TOPIC: Purchase of CNG Water Tank Truck
AGENDA TITLE
Award a Purchase Order to Los Angeles Truck Centers, LLC for a CNG Water Tank Truck
in the Amount of $289,611 (Specification No. 22-080) (Non-General Fund)
RECOMMENDED ACTION
Authorize a one-time purchase and payment of purchase order to Los Angeles Truck
Centers, LLC for the purchase a CNG Water Tank Truck for the Public Works Water
Division, in the amount of $279,611 plus a contingency of $10,000, for a total amount not
to exceed $289,611, subject to non-substantive changes approved by the City Manager
and City Attorney.
DISCUSSION
The Public Works Agency’s Fleet Services Division is responsible for the acquisition,
maintenance, repair, and replacement of vehicles, trucks, and maintenance equipment.
The Fleet Services Division is assisting the Water Resources Division with the purchase
of a water tank truck to provide additional flexibility and capacity to the Water System
Maintenance fleet. The water tank truck provides the crew with the ability to perform
effective cleanup of water main break sites, aids in the compaction of soil while replacing
water mains, and provides access to a water source when fire hydrants are not
accessible. The addition of this vehicle will increase the efficiency of staff performing
regular field operations and assist in maintaining the City’s water system.
The Notice Inviting Bids was advertised on April 21, 2022, on the City’s online bid
management and publication system. A summary of the bid invitation and bids received
is as follows:

The bid from Los Angeles Truck Centers, LLC. Whittier, CA is responsive to the
specifications and meets the City’s requirements. A bid received from Rush Truck
Centers of California, Inc. was deemed nonresponsive because the truck included in the
bid did not meet the bid requirement. Based on the bid analysis, staff recommends
awarding the purchase order contract for a CNG Water Tank truck to Los Angeles Truck
Centers, LLC.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with the action.
FISCAL IMPACT
Funds in the amount of $289,611 are available for expenditure in the current Fiscal Year
2021-22 as follows:
