TOPIC: Purchase of 13 Storage Containers
AGENDA TITLE
Award Purchase Order to Bizon Group, Inc. for Storage Containers (IFB 23-103) (Non-
General Fund)
RECOMMENDED ACTION
Authorize a one-time purchase and payment of Purchase Order to Bizon Group, Inc for
thirteen new storage containers, in an amount not to exceed $128,430, subject to non-
substantive changes approved by the City Manager and City Attorney.

DISCUSSION
The Public Works Agency’s Water Resources Division (Water Resources) oversees and
maintains the daily operations of the water system and sanitary sewer system. The
City’s water system is comprised of approximately 478 miles of water mains with the
sewer system having approximately 390 miles of sewer mains serving 333,000
residents and businesses of the City of Santa Ana.
The Water Resources Division is requesting to purchase 13 steel storage shipping
containers to be utilized by various sections within the division. Water Resources relies
on having specialty equipment, tools, and other items such as pipes, hydrants, and
valves on hand for the repair and maintenance of the City’s water system infrastructure.
The containers will be kept at various sites and provide a secure location for these
items. Currently, the Water Resources Division is renting similar containers on a
monthly basis. As the Division continues to utilize steel storage containers, purchasing
these units will offer the most cost-effective solution.
The Invitation for Bids (IFB) No. 23-103 was advertised on July 3, 2023 and offers were
solicited. A summary of the IFBs and offers received is as follows:

0 Bids Received from Santa Ana Vendors
Bids were solicited, opened on July 27, 2023, and evaluated (Exhibit 1). Four bids were
submitted by the IFB deadline. Of the four Bids received, three Bids were responsive.
The bid submitted by Sun Pac Storage Containers was deemed non-responsive due to
not submitting their Bid per IFB specifications and instructions. The bid submitted by
Bizon Group, Inc. was determined to be the lowest, responsible bid, was responsive to
the specifications, and meets the City’s requirements.
Local Outreach Efforts
The Purchasing Division advertised this project on the City’s online bid management
and publication system, which directly notified six Santa Ana vendors, none of which
downloaded the IFB and submitted a proposal for consideration.
FISCAL IMPACT
Funding is available in the current FY 2023-24 budget. The following table summarizes
the funds budgeted and available for expenditure to deliver agreement services.
