Approve an appropriation adjustment allocating revenues received in FY 2022-2023 in the amount of $251,268 in the Air Quality Improvement (AB 2766), Special Revenue Fund account and appropriating the same amount into the Air Quality Improvement, Fleet Services-MSRC Program expenditure account for FY 2022-2023 Machinery & Equipment . (Requires five affirmative votes) 2. Recognize grant reimbursement received in the Air Quality Improvement (AB 2766) Special Revenue Fund account in the amount of $251,268.50 in Fiscal Year 2022- 2023. 3. Authorize a one-time purchase and payment of purchase order to National Auto Fleet Group for the purchase of five Ford F-150 EV Trucks, in the amount of $229,087.64, plus a contingency of $20,000, for a total amount not to exceed $249,087.64, subject to non-substantive changes approved by the City Manager and City Attorney. DISCUSSION The Public Works Agency’s Fleet Services Section is responsible for the acquisition, maintenance, repair, and replacement of vehicles, trucks, and maintenance equipment. The purchase is for four (4) electric 1/2 ton Ford F-150 trucks. This purchase supports the Fleet Services Green Strategic Plan to reduce the City's carbon footprint, greenhouse gas emissions, and overall operational maintenance costs. Electric Vehicles are now considered as mainstream technology and will be strategically replacing outdated vehicles. Santa Ana Ordinance No. NS-2312 authorizes the City to utilize purchase contracts for any public agency utilizing a competitive bid process. Sourcewell (formerly National Joint Purchase of Five Ford F-150 EV Trucks September 6, 2022 Page 2 2 9 3 4 Powers Alliance), awarded a contract to National Auto Fleet Group (Contract No. 091521- NAF) for procurement of Cars, Trucks, Vans, SUVs, Cab Chassis, & Other Vehicles as a result of open competitive bidding on behalf of its members, which includes government agencies. Utilizing the contract awarded to National Auto Fleet Group allows the City to make purchases through November 8, 2025, and is in accordance with the City’s existing Purchasing Guidelines. ENVIRONMENTAL IMPACT There is no environmental impact associated with the action. FISCAL IMPACT An appropriation adjustment is required to recognize and allocate funds received in FY 2022-2023 in the amount of $251,268.50 in the Air Quality Improvement (AB 2766) Special Revenue Fund account (03117002-52351) and appropriate the same amount into the Air Quality Improvement, Fleet Services - MSRC Program account (03117102- 66400) for FY 2022-2023 Machinery and Equipment expenses. After the appropriation adjustment, funds are budgeted and made available in the following account for the specified year.
