Dear Council Members,
I write to you in concern about the recent mentions of the incarceration of the unhoused in Santa Ana. Mentions of Orange
County, Santa Ana "becoming Los Angels" is something that has been on the rise for awhile now. The "Homelessness issue" is
also a strong, dynamic conversation that we, "the middle class" have had to discuss about for years and year on end. Concerns
of safety have been raised for people that are around un-housed individuals. That the notion that people who are addicted to a
substance are always a danger. Some valid concerns can be made, but violent policing is a huge target that can cause more
harm then good. Addiction is a slow poison, epidemic that anyone, unfortunately can fall under. Americans are just one disaster
away from falling into poverty, and the lack of public resources only adds to the burden of these issues. Someones family, friend,
a loved one, will be sleeping on the streets tonight. Arresting will only put a small bandaid, on a large open wound that needs
time, and care to heal.

Santa Ana City Council,
As one of the Santa Ana hotel properties that contribute more than $8 MILLION in Hotel Visitors Tax to the City's general
fund, I want to express my support of the proposed enhanced enforcement efforts regarding Public Intoxication and
Substance Abuse.
This is a major concern for the Santa Ana hotel community; public intoxication and substance abuse by individuals is a
deterrent to attracting guests and generating visitor revenue to the local economy. Preventing interactions between
hotel guests and those who are publicly intoxicated or engaging in substance abuse is detrimental to not only our
individual property, but to Travel Santa Ana's efforts in promoting Santa Ana as a destination for families, sports groups,
meetings, events, and more.
The benefits of the proposed enhanced enforcement efforts is not only about community safety, but the safety of
visitors, as visitor spending is integral to Santa Ana's economy!

Hi,
My name is Rosa Garcia, Santa Ana born and raised. It used to be nice to drive down Bristol and take that commute to work or to run
any errands. Now I avoid it as much as I can. It is very depressing driving down that street and looking at people just wanting to get
high or fix there bikes. The streets have gotten so dirty, and scary. I constantly live in fear to even go to a 711 anywhere in the city. I
have stopped shopping in this area. I rather go to Brea, it sucks that our city is doing nothing to stop this. After all the money spent on
our city to make it a community, we are scared to even enjoy it.
The new park on Myrtle and Rait is so close to my home but we are already scared it will be ruined by all the drugies. We are looking
forward to it being a walking distance from our home, but if it gathers more drug users that only means more theft will be happening
closer to our home. We as Santaneros will do what we can, but we need our city to help and stand strong behind us.

I am writing this message in hopes that it gets taken into serious consideration. I am a concerned citizen and mother to this issue
that is being addressed in meetings. Item 39. It has been a very clear and huge issue that individuals feel comfortable to drink in
public in broad daylight as children are walking by. In addition, I have personally witnessed individuals passed out DRUGGED
with needles still attached to their veins. This is a concern to me as a mother because it is extremely terrifying having to walk
past that with my ONE year old knowing that one day, when she is able to comprehend I will have to explain that. It is truly
disheartening having to see our beautiful city go downhill with all this open drug and alcohol use and if not being addressed with
the importance it deserves. 1, along with many other concerned citizens believe that this should be addressed by police and
should one hundred percent have consequences. It is not okay for individuals to feel comfortable doing that around people and
most importantly innocent children. NO CHILD deserves to witness that type of disgusting behavior, without those individuals
having consequences. I think of it like this, if it's illegal and wrong why should children have to witness it and why should they
see the police drive by and not do a single thing about it? My child will question me eventually "isn't that their job? To protect and
serve?" Of course, this isn't SAPID fault because their hands are tied, that is why I am writing this email to encourage you guys to
please listen to us, the citizens of Santa Ana who want these disgusting behaviors addressed and to be taken seriously. As the
city paying the HIGHEST taxes we demand and expect a better quality of life. Lastly, I wanted to mention how many times I have
witnessed men drinking outside of our public schools. That being heninger, king, Santa Ana high school. It is truly disgusting that
our students who are minding their own business during recess or break have to witness grown adult men drinking out in public
outside of school premises. Again, please take my words into consideration and address this awful ongoing issue. Thanks in

I also do not want anyone out of control from intoxication or drug use.
I also do not want to see anyone living outside.
I do want housing for everyone according to their different needs.
• Jail is a high cost, temporary, unsuccessful solution.
• People with intoxication, drug use, mental health issues that alienate them from their families and/or
friends, unemployed, underemployed, domestically abused or deserted, victims of human trafficking,
etc. Need different kinds of help with housing.
• Homeless 101 offered by the United Way needs to be required for every OC resident & especially
decision makers.
• More and different kinds of services and housing are needed - not only jail, mental hospital, family,
shelter, Section 8, 3-bedroom house, apartment, room in a home, shared, mobile home or tent in
designated areas with support, etc. or permanent supportive housing in one of these places that meets the
needs of the individual.
• There are $$$ being provided - but not enough.
• There is Not the Political Will or YIMBY (Yes in My Backyard

Hello,
I'm a lifetime Santa Ana resident and am in support of item #14.
Due to no longer being able to walk my entire block due to the individuals that occupy the sidewalk areas of the newly
built apartments.
Due to not feeling safe at the parks in Santa Ana I have to take my daughter to surrounding city parks.
Due to in the 24 years I have lived at my current resident, I have had to now lock our property gates 24hrs and not just
overnight. I have also gotten extra dogs.
All due to the individuals that roam around at all hours "looking around". Individuals on the curbs and landscaping areas
openly doing drugs and even nodded out.
I don't think it's fair that the kids in my neighborhood have to literately have to walk around individuals that are on the
sidewalks just to get to school. It's also unfair that my grade school daughter has had to witness not 1 but 3 fully naked
individuals roaming the streets in broad daylight on separate occasions.
These are just a few of many frustrations that I have. I also feel it's not fair for individuals that don't live or take pride in
Santa Ana to be able to have a vote on this matter if it's not to improve our quality of life.

