TOPIC: Award Aggregate Blanket Order Contracts for Custom Imprint Clothing and
Accessories
AGENDA TITLE
Award Aggregate Blanket Order Contracts to 1-Step Ahead, Branded Gifts Plus, BSN
Sports, LLC, Loso Creation, and So. Cal Embroidery, LLC for Custom Imprint Clothing
and Accessories, in a not-to-exceed aggregate amount of $2,125,000 (Specification No.
23-129A). (General Fund & Non-General Fund)
RECOMMENDED ACTION
Award aggregate blanket order contracts to vendors listed below for the purchase of
custom imprint clothing and accessories on an as-needed basis in an annual amount
not- to-exceed $425,000, with a total aggregate contract amount not-to-exceed
$2,125,000, for an initial two-year term expiring on November 30, 2025, with provisions
for three, one-year renewal options, subject to non-substantive changes approved by
the City Manager and City Attorney.

DISCUSSION
The City utilizes custom imprint clothing and accessories for employees who regularly
engage with the public and others who require City-branded clothing for workday attire.
The customized clothing with the City’s logo or seal ensures City staff is easily identified
and creates a uniformed appearance amongst staff. Customizations are specific to each
department, and it is necessary to replace the clothing and accessories on an as-
needed basis due to normal wear and tear and staffing changes. In addition, Central
Stores maintains an inventory of custom clothing and accessories available to staff city-
wide for purchase. Other miscellaneous non-inventory custom imprint clothing and

specialty items are purchased by departments throughout the City for various staff and
community events.
The Invitation for Bids (IFB) No. 23-129A was advertised on July 28, 2023, on the City’s
online bid and management publication system. A summary of IFB vendor participation
and results is as follows:

37 Vendors downloaded the bid packet
13 Bids received
2 Bids received from Santa Ana Vendors
Bids were solicited, opened on August 15, 2023, and evaluated (Exhibit 1). Of the
thirteen Bids received by the deadline, seven were deemed responsive and six were
non-responsive due to not meeting IFB specifications and/or complying with IFB terms,
conditions, and/or submittal instructions. The bids submitted by 1-Step Ahead; Branded
Gifts Plus; BSN Sports, LLC; Loso Creation; and So. Cal Embroidery, LLC were
determined to be the lowest, responsible bids, responsive to the specifications, and
meet the City’s requirements. Loso Creation and So. Cal Embroidery, LLC are local
vendors, located in Santa Ana, CA.
FISCAL IMPACT
Funding for the remainder of the current fiscal year are included in the FY23-24
budget. Funds for the duration of the contract period, an aggregate amount not-to-
exceed $425,000 annually, will be included in the proposed budgets for various
departmental Miscellaneous Operating Expense accounts (no. 63001) City Council
consideration.
