Approve an Appropriation Adjustment to recognize $4,000,000 in grant revenue from the State of California Natural Resources Agency into the State Grant-Direct revenue account and appropriate $2,000,000 into the State Resources Agency Grant, Building Improvements expenditure account, and $2,000,000 into the State Resources Agency Grant, Improvements Other than Building expenditure account to construct a Santa Ana Zoo Educational Hub and install a Universally Accessible Playground at Thornton Park. (Requires five affirmative votes) 2. Approve an Appropriation Adjustment to recognize $230,250 in revenue received from prior years into the Residential Development District 3, Park Acquisition & Development Fees revenue account and appropriate the same amount into the Residential Development District 3, Building Improvements expenditure account. (Requires five affirmative votes) 3. Approve an amendment to the Fiscal Year 2022-2023 Capital Improvement Program to include the Santa Ana Zoo Educational Hub and Universally Accessible Playground at Thornton Park projects. Appropriation Adjustment Recognizing Grant Revenue from the State of California, Prior Year Residential Development District Revenue and Amend the Fiscal Year 2022-2023 Capital Improvement Program September 6, 2022 Page 2 2 9 0 1 DISCUSSION On May 3, 2022, Council adopted a resolution approving the acceptance of grant funds from the State of California Natural Resources Agency in the amount of $4,000,000 for the Zoo Educational Hub and installation of a Universally Accessible Playground at Thornton Park. The agreement for funding has been executed and now the City is seeking an appropriation adjustment to begin progress on both projects. Zoo Education Hub: “The Hive” - Education Hub Building at Santa Ana Zoo The project goal is a building including a flex space, classroom(s), and hub for community volunteers and education staff. The classrooms are flexible in design and layout to maximize their use potential throughout the day and year. The facility would use environmentally sustainable materials in its construction. This facility will serve as a reception area for schoolchildren coming to the zoo and is directly adjacent to the existing outdoor amphitheater. Different sides of the building will open out to the general zoo area, the amphitheater, or staff and service areas. Universally Accessible Playground at Thornton Park The City of Santa Ana’s first Universally Accessible Playground installation at the George Upton All Access Park (one acre-site) located within Thornton Park will include equipment specially designed to enable children of all abilities to play alongside each other. All children, regardless of physical limitation, should be able to enjoy the fun that comes along with playing on a playground. Kids love to play, and no child should be prevented from having fun at the playground by a physical handicap. This playground will replace the current 30-year-old playground with failing equipment and deteriorating parts. ENVIRONMENTAL IMPACT There is no environmental impact associated with this action. FISCAL IMPACT Approval of the appropriation adjustment will recognize $4,000,000 in State of California Natural Resources Agency grant funds into the State Grant-Direct revenue account (No. 16113002-52025) and appropriate $2,000,000 into the State Resources Agency Grant, Building Improvements expenditure account (No. 16113262-66200), and $2,000,000 into the State Resources Agency Grant, Improvements Other than Building expenditure account (No. 16113262-66220). Additionally, for the Zoo Educational Hub, $230,250 will be recognized in the Residential Development District 3, Prior Year Carry Forward account (No. 31313002-50001) and appropriated into the Residential Development District 3, Building Improvements account (No 31313260-66200). Lastly, $230,250 from the Cannabis Public Benefit Fund will be reallocated from Splash Pad Projects (previously appropriated) for the George Upton All-Access Playground. One of the main components is the barrier free playground, designed to be not only fully accessible to disabled users, but in a way where all users, regardless of ability, can play side by side. PROJECT NEED: The original installation is now 30 years old, and the equipment is failing. Replacement parts are unavailable. Many of the customized features are deteriorating. This project will fully replace all playground equipment, built-in site play elements, interconnecting ramps and walkways, and rubber surfacing areas.
