TOPIC: Coronavirus Nonprofit Fiscal Recovery Fund
AGENDA TITLE:
Approve the Coronavirus Nonprofit Fiscal Recovery Fund Program in the amount of
$550,000 to Provide Financial Relief to Non-Profit Organizations Located on City-Owned
Land (Revive Santa Ana Program)
RECOMMENDED ACTION
1. Approve an amendment to the Revive Santa Ana spending plan to add the
Coronavirus Nonprofit Fiscal Recovery Fund in the amount of $550,000 and decrease
the amount for Community Center Renovations by $550,000
2. Direct the City Attorney to finalize and authorize the City Manager to execute
agreements with non-profit organizations awarded funds as part of the Coronavirus
Nonprofit Fiscal Recovery Fund program for a one-year term beginning June 22 , 2022
through June 21, 2023, subject to non-substantive changes approved by the City
Manager and City Attorney, and direct the Risk Manager or designee to determine the
necessary insurance requirements applicable for each project.
DISCUSSION
Background
In July 2021, the City of Santa Ana received approximately $128.3 million in Coronavirus
State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act
of 2021. These funds provide critical funding for resources to respond to the COVID-19
pandemic, address the economic fallout, and prepare for a recovery plan that is rooted in
equity and transparency. To guide the City of Santa Ana through identifying and
prioritizing expenditure areas for the City’s share of Coronavirus State and Local Fiscal
Recovery Funds, the City launched Revive Santa Ana, a comprehensive COVID-19
pandemic recovery initiative designed to deliver both short-term and long-term health,
financial, educational, and other support to the Santa Ana community. Revive Santa Ana
is divided into five main categories: Recovery from the Pandemic; Direct Assistance
Programs; Public Health and Safety; Critical Infrastructure; and City Fiscal Health.

Using SLFRF to Provide Assistance to Nonprofits: Coronavirus Nonprofit Fiscal Recovery
Fund for Organizations Located on City-Owned Parcels
Under the SLFRF expenditure guidelines provides by the U.S. Treasury, the City may use
SLFRF funds to aid nonprofits. Accordingly, the nonprofits may use these funds to
mitigate public health or negative economic impacts as a result of the COVID-19
pandemic. Under this program, staff recommends that the City enter into grant
agreements with the Delhi Center and the Santa Ana Historical Preservation Society to
provide these nonprofit organizations with recovery funds.
Over the years, the City of Santa Ana has entered into ground lease agreements of city-
owned land with non-profit organizations that provide community benefits to the residents
of Santa Ana. For example, in 1975 the City of Santa Ana entered into an agreement with
the Santa Ana Historical Preservation Society to restore, preserve and operate the Howe-
Waffle House and Carriage House as a historical landmark. In 2000, the City of Santa
Ana entered into a ground lease with the Delhi Center for the construction of a community
center on city-owned land.
These community assets serve as essential resources to the residents of Santa Ana.
They were severely impacted by the COVID-19 pandemic, losing much of their operating
revenue, and putting the vital services they provide to our community at risk. To help
mitigate the losses caused by the pandemic, staff is proposing to allocate $550,000 from
the American Rescue Plan Act to be put towards a Coronavirus Nonprofit Fiscal Recovery
Fund to assist non-profit organizations maintain and preserve facilities located on city-
owned land as follows:

FISCAL IMPACT