As a resident of Santa Ana for 37 years. I have been seeing more and more homeless in our streets. Mostly they
are on Bristol street making a mess and doing drugs. Unfortunately, I have stopped walking everyday on Bristol
and can't enjoy the beautiful weather or the city anymore. I can't walk with my son nor wife as possible
dangerous conditions. I am afraid of being attacked or mugged since the homeless unfortunately so drugs and
don't want my son seeing this nor want to be attacked by then for being delirious. This city deserves better. We
deserve better. The city needs to be more strict and have Bristol be more policing and constant clear Bristol with
the homeless crowd. Place signs that mentions no sleeping or any kind. You will be fined for looting and for
following the law.

Members of the Santa Ana City Council,
Please act to enhance the enforcement of existing state laws related to public intoxication and substance
abuse within the City of Santa Ana.
I am a resident of the Pico -Lowell neighborhood, and I write to express the urgency of this matter, particularly
as it relates to the Bristol Street corridor stretching from First Street to Edinger Avenue.
The green public spaces that run along Bristol Street have become gathering grounds for unhoused individuals
and hotspots of public intoxication and substance abuse. Over time, these individuals have found their way into
residential streets, hiding behind cul-de-sac walls and roaming in front of our homes.
Sharing my personal experience, I have found drug paraphernalia strewn in front of my home and hidden along
sidewalks. I have also witnessed intoxicated individuals sitting in front yards —even laying unconscious
altogether on a couple of occasions.
As a longtime resident of Santa Ana, I have seen the concerning conditions of my neighborhood take root at the
intersection of Bristol Street and First Street. More than a handful of years ago, the open spaces at the corners of
this intersection drew groups of unhoused individuals who would sit on cartons and boxes drinking at all hours
of the day. Without any significant form of accountability, these high -traffic areas were perceived to be
unregulated and acts of public intoxication went on unchecked.
I'm frustrated to share that today's picture is much worse. I fear that if enhanced enforcement of existing laws
does not take hold, inaction will serve as a gateway for our city's issues to fester.
I write, with respect, to advocate for not only myself and my family but also for my neighbors who may not
have the resources or the knowledge of how to formally express their concerns.

I Jen support Item 14 to stop open drug use. I am tired of seeing homeless smoking pipes and shooting up on the
bus benches all down 1st st. There's ladies and children scared for their lives having to stand to wait for the bus,
because the benches are occupied by drug users who don't care about others or themselves. I just want to go to
the park with my kids without having to worry about a homeless person (who tend to be aggressive ) hiding in
the bathroom and doing drugs, or sleeping, or even better.. showering. It's time we put a stop to this, South
counties don't tolerate this kind of stuff. So why should we?! I fully support Item 14!

Dear City Council,
I'm emailinj! you today to express my support for item 14 on the city council agenda for this coming Tuesday, August 15, 2023.
Myself and many Santa Ana Residents.. who actually live here.. are tired of having to witness persons drunk or high in our public
streets and parks with some residents even being harassed or accosted by them. I mentioned in my public comments two council
meetings ago that directing our police officers to detain these individuals also helps to ensure their own safety. I've seen instances of
people that were under the influence of alcohol or drugs carelessly wander into our streets during traffic. Their detention by our
officers may just save their lives.
Please support item 14. This is a matter of Public Safety, a TOP priority in our city and we need something done about this now and
not kicked down the road and forgotten about.

right in front of SAC. I see people walking down the street with open alcohol drinking in public. My backyard backs up
to Bristol. The homeless throw used syringes, other drug paraphernalia and beer cans in my backyard. They mess with
the internet boxes. They camp back there. They pee in public. Why is that ok??? I live in ward 2.

Dear Mayor, Mayor Pro Tern & Council Members:
I'm emailing you today to express my support for item 14 on the city council agenda for this coming Tuesday. Myself and many
Santa Ana Residents.. who actually live here.. are tired of having to witness persons drunk or high in our public streets and parks
it's some residents even being harassed or accosted by them. I mentioned in my public comments two council meetings ago that
directing our police officers to detain these individuals also helps to ensure their own safety. I've seen instances of people that

were under the influence of alcohol or drugs carelessly wander into our streets during traffic. While a few of you may not like
hearing it, but their detention by our officers may just save their lives.
I want to stress this point: When you hear public comments, it is important that you prioritize the voices of actual Santa Ana
residents before the voices of people that do not live in our city nor do they experience the daily occurrences in our city like us
who actually live here have to experience. Respectfully, you were elected to serve us, and not them. Please support item 14. We
need something done about this now and not kicked down the road and forgotten about.

Hello,
I am a long time, resident tax payer and homeowner in the city of Santa Ana. I think it's ridiculous that we
allow this type of behaviors and situations to happen on our streets.
My children have never been allowed to play in our yard unsupervised because of people that are openly
doing drugs on the street.
I do not feel safe going on walks or just walking to my car from the grocery store. I find myself going to
other cities to shop. I see the city doing upgrades in the downtown area however, I refuse to go there, or
even take out of town guest as it is littered with homeless and drug addicts.
I have even considered moving to another city because this is getting out of hand.
It's time for Santa Ana to step up and follow the model of other cities and not allow these kind of things to
happen on out streets.

I'm sorry for writing in Spanish but I didn't give you much time. I know how to live here and I still don't speak English
enough to write this, but because my note is written in Spanish someone take it into account, I am very glad to belong to
the community of Santa Ana, CA due to its Latin culture was the best I could do to feel at home, but in the area where
we live at Bristol and MacArthur is an area full of homeless people who take drugs or even look like zombies, we had a
liquor store, next to the apartments that closed but even though it's not there anymore they found a way to get into an
alley that is between that place and the apartments and it scares me that my children will learn to see that as something
normal, when it's sad and unhealthy to see these people harming themselves and harming an ok community struggling

escribir esto , pero que porque mi nota es escrita en espanol alguien la tome en cuenta , yo me alegro mucho de
pertenecer a la comunidad de Santa Ana ,C.A por su cultura latina fue to mejor que pude conseguir para
sentirme en casa, pero en el area donde vivimos en la Bristol y MacArthur es un area llena de personas sin
hogar que se drogan o hasta parecen zombis, teniamos una licor , a la par de los apartamentos que cerro pero
aunque no este ellos encontraron como meterse a un callejon que esta entre ese lugar y los apartamentos y me

