HomeMy WebLinkAboutItem 56 - 2022-23 Fiscal Year SB 1 Local Streets and Roads Projects Public Works Agency www.santa-ana.org/pw Item # 56 City of Santa Ana 20 Civic Center Plaza, Santa Ana, CA 92701 Staff Report June 21, 2022 TOPIC: 2022-23 Fiscal Year SB 1 Local Streets and Roads Projects AGENDA TITLE Adopt a Resolution for Fiscal Year 2022-23 SB 1 Local Streets and Roads Projects in an Amount Estimated at $7,553,444 for Capital Improvement Projects (Non-General Fund) RECOMMENDED ACTION Adopt a resolution affirming the Fiscal Year 2022-2023 SB 1 Projects List and anticipated funding in the amount of $7,553,444, which is required to be submitted to the California Transportation Commission (CTC) for budgeting the Fiscal Year 2022-23 Capital Improvement Program (CIP), as necessary for City eligibility to receive Road Maintenance and Rehabilitation Account Funding. DISCUSSION Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor in April 2017 to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and the local streets systems. The funding guidelines specify that before local agencies can receive their apportionment of Road Maintenance and Rehabilitation Account (RMRA) funds in a given fiscal year, they must adopt a resolution with a list of proposed projects (Exhibit 1). The City will receive an estimated $7,553,444 in FY 2022-23 from RMRA funds and must submit a resolution with the project list to the CTC by July 1, 2022 to maintain eligibility. Each RMRA-funded project must be specifically differentiated from the Highway Users Tax Account funding, and project nominations must include a project description, specific location, proposed schedule for completion, and the estimated useful life. The proposed projects are being incorporated into the FY 2022-23 Capital Improvement Program (CIP) Budget, and staff has prepared FY 2022-23 CIP Project Sheets (Exhibit 2) for each of the projects. ENVIRONMENTAL IMPACT There is no environmental impact associated with the action. Adopt a Resolution for 2022-23 Fiscal Year SB1 Local Streets and Roads Projects June 21, 2022 Page 2 2 7 5 1 FISCAL IMPACT Pursuant to the California Transportation Commission’s Annual Reporting Guidelines for Local Streets and Roads Funding, staff has identified five CIP projects to be funded with anticipated FY 2022-23 RMRA revenues in the table shown below. The proposed FY 2022-23 CIP was prepared using the California Department of Finance RMRA January 2022 estimate of $7,553,444 and budgeted in the HUTA Gas Tax-RMRA, Select Street Construction, Improvements Other Than Buildings account (Accounting Unit No. 05917660-66220). The City Council of the City of Santa Ana hereby finds, determines and declares as follows: A. Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, was passed by the Legislature and signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide. B. SB 1 includes accountability and transparency provisions that will ensure the residents of the City of Santa Ana are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year. C. The City of Santa Ana must establish a list of all projects to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement. D. The City will receive an estimated $7,553,444 in RMRA funding in Fiscal Year 2022-23 from SB 1. E. This is the fourth year in which the City of Santa Ana is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1. F. The City used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the priorities of the community for transportation investment. G. The funding from SB 1 will help the City maintain and rehabilitate local streets and roads and provide resources for similar projects in the future. H. The 2018 California Statewide Local Streets and Roads Needs Assessment found that the City’s streets and roads are in an good condition and this revenue will help Resolution No. 2022-XXX Page 2 of 5 us enhance the overall quality of our road system and over the next decade will help to maintain streets and roads condition. I. The SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance, safety, and investing in complete streets will have significant benefits statewide. Section 2. The City of Santa Ana adopts the following list of projects planned to be funded with Road Maintenance and Rehabilitation Account (RMRA) revenues for Fiscal Year 2022-23.
