TOPIC: Purchase of Chevrolet Passenger Vans
AGENDA TITLE
Approve an Appropriation Adjustment and Award a Purchase Order to Winner Chevrolet,
Inc., in the Amount of $313,454, for Seven Chevrolet Express Passenger Vans
(Specification No. 22-044) (General and Non-General Funds) (Revive Santa Ana
Program)
RECOMMENDED ACTION
1. Approve an appropriation adjustment allocating funds received in prior fiscal years in
the Recreation Grants Revenue account, in the amount of $89,574, and appropriating
the same amount into the OCTA Senior Mobility Program expenditure account for FY
2021-2022 capital operating expenses. (Requires five affirmative votes)
2. Authorize a one-time purchase and payment of purchase order to Winner Chevrolet,
Inc. for the purchase of seven Chevrolet Express Passenger Vans, in the amount of
$278,454, plus a contingency of $35,000 for a total amount not to exceed $313,454,
subject to non-substantive changes approved by the City Manager and City Attorney.
DISCUSSION
The Public Works Agency’s Fleet Services Division is responsible for the acquisition,
maintenance, repair, and replacement of vehicles, trucks, and maintenance equipment.
The Fleet Services Division is facilitating the purchase of vans for several City Agencies
to expand the Agencies’ service provision to the community.
Library Services
Library Services seeks to acquire three Chevrolet Express Passenger Vans for the
delivery of materials and programming supplies between Library locations, as well as to
outreach events around the City, including those featuring the new “Knowledge Mobile”
bookmobile service. The new vans will replace two existing Chevrolet vans that have
become exceedingly expensive to maintain due to their age.
Parks, Recreation and Community Services Agency
The Parks Recreation and Community Services Agency (PRCSA) seeks to acquire two
Chevrolet Express Passenger Vans for the Senior Mobility Program. The Orange County

Transportation Authority developed the Senior Mobility Program for the purpose of
improving transportation services for seniors in the region. Under this program, PRCSA
provides transportation services to residents 60 years of age and older for senior center
classes, nutrition programs, shopping, personal care, special events, and
social/recreation activities. Measure M2 funds received from OCTA will be used for the
purchase.
Police Department
The Police Department seeks to acquire two Chevrolet Express Passenger Vans for the
Police Athletics and Activities League (PAAL) Program. The vans will be utilized at the
second PAAL location. The vehicles will be used for transportation of PAAL participants
and staff for all program activities.
The Notice Inviting Bids was advertised on March 9, 2022, on the City’s online bid
management and publication system. A summary of the bid invitation and bids received
is as follows:

Three bids were received and opened on May 2, 2022, and evaluated as follows for two
different models of Chevrolet Express Passenger Vans:

Winners Chevrolet, Inc. submitted the lowest responsive bid in the amount of $278,454.
The bid is responsive to the specifications and meets the City’s requirements. Based on
the bid analysis, staff recommends awarding the purchase order contract for seven
Chevrolet Express Passenger vans to Winners Chevrolet, Inc.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with the action.
FISCAL IMPACT
An appropriation adjustment is required to allocate funds received in prior fiscal years in
the amount of $89,574 in the Recreation Grants Revenue account (16913002-50001) and
appropriating the same amount into the OCTA Senior Mobility Program expenditure
account (16913202-66400) for FY 2021-2022 capital operating expenses. After the
appropriation adjustment funds are budgeted and made available in the following
accounts for the specified year.