To the leaders of our city,
My name is Dustin Do, I live at in Santa Ana. Major cross streets Bristol/lst. I'm very
concerned about the public health issues with allowing people to do drugs openly and peeing/pooping in the
parkway areas of Bristol between Ist and McFadden. The disease that is spreading from their human waste is
not only causing the neighborhood to smell like a Porta potty, but is affecting the kids and animals that frequent
that area. We learned our lesson from the black plaque so why are we trying to repeat history? The only way to
clean the area up the area is to enforce basic human laws of open drug use and open bathroom usage. Putting the
criminals in jail will allow them to detox and they'll hate it. This will prevent them from committing the same
crime as the last thing they want to do is detox. Let's try to do something different, some will try to change after
detoxing in jail for a week. We should help them by detoxing them so they can be sober when they are released.
This gives them a new chance to make a sober decision to stay sober and maybe even get a job.

1st is infiltrating our neighborhoods of 17th and Grand, next to the Restaurant Wing Stop there's constant loitering of

I repeat - ARREST people doing drugs in the open.
I fully support Council Member Bacerra's item to address public intoxication and open-air drug use. Allowing
this to continue to happen is enabling them to do drugs, creating an even larger issue and more addiction. It is
destroying our city. We do not want to become San Fran, Oakland, Portland, etc... where businesses (large &
small) & home owners are fleeing the city, resulting in a loss of jobs and tax revenue. Crime is at an all-time
high in these cities and it will happen here too.
I have lived here for nearly 20 years. DTSA did a great job at revitalizing itself between 2003-2018 but since
the passage of AB 109, Prop 47, Prop 57 & COVID shut downs, DTSA is slowly moving backwards losing
nationally recognized restaurants and various businesses that created a buzz & influx of visitors for the city,
especially downtown. It was safe and walkable with a vibrant art scene. Several residents in DTSA and
neighbors from other SA communities are scared to go down there, especially at night, because of the drug
use, homeless and transients.
Allowing drug use in the open is only going to continue to drive down values resulting in less tax revenue for
our city. SA is wasting money constantly cleaning the beautiful parkways & parks that are continuously being
destroyed by these transients doing drugs. Driving down Bristol sometimes looks like a third world country
day and/or night, with people laying on the ground strung out (sometimes half naked), make shift camps,
prostitution, people peeing & pooping on the fake grass, trash, illegal dirty taco stands, etc...
CA is attracting transients, drug users from other states because it has become soft on crime and drugs!
Did you know that a homeless encampment that was dismantled in LA about a year ago had nearly 330+
people squatting in a beautiful park & was mainly made up of people NOT FROM CA. These people were
doing drugs, prostitution, theft, killing ducks from the pond and leaving feces all over, which is a whole other
environmental issue. When Steve Gregory from KFI researched the camp, he found out that only approx. 10%
were locals. The rest were from other counties, states and 3 were from other countries. There was even a
child molester from Colorado with a warrant out for his arrest hiding in that camp. The point is, these drug
users communicate with each other, relay to each other where they can do drugs without getting in trouble
leading to more and more drugs use in the open, more homeless, more feces, more environment issues, more
crime, etc...
Stop protecting criminals & transients. Start protecting us, law abiding VOTING residents and enforce the
laws. The bleeding-heart tactic/ approach has only made the problem worse not only here but across the
state. Allowing the problem to grow costs us, ME, YOU, more money to resolve it. Stop it now and save us,
the tax payers and the city, millions of dollars now & down the road.

To the City leaders,
I bought a vacant lot at in Santa Ana. We are having daily vandalism and theft from the
homeless sleeping in tents on Bristol between I st and McFadden. The cost of cleaning up their trash, spray
paint, and property damage on this property is out of control. We had an investor come by to check out the
jobsite and they were so scared to get out of their car and canceled their investment immediately. We need to
enforce open drug use, camping, and human waste in this area. The people here know the routine of the police
pushing them out, but with no consequences they come right back 30 minutes later. If we can jail the criminals
for a week or so it should give them some time to detox and provide counseling in jail so when they get out at
least they will be sober to make their next choice on how to proceed with their life. They will stop committing
crimes if they know they will have to detox.
Please help us by enforcing a more strict consequence for the criminals that dominate this area. Thank you for
considering improving the City of Santa ana!

Hello,
As a resident born and raised in Santa Ana, I support council member Becerra's item 14 to address public intoxication. My family and
I live in Ward 2 and it's sad how open drug use is becoming common and an every day thing. I have a 3 year old that we no longer
take on walks on Bristol because of all the homeless and open drug use. It's maddening that as a tax payer of the city of Santa Ana I
have to go to surrounding city to do my walks or enjoy their parks because of this open drug use being out of control. No longer do I
feel safe in city. I work in Huntington Beach and during my lunch I go walk around the area where it's nice and safe. Never have I
witness any one doing or being under the influence. Why? Because Huntington Beach does not allow so. Bristol is becoming just like
Skid Row and we need to stop this immediately. My father, 70 year old takes the bus to work and often times has to stand to the side
as he waits for the bus because homeless are taking over the waiting bench. Often times they ask him for money making him feel
uncomfortable and unsafe. We cannot be a dumping city. My family deserves safety. My family deserves better. Santa Ana deserves
better!

Hello -
I support Item 14. I've lived my entire life in the city of Santa Ana. In the recent years, the amount of unhoused
individuals has increased. Along with that, the amount of open drug users have taken over the city. It is
unbelievable how far things have gotten out of control. My children are seeing this in their community as
something that is now normal. Is this the future that we want for our kids? Do you want them to believe that is
acceptable and a proper way to live? I have seen people in the street with their paraphernalia and drugs out in
the open. If there are no consequences, this will continue to escalate. If children who walk those sidewalks as
they walk to school pick something up out of curiosity, they can put themselves in danger. It's time to clean up
our city. Santa Ana is our home! Would you allow open drug use in your home with your children and family?
Probably not, so why are our children exposed to the horrors of drug use. This is a macro problem. Let's start at
the top to get this resolved!

