
having emotional issues or homeless in the streets of Santa Ana
detente them. Just do not drive by, which has been the direction form the
Council for years and years, Please notice GUYs NOT ARREST but
Detente them. Notice the Homeless can still refuse help and leave the
detention center as they please. But records have shown that the homeless
accept help more often once removed from the street. At the detention
center those high on drugs will be held until they are off their high. In a
safe location saving lifes for sure.
Our present way is not working! So if you truly care for the homeless, the
drug victims or the mentally disturbed then support item #39. You vote
against #39 because you do not like police then you truly do not

I am writing to express my deep concern about the ongoing issues we are facing in our city regarding drug abuse and
public disturbances. It is disheartening to witness the distressing scenes of individuals overdosing, engaging in public
urination, exposing their genitals, and even collapsing on sidewalks while our children are present.This normalization of
trauma is simply unacceptable.

I hope this email finds you well. As a resident of Santa Ana, I am writing to express my wholehearted
support for the proposal put forward by Councilman Phil Bacerra to address the issue of drug abusers
in our city. I firmly believe that taking action against this problem is crucial for the well-being and
safety of our community.
I'm a husband, father, and local church leader in Santa Ana where we believe that "As parents, we
have a sacred duty to rear our children in love and righteousness, to provide for their physical and
spiritual needs" (The Family: A Proclamation to the World).
Allowing rampant drug use and individuals passing out in public areas has had a detrimental impact
on our beloved city. It not only compromises the quality of life for residents but also poses a
significant risk to public health and safety. The proposal to instruct the City Manager to have the
Police Department detain individuals who violate state laws related to drug abuse and transport them
to the Santa Ana Jail for processing is a proactive step towards addressing this issue.
Furthermore, I appreciate the provision in the proposal that emphasizes the importance of offering
information on available substance-abuse treatment services to individuals before their release. This
approach demonstrates a commitment to not only deterring drug abuse but also providing an
opportunity for those struggling with substance addiction to seek the help they need.
I believe it is crucial for our community to support this proposal and encourage its swift
implementation. By taking a strong stance against drug abuse, we can work together to create a
safer, healthier, and more vibrant Santa Ana for all residents.

Good day Mayor Valerie Amezcua, Mayor Pro Tern Jessie Lopez and
Councilmembers David Penaloza, Thai Viet Phan, Benjamin Vazquez, Phil Bacerra,
Johnathan Ryan Hernandez:
First of all, I think we can all agree that individuals abusing drugs on our streets
and in neighborhoods are a crisis and we need viable solutions that have an
impact for change and safety that protect residents and safety for all those
involved. Our children and community are exposed to these devastating and tragic
behaviors that significantly impact our mental health, safety, and public health
concerns. A new policy must provide long lasting help and support to the
individuals engaging in these behaviors.
As a long-standing resident of more than 30 years, I am concerned that the
implementation of arresting the individuals intoxicated will be a revolving door
where those arrested are back on the streets the next day ---just a temporary
bandage for removal. As elected officials whose responsibility it is to protect the
community; the Council must assure that standards and the budget are in place
for the new policy to work effectively.
Councilmember Becerra is putting forth Agenda Item #39: "Discuss and Consider
Directing the City Manager to Have the Santa Ana Police Department Immediately
Implement an Intoxication Detention and Service Offering Policy— Councilmember
Bacerra".
In Councilmember Becerra's e proposed Item 39 questions and unknowns have
surfaced and need to be answered. There is no data presented to support his
position and outcomes. Including what are the support services (need to be
specific) offered, and costs to the city for those arrested; what is the
process/time to access services; how long will the arrested be legally detained;
will those arrested be held in a separate unit within the jail that that provide for
medical care and services needed to get clean; will the individual be assigned a
social worker for follow-up and placement in housing if needed; or a rehabilitation
center; will those arrested have access to a public defender and costs involved;
once released where will these individuals go if housing is not available or the
individual refuses housing; if person arrested is undocumented, will they be
reported to immigration — this is against Santa Ana policy as a sanctuary city.

Unless convicted of a felony what is the humane policy regarding the arrest of an
undocumented person who has no criminal record. Will the police officers receive
updated training on how to effectively implement the new policy and who will do
the training?
Councilmember Phil Bacerra your intent to protect the community and the
individuals who are found in public places under the influence of drugs or
controlled substances where they are a danger to themselves or others is to be
respected and a step in the right direction.
I urge you Councilmember Bacerra, and staff assigned to this issue to do the
research on the concerns presented, and develop a comprehensive plan of action
for the new policy to indeed work effectively for all.

Santa Ana City Council Members,
As a proud resident and homeowner in the Washington Square neighborhood, I am firmly against allowing
people to abuse drugs and lay passed out on our city's sidewalks, parks, and bus stops.
I have personally witnessed this numerous times when passing bus stops, and even entering our
neighborhood. In fact, three times in the past 4 months, some of our residents have picked up discarded
needles, and bags of crystal/powder drugs in our neighborhood streets. What if our children or animals were to
have picked these up?
I support the Councilmember Requested Item 939 submitted to be discussed at the July 18 City Council
meeting. To direct the City Manager to have Santa Ana Police Officers consistently detain any individuals
within the City of Santa Ana that violate existing state law related to individuals who are found in public places
under the influence of drugs or controlled substances where they are a danger to themselves or others and
transport them to the Santa Ana Jail for processing, and prior to release, provide them with information on
available substance-abuse treatment services.
Allowing rampant and uninterrupted drug use in our city is having a devastating impact on our community.
Doing nothing can no longer be an option.

the influence, urine and poop in public exposing them selves.They shoot up in front of restaurants like Chick-fil-A on MacArthur and

drive away pretending they didn't see anything. Yesterday I was at Aldi and there was a needle in the shopping car.I definitely think is

I fully support Council Member Bacerra's item to address public intoxication and open-air drug use. Allowing
this to continue to happen is enabling them to do drugs. It is destroying our city. We do not want to become
San Fran where businesses (large & small) & home owners are fleeing the city resulting in a loss of jobs and tax
revenue.
I have lived here for nearly 20 years. DTSA did a great job at revitalizing itself between 2003-2018 but since
the passage of AB 109, Prop 47, Prop 57 & COVID shut downs, DTSA is slowly moving backwards losing
nationally recognized restaurants and various businesses that created a buzz & influx of visitors for the city.
especially downtown. It was safe and walkable with a vibrant art scene. Several residents in DTSA and
neighbors from other SA communities are scared to go down there, especially at night, because of the drug
use, homeless and transients.
Allowing drug use in the open is only going to continue to drive down values resulting in less tax revenue for
our city. SA is wasting money constantly cleaning the beautiful parkways & parks that are continuously being
destroyed by these transients doing drugs. Driving down Bristol sometimes looks like a third world country
day or night, with people laying on the ground strung out (sometimes half naked), make shift camps,
prostitution, people peeing & pooping on the fake grass, trash, illegal dirty taco stands, etc...
CA is attracting transients, drug users from other states because it has become soft on crime and drugs!
Did you know that a homeless encampment that was dismantled in LA about a year ago had nearly 330+
people squatting in a beautiful park & was mainly made up of people NOT FROM CA. These people were
doing drugs, prostitution, theft, killing ducks from the pond and leaving feces all over, which is a whole other
environmental issue. When Steve Gregory from KFI researched the camp, he found out that only approx. 10%
were locals. The rest were from other counties, states and 3 were from other countries. There was even a
child molester from Colorado with a warrant out for his arrest hiding in that camp. The point is, these drug
users communicate with each other and relay to each other where they can do drugs without getting in
trouble leading to more and more drugs use in the open, more homeless, more feces, more environment
issues, more crime, etc...
Start protecting law abiding residents and enforce the laws. The bleeding-heart tactic/approach has only
made the problem worse not only here but across the state. Allowing the problem to grow costs us more
money to resolve it. Stop it now and save us, the tax payers and the city, millions of dollars down the road.

We are fully in support of stopping open drug use. We believe allowing illegal drug use, especially in public, is

Direct City Manager to have SAPID consistently

STATE LAW!!!)
Transport them to Jail for processing and prior to release, provide them with information on available substance-abuse treatment

able to become a home owners back in 2020 and choose Santa Ana as our city to raise our 4 children. I have lived here for over
30 years before and I don't plan to go anywhere else anytime soon.
As you know our transient problem has increased and gotten worse over the years. I have experience this issue close to home
(literally).When I first moved into my home I noticed people hanging round our cul-de-sac drinking and using narcotics. Every
night I would have a couple of people sleeping in the front corner of my house (see pictures attached). I did start calling the non

emergency number and even reported the issue through the Santa Ana app. This did help for a couple of days but then these
transients came back. Due to providing a safe environment for my children I armed myself with courage and confronted the
people sleeping in our front property. I told them that we did not feel safe with them sleeping there and I could help find
resources to get them off the street. Right away they responded that they have been offered these resources/housing but there
were too many rules and they liked their freedom. I told them that I did not know them and was scared that they would leave
unknown substances/objects behind when they left every morning. That, I took walks with my kids and did not want them to step
on a needle or unknown object. They just laughed and said they don't use drugs anymore and all they like now is beer. Luckily
by being persistent on calling the non emergency number and using the Santa Ana app these transients finally left(to the next
street over).
Yesterday 07/18/23 Councilmember Bacerra brought item 39 to the spotlight. Although I understand that it might not be the best
option I do support it.Whatever we are currently doing is not working to address this issue and it's time to try something
different. I understand you oppose item 39 and would like to know why?What is your plan? How do we clean our city? I am sure
you can point out all the negatives on 39 but what is the alternative? I am tired of hearing people complaint and justify why things
are or shouldn't be.We need solutions..
Going forward I do plan to speak out for family, my neighbors and my city. Thank you for your time and hope you make us proud
to live in Ward 5.
