Residential Parking Permits
•Policies differ between single-family and multi-family dwellings
•Density is a challenge
–Common to have multiple families living in a single home
–Many households have several cars
•Permit rates are high compared to nearby agencies
•Permit application process feels inefficient and inconvenient
•Common misconceptions:
–Parking permits are merely a revenue generator for the City
–If residents pay property taxes and/or car registration, they should not
have to pay for a parking permit
•Enforcement coverage is inconsistent and physical permits are
challenging to verify

Statewide Policy Factors
Santa Ana is impacted by the following policies:
•California Code 658.2 and 65852.22 (2020): Reduced parking
requirements to support ADU development.
•California AB 2097 (2023): Cities can no longer impose minimum
parking requirements on new developments within ½ mile of
public transit.
•2016 AG Opinion No. 14-304: Regarding the issuance of residential
parking permits, residents should not be distinguished based on their
type of dwelling.
–Multi-unit dwellings shall be included in permit zones and programs
alongside single-family homes.