Good Afternoon,
I would like to extend my frustration regarding the open use of drugs in our city. It is heartbreaking that we must fight so
hard to get Item 14 approved. I am a resident in Ward 5 with 3 kids. We go for afternoon walks and it is distributing to
have to dodge the open drug users while trying to take a walk with kids. The use of open drugs is illegal and should not
be allowed. If I was to use drugs in an open space I guarantee you PD would have something to say. So why is that a
homeless or an addict on Bristol St or 1st doing drugs is any different and is up for debate to be allowed? Is it because
PD doesn't want to deal with the homeless or because they know they won't pay the fines or what is the reason? It is
owed to use Santa Ana residents for PD to do their job and send a message that we will not tolerate this action and will
do what it takes to keep our city safe.
All of you holding a seat in our city council live in Santa Ana and work to better Santa Ana. Why would you allow this?
Any council member who is not supportive of Item 14 goes to show who really cares about our city, our people and our
kids future.
Do what is right and what the law requires. The use of open drugs should not be allowed.

I am a long time resident, tax payer and homeowner in the city of Santa Ana.
I am in support of item #14 as I believe our city, children and fellow tax payers deserve better.

Center & Newhope, every one at the Library knows my wife and kids), why do we have to deal with unsafe

up a Slurpee? Why doesn't Santa Ana protect the interest of the actual legal residence of this City? I'm
Hispanic, I'm a "minority", etc. but why does this city continue pander and cater to politics that do not benefit
the people who want to raise their kids in this City? Stop, trying to be like LA. Look what is happening around
the State to the cities that do not look out for their citizens best interest - Oakland, San Francisco, LA, and now
you can add Santa Ana. Look what is going on in New York City, Chicago, Seattle, Portland. We need to start
making Santa Ana a safe and beautiful place for our kids. Stop the politics - focus on the legal, tax paying, hard
working, Santa Ana Residence!
Does Santa Ana have someone who is not backed by a political arm/brand that supports nonsense policies? Or
is it just assumed that because Santa Ana is 90% Mexican (of which I am Mexican -American) that Santa Ana
will continue to get the same brand of politics and policies that do not look out for actual Santa Ana legal
Residence and will mirror what is happening in said cities mentioned above?
Maybe it's time I seek some financial resources so I can run for office. You know Run the City like I run my
house, my business, with common sense rules and boundaries, with a budget, without debt, and with me
making decisions for the best interest of my wife and kids and in my business for my clients and vendors. It's a
novel idea, just not sure why governments, bureaucracies and politicians continue to make decisions they
wouldn't make for their homes, their families or the their businesses.

Attention Council Members,
I repeat - ARREST people doing drugs in the open.
I fully support Council Member Bacerra's item to address public intoxication and open-air drug use. Allowing
this to continue to happen is enabling them to do drugs, creating an even larger issue and more addiction. It is
destroying our city. We do not want to become San Fran, Oakland, Portland, etc... where businesses (large &
small) & homeowners are fleeing the city, resulting in a loss of jobs and tax revenue. Crime is at an all-time
high in these cities and it will happen here too.
I have lived here for nearly 20 years. DTSA did a great job at revitalizing itself between 2003-2018 but since
the passage of AB 109, Prop 47, Prop 57 & COVID shutdowns, DTSA is slowly moving backwards losing
nationally recognized restaurants and various businesses that created a buzz & influx of visitors for the city,
especially downtown. It was safe and walkable with a vibrant art scene. Several residents in DTSA and
neighbors from other SA communities are scared to go down there, especially at night, because of the drug
use, homeless and transients.
Allowing drug use in the open is only going to continue to drive down values resulting in less tax revenue for
our city. SA is wasting money constantly cleaning the beautiful parkways & parks that are continuously being
destroyed by these transients doing drugs. Driving down Bristol sometimes looks like a third world country
day and/or night, with people laying on the ground strung out (sometimes half naked), makeshift camps,
prostitution, people peeing & pooping on the fake grass, trash, illegal dirty taco stands, etc...
CA is attracting transients, drug users from other states because it has become soft on crime and drugs!
Did you know that a homeless encampment that was dismantled in LA about a year ago had nearly 330+
people squatting in a beautiful park & was mainly made up of people NOT FROM CA. These people were
doing drugs, prostitution, theft, killing ducks from the pond and leaving feces all over, which is a whole other
environmental issue. When Steve Gregory from KFI researched the camp, he found out that only approx. 10%
were locals. The rest were from other counties, states and 3 were from other countries. There was even a
child molester from Colorado with a warrant out for his arrest hiding in that camp. The point is, these drug
users communicate with each other, relay to each other where they can do drugs without getting in trouble
leading to more and more drugs use in the open, more homeless, more feces, more environment issues, more
crime, etc...
Stop protecting criminals & transients. Start protecting us, law abiding VOTING residents and enforce the
laws. The bleeding-heart tactic/ approach has only made the problem worse not only here but across the
state. Allowing the problem to grow costs us, ME, YOU, more money to resolve it. Stop it now and save us,
the taxpayers and the city, millions of dollars now & down the road.

Please consider pushing this item through. It's easy to not think it's a problem when you don't drive through the
streets daily. It's easy to not think it's serious when you don't live here. You are the voice of the people and for

I live by the Alona Park where we have witnessed the open drug use and public intoxication numerous times. I
fear taking my daughters for a bike ride or a simple walk due to crisis with homelessness. The park restrooms
have become sleeping spaces, bathing facilities and nothing is being done. I stand here as a citizen and as a

The proposal of open drug use in our city is absolutely ludicrous. It is dangerous, filthy and unsanitary to walk many of
our streets as it is due to the homeless situation. Open drug use adds another issue of safety.
My adult daughter can not even walk to the corner to 7-11 due to the current conditions of the homeless men there
being intoxicated and now we are facing them being high on drugs.
At what point do the responsible citizens of this city get taken care of? We are the ones contributing financially and
working to better Santa Ana yet we are the ones living in fear and not being regarded or taken for granted.
I work off Grand/1st St and walk everyday on my lunch and breaks.
Daily I walk past a middle school and often times there are used needles on the sidewalks. How is this safe for our
children or people like me out getting some fresh air. All around me there are people out of their minds, exposed,
urinating, defecating (which I encounter feces daily) and often times violent. Yet, it is being proposed to let them use
drugs openly?!!!
It is the job of this council to make our city better and safe for the people who live and work here.

