GOVERNMENT CODE §84308 APPLIES: Yes DISCUSSION The Public Works Agency’s (PWA) Parks, Fleet, and Facilities Division is responsible for the acquisition, maintenance, repair, and replacement of vehicles, trucks, and maintenance equipment. With the assistance of the Fleet Services Team, the PWA Maintenance Services Division is requesting a new Bobcat S66 with Felling trailer. The PWA Maintenance Services Division is responsible for maintaining approximately 400 miles of streets and 800 miles of sidewalks. As a part of its work equipment fleet, the Division requires a skid steer loader vehicle. The skid steer loader is a versatile and multi-functional all-purpose vehicle with a wide range of attachments that enables staff to carry out various tasks efficiently during their daily field operations. These tasks include moving and lifting heavy objects, such as tree limbs, tree trunks, and clearing away illegally dumped debris and rubbish. The compact size of the vehicle makes it suitable for use in tight locations that require nimble operation, such as narrow alleys and easements. Moreover, the vehicle is essential in emergency situations, such as responding to rain and windstorm events as well as after-hours emergency service calls, making it a vital asset for the City's emergency preparation efforts. Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase against contracts from any public agency utilizing a competitive bid process. Sourcewell, a cooperative government purchasing agency, awarded a contract to South Coast Bobcat Purchase of a Bobcat S66 Loader Vehicle with Trailer November 7, 2023 Page 2 3 8 2 8 (Contract No. 040319-CEC) as a result of open, competitive bidding on behalf of its members, which includes government agencies. Staff researched available procurement options and product offerings in the market, and determined that South Coast Bobcat of Orange, CA meets the City’s specifications. By leveraging the procurement power through cooperative purchasing, the City of Santa Ana is able to obtain nationally vetted, high quality products at competitive volume pricing, and is in accordance with the City’s existing Purchasing guidelines.
