TOPIC: Chain-Link Fencing and Gate Installation Contracts
AGENDA TITLE
Award Blanket Purchase Order Contracts for Chain-Link Fencing and Gate Installation to
J&A Fence Engineering Corp., Quality Fence Co. Inc. and Sierra Pacific Fence Inc. for a
Total Not To Exceed $2,500,000 for a Three-Year Term and Two One-Year Renewal
Options (Specification No. 22-058) (Non-General Fund)
RECOMMENDED ACTION
Award blanket purchase order contracts for chain-link fencing and gate installation to J&A
Fence Engineering Corp., Quality Fence Co. Inc. and Sierra Pacific Fence Inc., for a
three-year period beginning July 1, 2022 and expiring June 30, 2025, with provisions for
two, one-year renewal options exercisable by the City Manager, in an annual aggregate
amount of $500,000, for a total amount not to exceed $2,500,000, subject to non-
substantive changes approved by the City Manager and City Attorney.
DISCUSSION
The Public Works’ Water Resources Division is responsible for maintaining the daily
operations of the water system and wastewater collections system. The City’s water
system has an estimated average demand of 30 million gallons (MG). It is comprised of
approximately 478 miles of water main, 45 MG of storage at five sites, seven Metropolitan
Water District connections, 21 groundwater wells, and seven pump stations.
Services provided under the chain-link fence and gate installation contract will allow staff
to establish security around the water system’s wells, reservoir stations, and water
facilities. The work shall consist of, but is not limited to, the removal and proper disposal
of fencing and the construction of fabricated industrial steel and/or chain link fencing at
various locations. Based on project repairs and improvements, staff recommends an
annual aggregate budget of $300,000 for water facilities and $200,000 for citywide on-
call services.
The Notice Inviting Bids was advertised on April 4, 2022, on the City’s online bid
management and publication system. A summary of the bid invitation and bids received
is as follows:

The bids were received and opened April 22, 2022 and evaluated (Exhibit 1). The bids
received from J&A Fence Engineering Corp., Quality Fence Co. Inc. and Sierra Pacific
Fence Inc., were the lowest responsive to the specifications and meet the City’s
requirements. Awarding a blanket purchase order contract to all three contractors allows
for competitive quotes on individual jobs and scheduling flexibility.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with the action.
FISCAL IMPACT
Funds totaling $300,000 are budgeted and will be available annually for expenditure in
Water Utility Production & Supply, Contract Services-Professional Account (No.
06017640-62300). If renewal options are exercised, funds will be budgeted for future
years as shown below.
The purchase order will also allow citywide expenditures in the annual amount of
$200,000 for the existing contract term, with an additional annual $200,000 if the renewal
options are exercised. Prior to utilizing non-Water Resources Division funds, staff must
receive Finance and Management Services Agency approval of funding and accounts to
ensure that funds are available under the authorization and aggregate limit of this
contract. Upon a successful completion of this review, a corresponding Notice to Proceed
containing specific scope and maximum expenditure for the task order will be issued to
the contractor.