Dear Honorable Mayor & Council;
On behalf of the G-7 we wish to please ask that you support this item which was originally brought up a month
ago by Councilman Bacerra. We have nicknamed this the "RAID" program, Residents Against Intoxication
and Drugs and are wholeheartedly in favor of this initiative. We are puzzled as to why this was not
immediately acted upon by the SAPD? Direction was given by council to the City Manager to direct the Chief
to implement this immediately. Given that it does not involve any new laws and we have the space and staff to
accommodate this influx of guests in our sparkling nearly new jail, there is no reason for further delay in our
view.
We have no delusion that this will solve any sort of addiction in a wholesale manner .......... but we "get to Mt.
Olympus one step at a time". This is a step in the right direction. Folks who are suffering will be offered help
and services and the message will go forth that SA is no longer the Ellis Island of unfettered drug and alcohol
use in the County. Cities all around us and as far as Portland and San Francisco are realizing that allowing all
manner of criminal activity to be ignored is destroying the core of our communities. This must be turned
around. Mr. Bacerra's initiative is a very good place to start.

I am in support of Item 14 which will address people who are in need of help as evidence by public
intoxication or incapacitated due to drug use. I think it is safe to say that we have all witnessed
individuals who need a need a helping hand. But what have we done?
By supporting this item, it shows the City is willing to support the vast majority of residents that are
tired of seeing what is currently happening. Santa Ana is a beautiful City, but hard decisions need to
be made before we reach the stage that other cities are seeing due to inaction. Detaining, providing
information and rehab assistance is a step in the right direction.
Doing nothing is not compassionate.
I agree with the analysis that police officers should have the discretion to determine whether an
arrest is necessary in public intoxication cases; are trained to assess the situation, consider individual
behavior, and evaluate potential risks to public safety. Officers can and should make informed
decisions based on their professional judgment.

I write in support of the subject Agenda Item, and its three proposed "enhancement efforts", as outlined in Staffs Report.
The enhancements include:
* Consistent Detainment and Processing
* Provision of Substance -Abuse Treatment Information
* Medical Staff at Santa Ana Jail
I encourage City to consider amending the proposal to include coordination with County's Healthcare Agency, and non -government
organizations. These entities have expertise with alcohol and substance abuse, and may share important insights regarding City's
information presentation to Council.
County oversees numerous assistance programs, perhaps over two -hundred. Some of these programs may serve City to also transition
people needing, and willing to accept, counseling, housing, and care.
Arresting, detaining, and then releasing individuals, minus supportive services, seems incomplete. A process, with options for care,
may achieve public's call for action, and present an opportunity to offer much -needed help for a more lasting benefit.

Hello -
My name is Robert Manson and I am writing in support of item# 14.1 have been a Santa Ana resident for well
over 10 years and currently live in Washington Square. I am disappointed in our city's current state as drug
and alcohol use continue in the open with no apparent action to make a change. Finally something is being
discussed to protect the citizens of our city and bring back some dignity to our name as people drive in to our
city from surrounding cities. How many of those people stop at a 7-11 store only to see someone passed out in
front? How many of these people drive down Bristol Avenue only to see a congregation of people that
are clearly up to no good? I'm sure many of those people drive away with a negative perception of Santa Ana.
With some of the highest taxes paid in the county, shouldn't it be reflected in the appearance of our streets,
sidewalks and store fronts?
I also want to show appreciation for the way our leaders handled the complaints about the taco stands that
seemed to be on every other street corner earlier in the year. The action taken was swift and sent a message
that those coming into our city are not welcome to break the law. Similarly, it didn't help with our city's
appearance, or more importantly our safety. Now it is time to show the same action to a problem that appears
to plague our city more than neighboring cities. Please vote in favor of item#14 and let's take action!

Dear City Council,
Regarding Item #14, we need to discuss non -police options in the same public form at the same time.
Having this item on the agenda without exploring other options at the same time is baised and jerry-
rigged to create the only option for police intervention.
Why would the police really be needed for this? Doesn't it make more sense to fund groups in OC
Health for homeless removal & outreach or independent groups like Be Well? They are trained and
equipped for medical response and targeted for the homeless population specifically. If there's a
criminal concern, they can easily escalate for police support.
I'd much rather have the police focus on high speed driving, road rage, fireworks, breaking into
homes, and other crimes. I don't see much success with police response in any of these areas.
Having them gather up homeless people will seemingly increase the already high response times for
calls.
There are programs like Be Well & there's other groups too. (https-//www.bewelloc.org/bewell-mobile-
response/) We don't have this in Santa Ana right now... so my question to our city leadership is,
why not?
I am certain that the salary of multiple people in a response team is significantly less than the salary
of 1 police officer. We al,so need to consider pension/benefit/overtime costs. And of course the
opportunity costs of police not doing other critical work when doing a cost analysis.
There needs to be significant data and independent analysis on how this would affect the police in our
city. As a voter and community member, I would like to request that the following be looked into:
- Projections on how it will impact current wait times/lack of officer response
- Full cost analysis of this program compared to others (BeWell, OCHealth, etc.)
Any council member who votes in favor of this without comparing other programs with proper data
analysis is making a blind decision that affects our community and that is dishonest and disgraceful.

criminals, druggies and drunks accountable. Also we don't want the needle exchange here in Santa ana. We

I'm writing today in support of Item 14: Enforcement of Public Intoxication and Substance
Abuse. I'm a life long resident and I must support enforcement, NOW. I have two
daughters who have lived in the city as well and have both commented about how unsafe
they feel in and around Santa Ana. My biggest concern is the open drug use that is
rampantly happening within the city, there seems to be no consequences so everyone is
freely using drugs on our streets. Driving down 1st Street is shocking to say the least. My
7 yr old has asked me if the homeless and addicted were "zombies". Is this what we want
our city to represent? Is this what we want our small children to think is normal? Zombies
walking among us. I refuse to handle any personal business in Santa Ana as I fear that
something beyond my control with me or my children will happen. I have to repeatedly tell
my girls to always watch their surroundings, don't engage, always walk beside me. I grew
up in Santa Ana and I never experienced the type of disregard for the laws as I have seen in
the last few years. Certain City Council members must be held accountable, not to outside
parties but to us, the residents. We deserve to feel safe in the city we reside in. We deserve
to have clean streets. We deserve to have law enforcement step in and arrest those not
obeying the laws.
You must support your tax paying residents, we deserve a safe, clean and policed
city. Enough is enough. Our quality of life has diminished greatly within the last few
years. We the residents of Santa Ana should always be your priority.

