Public Works Agency <br />www.santa-ana.org/public-works <br />Item # 18 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 6, 2023 <br />TOPIC: Purchase of a Flatbed Truck with Cement Mixer for the Public Works Water <br />Resources Division <br />AGENDA TITLE <br />Award a Purchase Order to PB Loader Corporation for a Flatbed Truck with Cement <br />Mixer in an Amount Not to Exceed $159,989 (Specification No. 23-087) (Non-General <br />Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of a purchase order to PB Loader <br />Corporation for one Flatbed Truck with Cement Mixer, in the amount of $149,989 plus a <br />contingency amount of $10,000, for a total amount not to exceed $159,989, subject to <br />non-substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency (PWA)’s Fleet Services Division is responsible for the <br />acquisition, maintenance, repair, and replacement of vehicles, trucks, and maintenance <br />equipment. The PWA Water Resources Division oversees and maintains the daily <br />operations of the City’s water and sanitary sewer systems. The Division is requesting to <br />purchase a flatbed truck equipped with a cement mixer and accessories to be utilized by <br />the Sewer System Maintenance section. The smaller footprint of this vehicle allows for <br />work to be performed in smaller spaces where the larger cement trucks are not able to <br />fit, and also allows crews to easily perform work at multiple locations throughout the <br />day. <br />Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase against <br />contracts from any public agency utilizing a competitive bid process. Sourcewell, a <br />cooperative government purchasing agency, awarded a contract to PB Loader <br />Corporation (Contract No. 080521-PBL) as a result of open, competitive bidding on <br />behalf of its members, which includes government agencies. <br />After thorough research of procurement options and product offerings in the market, <br />Staff has concluded that PB Loader Corporation aligns with the City's specifications. By <br />utilizing cooperative purchasing, the City of Santa Ana can access nationally vetted, <br />high-quality products at competitive volume pricing. This approach is fully compliant with
