TOPIC: Agreement Amendment for Security Services at the Santa Ana Zoo
AGENDA TITLE:
Approve an Agreement Amendment with Patrol Solutions, LLC. to Increase the Not-to-
Exceed Amount by $50,000 to Provide Security Services at the Santa Ana Zoo (General
Fund)
RECOMMENDED ACTION
Approve an agreement amendment with Patrol Solutions, LLC. to increase the not-to-
exceed amount by $50,000 to provide security services at the Santa Ana Zoo for a term
from February 1, 2022 through December 31, 2022 for a new total agreement amount
not-to-exceed $100,000, subject to non-substantive changes approved by the City
Manager and City Attorney.
DISCUSSION
On February 1, 2022, the Santa Ana Parks, Recreation and Community Services Agency,
Santa Ana Zoo entered into an agreement with Patrol Solutions, LLC. to provide security
services at the Santa Ana Zoo. This service was coordinated to accomadate the Zoo’s
needs while the City of Santa issued a Request for Proposal (RFP) for security services
as the citywide contract was set to expire on May 31, 2022. The estimated time needed
to award a new citywide agreement has been extended in order to re-issue the
RFP. Therefore the Zoo wishes to increase the not-to-exceed amount with Patrol
Solutions, LLC to allow for the additional time needed. Once a security company is
awarded an agreement from the RFP and a transition date is determined, this agreement
with Patrol Solutions, LLC will be terminated.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with this action.
FISCAL IMPACT
The existing budget authority is expected to fund the agreement through June 30,
2022. Funds will be budgeted and made available in the following account for the
specified year for the increase in the agreement amount.

FIRST AMENDMENT TO AGREEMENT WITH PATROL SOLUTIONS, LLC, TO PROVIDE
SANTA ANA CITY ZOO SECURITY SERVICES
THIS FIRST AMENDMENT to the above-referenced agreement is entered into June 7, 2022, by and
between Patrol Solutions, LLC, a California company (“Contractor”), and the City of Santa Ana, a charter
city and municipal corporation organized and existing under the Constitution and laws of the State of
California (“City”).
RECITALS
A.The parties entered into Agreement No. N-2022-029 (“Agreement”) dated February 1, 2022, to
retain Contractor to provide overnight, on-site security and surveillance at the Santa Ana City Zoo.
B.The Agreement is current and in-effect through December 31, 2022.
C.The parties now wish to amend the Agreement to increase the compensation to fund security
services at the zoo until a Request for Proposals for security services at the zoo is completed.
The Parties therefore agree:
1.Section 2(a), Compensation, is hereby amended to increase the not-to-exceed amount by Fifty
Thousand Dollars and Zero Cents ($50,000). The total amount to be expended during the term of this
Agreement shall not exceed One Hundred Thousand Dollars and Zero Cents ($100,000).
2.Except as modified by this First Amendment, all terms and conditions of the Agreement, shall remain
in full force and effect.
IN WITNESS WHEREOF, the parties hereto have executed this Second Amendment to the Agreement on
the date and year first written above.