Mayor, Mayor Pro-Tem, and Council ... as you consider item 14 tonight I am sure you will receive a lot of support for it
from the community. I have to believe that you will take that support into consideration when discussing
tonight. However, the staff report is essentially a "receive and file" and as such, it does not sound like action will be
taken beyond that tonight. There will be no direction to our great men and women of the SAPD or its leadership.
I believe that our city, and surrounding communities, have a problem with substance abuse- whether alcohol,
prescription drugs, or illicit drugs. I believe that each of you would agree. The issue is about what we do with it. I urge
you to support a multi -pronged approach that includes enforcement, treatment and prevention. Each of these is
ultimately very important. Without one, the others will not succeed as envisioned. The focus is often on
enforcement. The public sees abuses happening on the streets and we get frustrated. We want to see additional
enforcement action taken... it is frustrating when we have laws on the books that are seemingly un-enforced. This
should change. I support consistent enforcement and feel you should also. I also support treatment services including
not only information but also medical necessities and remedies to help those that are struggling. Many of us have family
members or friends who struggle with addiction and we know that there is no single answer but those that struggle
need to know that someone cares.
One of my frustration with this discussion though is that we even need to have it. Is there so much lee -way at SAPD that
they get to choose which laws to enforce? Who decides which ones? Does SAPD need to take direction from the city
council or the city manager's office on each law? Can they provide a list of which laws they are enforcing and which
ones they are not enforcing? Does SAPD expect to receive law enforcement direction from the city council or city
manager on each law enforcement action? What are they expecting from you? Specifically, what is beign
communicated from with the PD to those that patrol in black and white vehicles? What are they being tasked with and
who do they take direction from? What does the Chief and the SAPD expect to receive from the city council in terms of
law enforcement direction?
Additionally, the staff report does not seem to address what resources are needed in order to provide the enforcement
services and what trade offs may be needed. Resources are thing and not seeming to get better. How do we measure
success in this area?
I would also like to point out that the Staff Report is very vague ... what exactly does "consistently detain individuals
violating state laws related to public intoxication and substance abuse" mean? Lay it out in plain terms. Does a PD
office have to see someone injecting drugs? What if someone is intoxicated? What are the actual actions to be taken
here? I think half of our issue is a communication issue ... the public needs to know what the law is and what the
consequences of such law would be. The section under Detention and Arrest is equally vague because of the discretion
involved. Note that the report does not indicate what has happened in the past and what the public should anticipate
would be different. This is very important... what will change? What should we expect?
The Staff Agenda Report does not seem to provide answer to the above very important questions. I hope that you take
your chance tonight to discuss this with the Chief and others. Ask pointed questions and expected concise responses.

We must support our police officers in their duties. We must fund them adequately and also hold them accountable for
doing their jobs which they generally do. We as citizens need to do our best to follow the laws. It is a symbiotic
relationship.
Please seek additional information on the Staff Agenda Report and the items in it ... we need to know what this all
means. Thanks!

I am a current resident of Santa Ana, and have been a resident my entire life. If I could go back 15 years when
my husband and I purchased our home to raise our family, believe me I would think about purchasing
elsewhere. The things that "we" actual residents have to put up with is unacceptable, we have the highest taxes
in the county yet live in the worst conditions. People's comments from south county or any other city should
have zero weigh in because they do not live nor commute on a daily through "our" city to actually know what
really goes on. Their children are not prisoners to their home to avoid seeing everything that goes on. Many
times when I drive just to the grocery store with my kids, I have to tell them to look down or away to avoid
them looking out the window.
Our youth cannot be "kids" because seeing open use drugs or drunks should not be a part of ANY childhood.
We live near Memorial Park and my son (14 yrs old) wanted to go for a run to try and get back into shape for
when school started (he plays baseball). I thought it was a good idea to drop him off at the Memorial Park while
I went to pump gas. Not even 15 minutes had gone by when he called me freaking out because a woman had
approached him and solicited herself to him. He was catching his breath when he was approached by her from
behind and she grabbed/ pulled his arm. He didn't know what to do and started to run, called me once he
thought he was far enough. I rushed over and drove around looking for the individual to report but could not
locate. He stated that he thought she was drunk because she smelled like alcohol. It was 3:30pm during a
weekday so it wasn't anywhere near being dark. What bothered me even more after I settled down was the
thought that IF I had found her and reported her, what would have been done, since he wasn't physically hurt?
No one takes in to consideration the emotional part of this incident. My son is a bigger frame type but what if it
would have been a smaller frame kid? That situation could have gone south really quick. It's one incident after
another and unless you live in Santa Ana you really don't now what goes on. This is the most recent incident but
I have 100s, all within the last year that I could take up the entire meeting time to tell you about. It's as simple
as kids walking home from school are in danger because these people are not in their right mind yet they are
okay to leave to interact with our city's residents. This is not okay and I am glad that this item is finally up for
discussion, I support Item 14. We need change in Santa Ana because our kids deserve better!

My name is Yelena Ball, a resident of Santa Ana. I am here to express my unwavering support for
item 14 on the agenda. I firmly believe that no resident, should ever have to endure circumstances

intoxication.
It is my strong opinion that public spaces must remain free from any form of substance abuse that

any opposition on this resolution by certain council members, as they do not offer any solutions at

public interest.

