Good Morning,
We have lived in Floral Park for the past 3 years and love the neighborhood. It is a great community with
beautiful homes.
We fully support closing off the alley between Flower St. and Heliotrope Dr. I always thought it was odd there
was an alley in the middle of our neighborhood and have noticed over the years how unsafe it is. We have seen
transients go through the alley during the day and evening. I have also witnessed cars driving very fast through
the alley as a shortcut, almost hitting cars driving down the street.
The owners of 2383 North Flower Street should have the ability to close off their property and create a
driveway, like every other home in the neighborhood. Not only will this help keep our neighborhood safe, but
the owners can also have their home protected.

Dear Members of the City Council,
As a citizen and taxpayer in Santa Ana, and Floral Park resident, I am submitting comment about a petition to
vacate a public alley that was transferred by Floral Park residents to the City of Santa in March 1923.
1 bring your attention to the public record entitled "Tract No. 425 North Broadway Park" which is signed by
numerous stakeholders and reads as follows:
"We the undersigned owners of the land covered by the accompanying map, and also all other persons whose
consent is necessary to pass a clear title to such lands, do hereby consent to the making of said map. We
hereby dedicate to public use all boulevards, avenues, streets, drives, ways and alleys shows neuron. On this
23rd day of March 1925 AD."
The questions to be presented are (1) what is the precise legal and political process for ending public use of
the alley, (2) what is the complete list of stakeholders, (3) is compensation to the City and/or other utility
stakeholders required if the alley reverts to adjacent landowners, and (4) what is the official justification for
eliminating emergency vehicle and general public access between Heliotrope and Flower?
(1) What is the precise legal and political process for ending public use of the alley?
The City Council is treating this matter as a zoning issue. Does it belong with the courts first or in parallel?
(2) What is the complete list of stakeholders?
Numerous stakeholders were involved in the making of the map that made official and explicit the public use of
the alley. Is anyone missing from the conversation to change the scope and consider reversion to private
property? One adjacent owner will not be able to exit from their circular driveway should the alley be split
down the middle between neighbors. How will that be addressed? Should the City Attorney and City Fire Chief
provide input and sign off for legal and practical public safety considerations?

(3) Is compensation to the City and/or other utility stakeholders required if the alley reverts to adjacent
landowners?
The original vehicle to make the alley public use conformed with US constitutional 5th amendment Takings
Clause requirements for just compensation to members of the public. How is the inverse case being taken into
account?
(4) What is the official justification for eliminating access for emergency vehicles and general public
access between Heliotrope and Flower?
The alley in question provides a practical connection between Flower Street and Heliotrope for pedestrian,
emergency and other vehicle access. There are numerous car accidents on Flower that impede traffic on
Flower. The alley serves as a critical alternative for vehicle access emergency and otherwise.
On a personal level, I heavily rely on the public access provided by this alley for various activities. It allows
me to walk my dog safely, navigate the neighborhood to visit friends, and attend community events with
greater convenience. Additionally, I have direct access to my backyard through this alley, and I greatly value
the ease and convenience it provides. It is worth mentioning that this alley has been an integral part of the
community planning for well over a century, and as a resident of nearly six years, I have never witnessed any
negative or criminal incidents until it was raised during the recent city planning meeting. The newest members
to the neighborhood seem to be the ones who wish to end it for the rest of us.
In conclusion, I urge the City Council to carefully consider and answer the questions posed above, and
consider the ramifications of vacating public access to the alley.

Council,
As a resident of Floral Park in the city of Santa Ana, I am writing to urge you to vacate the public right of way and close
the alley next to 2383 N Flower St that connects Flower to Heliotrope. I have personally witnessed transients in the alley,
and on my nightly walks with my dog I am always concerned when I pass by it, especially in the winter months when it is
dark. I have also witnessed cars pulling through it quickly into traffic without looking first and almost causing accidents.
There are no other such alleys in the neighborhood, and there is no benefit to keeping it open but many detriments.
Please help keep our neighborhood safe by removing the alley.

Dear Members of the City Council:
My name is Irene Myers. I have lived at ,for 45 years. I use
the alley in question often,and so do other Floral Park neighbors.
Why has this Application gotten to this point?
Why would the City of Santa Ana give the Petitioners an additional value of theoretically$200,000 to their
property,absolutely free?Suppose that 50'on North Flower is worth$1,000,000,then 10' is worth theoretically
$200,000 and the City wants to give it away for free? Why? That alley has been there for 100 years,from when
the original tract map was recorded(May 16, 1925—attached—Diagram A).The Petitioners have owned the
property for 22 months and believe they are entitled to the additional 10'feet of property? What about the
surrounding neighborhood and their use of that alleyway? It's a benefit to the entire community to keep the
alleyway as it now exists. By the way, how does this impact the residence at 2379 North Flower? It will totally
block the circular drive in front of the residence. In addition, the two properties located at 2346 and 2384
Heliotrope will be greatly affected. They both use that alleyway to get into their property. I have attached a
diagram for your use—Diagram B.
Notice to your community is primary, not secondary. Why isn't there Notice from City Council to our Community
until AFTER the hearing that tentatively approvals the Petitioners'application? Backwards don't you think?
Please re read the Application, review the drawings, review the Title Company's statement(See attached CLTA
GUARANTEE BY CHICAGO TITLE—Diagram C)stating "Together with that portion of the alley shown on the above
referenced tract map adjoining said lot 57 on the south that would REVERT to said Lot 57 by operation of law upon
vacation of said alley by the City of Santa Ana"11111 Whoever wrote that is certainly not an attorney. Whoever
prepared this report is NOT a lawyer. That statement is dead wrong. The Law in the State of California splits
reverted property down the middle-Title Company does not determine the law]I I I
Please, please re-evaluate and do not pass this tonight, at the minimum address this with the City
Attorney. Who is watching over decisions made by the Planning Department? Look into this, and vote
NO until you have full knowledge. Thank you for re-considering.

Dear Council Members,
I am a neighbor in Floral Park. I live at I spoke with our
neighbors at 2383 Flower about the alley between Flower and Heliotrope. I
understand that the city will be shutting down this alleyway for the safety of our
neighbors, who are directly impacted and for the neighborhood in general.
Although I use the alley while walking, I completely support this move as I have
found the alley to be a pathway for homeless individuals walking through the
neighborhood at night. I support keeping everybody safe and allowing for the
neighbors on Flower to have the type of privacy I enjoy as a neighbor with
traditional access to my driveway.

We live at in Floral Park. It has been brought to our attention that there is a pending
opportunity to have the alley between North Flower and Heliotrope Street permanently closed. We fully support
this decision. While I have used this alley a few times while enjoying a walk in the neighborhood, I have also
had a few dangerous encounters with cars jetting out onto Heliotrope from the alley without looking, causing
near collision during my morning commute. We fully support closing this alley down as it is unnecessary, and
the closure of this alley would bring a larger benefit to the safety of our neighbors and neighborhood in general.

concerns.