I am a lifelong Santa Ana resident and employee of the County of Orange working directly with homeless,
substance use, and severely mentally ill clients in Orange County. Any discussion of interventions aimed at
tackling this very complex problem that only look at police interventions are short sighted. That is being
generous because frankly it sounds like an excuse to increase funding to the police department further down
the line. The hope team, for example, works with other cities engaging with clients struggling with
homelessness and addiction and provides a variety of services. If the goal is to encourage folks to access help,
then the first contact should not be our already busy police who's training is not geared towards mental health
or substance abuse treatment. If cases require an escalation to police involvement it is easy enough to request
their presence. I humbly request that alternative programs are explored first or at the very least implemented
alongside efforts to increase police enforcement and that we collect statistical data for any program we
implement.

Message to the Santa Ana Mayor & City Council:
Housing and Voluntary Services —not police and jail
August 15, 2023
RE: Mayor Amezcua and Santa Ana City Council Members,
The undersigned individuals and organizations demand that you reverse your July 18, 2023,
recommendation to have the Santa Ana Police Department implement what has been variously
called an "Intoxication Detention and Service Offering Policy" (at the July 18th city council
meeting) and a "Public Intoxication and Substance Abuse Enforcement" policy (in the August
15th Staff Report). Instead, we strongly recommend the city invest in real solutions: safe,
permanent affordable housing and desperately needed voluntary community -based services.
The city's policy calls for Santa Ana Police officers to stop and detain anyone in any public place
in Santa Ana who they perceive to be intoxicated, to immediately transport these individuals to
the Santa Ana Jail for processing, and prior to release, to provide them with information on
available substance -abuse treatment services. The policy also calls for detained individuals who
are not from Santa Ana to be "offered transportation to their home to reunite them with family."
Why it won't work
The policy is premised on the false assumption that people are refusing housing and services and
must be forced by our criminal legal system to get help. As the Mayor argued during the July
18th city council meeting, "Most of them say, `No thank you. We don't want a program. We'd
rather be on the streets.' Whether they are high, whether they are drunk ... police need to stop and
make contact with them ... but I can tell you right now, sometimes jail saves people ... it saves
them from themselves."
The real problem is that Santa Ana is experiencing a dire shortage of voluntary behavioral and
mental health care and affordable housing. Waits for mental health and substance use treatment
are long at best, and are rarely available on demand. Evidence shows that jails are likely to
traumatize people, are not conducive to care and recovery, and conflict with the Office of the
Surgeon General findings that never recommend jail as a means for care and recovery. Even the
City Manager'siff ort on the proposal notes that "...jails are primarily designed to detain
individuals who have been arrested and are awaiting trial or sentencing... the facilities and staff
at the Santa Ana jail may not have the expertise or resources to provide the level of care needed."
Santa Ana's waiting list for housing choice vouchers is closed, as are the lists for all other
housing authorities in Orange County. These lists remain closed for many years, then open for
narrow windows of time, after which applicants wait years longer to receive subsidized
affordable housing. Meanwhile, market rate rent continues to spiral out -of -control.
Who will be impacted?
While the Intoxication Detention and Service Offering Policy does not overtly single out
unhoused community members, comments by the mayor and council members during the July
18th city council meeting make clear that the underlying goal of this policy is to use law
enforcement to forcibly clear public places of visibly unhoused and unsheltered neighbors. In
fact, in an attempt to justify the policy, the Mayor engaged in unacceptable speech during
discussion of agenda item #39 that otherized and denigrated unhoused residents and perpetuated
several unsubstantiated, inflammatory, false, and broad brush stereotypes targeting them.
This policy will be harmful.
While some on the council argued that this policy will be helpful, it will only target and hurt
people. Community members will be needlessly traumatized, exposed to unlawful searches
during the detention and processing, separated from their belongings and companions, displaced,
and exposed to criminalization and a high likelihood of other charges —all so they can receive a
flier that could have been handed out or left available in a public area.
Criminalization harms our entire community. The proposal would put more untrained
discretionary power in the hands of the police department, which already monopolizes over a
third of the city's budget. The police department already spends a large share of its resources
criminalizing unhoused community members, who are routinely harassed, displaced, cited, and
jailed for being unhoused—but are rarely offered a safe, permanent, affordable home.
Criminalizing substance use —the "war on drugs" is a failed and retro rade oolicy that is both
immoral and ineffective. It has only served to expand our bloated carceral system, wage war on
poor people and communities of color, and stigmatize substance use as a personal failure rather
than what it is: a healthcare issue.
The policy also aims to divide our community. During general public comments at the August 1
city council meeting, many of your constituents pointed out that your use of fear mongering
stereotypes about unhoused neighbors and people with substance use issues is a political ploy to
divide housed and unhoused constituents —all of whom would benefit from investments in
affordable housing and community -based services. As one commenter put it, "Instead [you are
trying] to pit us against one another —especially against the most vulnerable —people who do not
have a home [and] who have to sleep on a bench at night."
We demand humane and effective policies —not fear mongering and jail.
We demand a Santa Ana in which the basic needs of all are met and the dignity of every resident,
no matter who they are, where they sleep, or where they live, is respected, and protected by
elected and public officials. Arresting, processing and jailing people will not magically create
enough affordable housing and services to meet the need. In fact, this practice actually prevents
many from qualifying for housing and sentences them to remain living on the streets.
Affordable housing and services should be available on a voluntary basis and on demand.
Decades of research have demonstrated what works: the Housing First model, wherein safe,
permanent affordable housing and voluntary wrap -around services are provided as an immediate
response to people's needs. Jail is not a form of healthcare. Housing is a form of healthcare, and
research has shown that mental and behavioral health services are much more effective when
people are removed from the stressors of the streets.
We also demand that a substantial portion of resources be reallocated from the police department,
which currently receives 35% of the city's general fund. Policing does very little to prevent crime
and does not address the biggest public safety issues Santa Ana residents face: poverty, low
wages, a lack of economic opportunities, astronomically high housing costs, and a scarcity of
community support services. In fact, criminalization and policing further traumatizes people and
plunges them deeper into poverty. To address these issues, which are also the root causes of
houselessness, we need investment in our communities, not the police department.
Finally, the otherizing language some of you used during the August 1 meeting must stop. As
elected representatives it is your duty and responsibility to treat every resident of Santa Ana with
the dignity and respect we all deserve. You should hold yourselves to the highest possible
standards of decency and use your elected position of power to provide people with authentic
care rather than create ways to criminalize residents.
Positive, humane, and effective community investments will put Santa Ana on a path to being
recognized as a model city in which all residents can participate as equals and to flourish —a
community everyone can be proud of As one commenter said, "Our interests are to expand
affordable housing and to ultimately make housing a human right so that there can be no
[unhoused] people anywhere on the streets of Santa Ana and ultimately throughout the whole
country."

I have been a resident of Santa Ana for 14 years -Ward 3
I urge the council to support Item 15-directing SAPD to enforce public intoxication laws.
I believe the priority for the safety of the tax paying citizens of Santa Ana has been pushed to the
side long enough.
Mental health for our children and the entire Santa Ana community is your responsibility as leaders.
Watching someone shoot up while at a red light, nodding off at the bus stop next to you, or walking
down the middle of street half naked on the way to school does not provide a healthy environment.
Is this what you want for our community? The memories that people will have of this city and of
their childhoods?
I would like to remind you that you work for the RESIDENTS of Santa Ana -your constituents that
have voted for you.
Some of the council members are blurring the purpose of this request.
I would like to clarify that there are subcategories of homeless: there are the ones willing to accept
help and are working hard to overcome their hardships,
and there are the ones who decline the help time and time again, suffering of drug addiction and
mental health conditions that do not allow them to keep themselves safe or make the right decisions.
It’s not about the un housed it’s about public safety, for the people that are not able to care for
themselves and for those who live in the same environment - and let’s remember that most of them
are not Santaneros they come from different cities, counties even states.
People will not stop substance abuse because they are housed and these numbers only continue to
grow and continue to make Santa Ana unsafe, unsightly, depressing. Is this what you want as your
legacy?

of beds that each neighboring city has to offer the unhoused.
And to make this public at every homeless report that is being given going forward.
This, to allow us the insight of what our neighboring cities are collaborating with -other than
animal shelters.
I know that if approved there are concerns of police response time. I would like to ask what the
progress on SAPD hiring to fill in the various positions is?
To add insult to injury the California Health Department of Public Health has approved syringe
exchange in Santa Ana despite the heavy opposition.
Facilitating resources which more often than not are declined by these individuals as per Mr.

Money that could be redirected for free programs to keep our children engaged and with an
increased chance for a higher level of education.

I am a resident of Santa Ana, just like many generations of my family. The streets of Santa Ana have seen many
different plagues which continue. Gang violence, drug dealing, prostitution, and the more brazen now drug use
and intoxication in the open public. Driving down any street you are bound to see individuals shooting up
heroin, smoking pipes, or drinking alcohol. At times these individuals think they are not being seen due to
covering their heads with a jacket, blanket, etc. We can see them and so could you if you even care to look. I am
raising a family here and would not even consider walking the streets of Santa Ana. People who suffer from
substance abuse problems and alcoholism are unpredictable. They will jaywalk across streets with no warning
(which can cause accidents( potentially fatal). I have seen this personally happen. I believe I have the right to
feel safe taking my daughter for a walk in my city/neighborhood. People need to be held accountable for their
actions. Laws are put to help keep order in our communities. This idea that there should be no consequences is
not acceptable. I have seen many people choose a life of drugs and gang life, and they had consequences. Did it
take most of their life to figure that out yes, they spent most of their life in prison. That was their choice due to
their actions. No one could make choices for them, so they had consequences. This idea that we should allow
our streets to look as they do, is absurd. The city should be able to include photos from every district for our
monthly calendar. I doubt you will ever see photos near the DMV, first and Bristol, harbor, and first to name of
few of these areas that are heavily infested with some of these issues.
Does this place more work for our law enforcement, yes. This is our community that needs law enforcement to
protect and serve. It's not limited to certain dangers. Open drug use and intoxication in the streets is a danger to
our community and citizens.
I want to be proud of my city like members of other surrounding cities (some of which come to these meetings)
to keep these issues our cities problems.
There is zero doubt that these individuals require intervention and resources, nonetheless, I do not think the
safety of others should be compromised in doing so.

Dear Santa Ana City Council Members:
I have some comments on the proposed Public Intoxication and Substance Abuse Enforcement
Policy.
All people who reside in Santa Ana – whether housed or unhoused – are your constituents and
deserve the same level of respect and concern.
Instead of criminalizing people on the street, why not do what you can to deal with the real issue here:
the tremendous and overwhelming shortage of affordable housing?
Instead of othering people on the street, give them housing choice vouchers that they can actually
use and provide free and accessible mental health and substance abuse treatment options and
services that aid in recovery without demonizing people but rather recognizing these societal
problems as public health issues.
We all want our cities to provide basic needs for its residents. So, we ask that you invest in housing
and community services rather than over-policing and detention.

Arresting people for open drug use is a separate issue from homelessness.
The 3 Council Members who do not want to enforce the law and claim this a housing issue so they
can push for building more high-rise apartments, in already densely populated Santa Ana, are doing
huge dis-service to the families and residents of Santa Ana.
Notice that they are saying “no” without offering any solutions. Calling this a coping mechanism
without offering solutions, affects the quality of life, safety, and future of our children.
Conflating the issues of housing and open drug use harms the users and the public. They are
completely separate issues. There are plenty of studies showing people with substance abuse
problems prior to losing their homes.
To be clear, no person, homeless or not should be arrested for being in public. I agree. Item #39
now Item# 14 was never about arresting homeless people, don't let them fool you.
It is about arresting people for open drug use in public, arresting people who are using and leaving
bloody syringes in our parks, arresting people who are near death passed out on public sidewalks,
and arresting people who are a danger to society or themselves.
And yes a person high on drugs in the park regardless of their housing status should be arrested just
like anybody else,
but most importantly they should be given medical help, offered a drug diversion program, and a ride
to their home city wherever that may be, so they have a chance to get off of drugs and off the
streets. This is your chance to make a difference in Santa Ana!
Push housing another way but don’t use these people. They need help and that may come in the
form of an arrest. I support Item #14 and I hope all of you do too.
