Thanks for your prompt reply.
Councilmember Lopez informed me that the location actually sits in Tustin. I checked
this out on a Ward 3 boundary map and it seems correct.
No matter, any assistance the City can provide in further clean up or preventing future
situations is always appreciated.
This area has been difficult and as such we have called SAPD, QOLT and City Net to
respond and will continue to do so until we hear otherwise.

great esteem.
Yes, the shortage of officers, as this situation illustrates, can have severe consequences.
The residents were fortunate this time;however, I hope something can get figured out to
mitigate a recurrence within the entire City and that protects all its citizens.

A fire erupted at the subject bus stop just a few days ago, immediately
across the street from the Metro Senior Apartments, a residence for
individuals 62 and older.
It may seem unusual for a fire to occur at a bus stop; however, residents
have placed an individual who has frequented the location for sometime.

for either taking drugs or sleeping at the stop late at night.
The stop also had a recent episode of a homeless encampment, which
despite the miscommunications within City Net, was eventually addressed

Recently, on November 8th at 4:45 pm, I called the police because he and
another individual were apparently inhaling drugs in public (photo
attached). After 45 minutes of waiting, I decided that despite Councilman
Becerra's best effort, this call would not be a priority.
It would be speculation to state the cause of the fire; however, what is
most alarming is the proximity of the fire to a lab which contains
hazardous materials and chemicals and to a senior citizen community,
many who are disabled and are wheelchair bound.
No matter what the precautions at Lab Corp, those disabled senior citizens
who live nearby were placed at risk and that is unacceptable.
My hope is that the situation does not repeat itself, here or anywhere in the
City. More importantly, as the Council and with the hiring of a new City
Manager and Police Chief, something needs to be done to improve response
times.
As this situation illustrates, these problems do not correct themselves and
can only become worse, even to the point of endangering lives.

My name is Benjamin, I had sent a couple of emails over to your office through the main web form about a year
ago, as well as to Leticia Lewis < and LTG Scheduling < ,
with the first contact being during the second half of 2021, and then with repeated contact attempts throughout
the next few years. The most recent that I have was on March 9th, 2023 by email. This has all been in regard to
extreme, very criminal and very extreme mistreatment at one of the UC system campuses. My understanding is
that this originated there and was then brought elsewhere. I had used terms of both the attempt at murder and for
torture, both experienced, and dragged out for multiple years. In the email on March 9th I had again raised the
concern, referencing this as cyber terrorism with physical injury, stating this as being done through the abuse of
a combination of biotech and computer science. This is how this was understood at the time. More recently this
has evolved into the use of the term cybernetics. From another article I have the term “brainet”, a derivative of
brain-net. This was brought up as a speculative item within a ResearchGate article from 2017, this now appears
to be fully in use, and is what I was dealing, and part of what was abused, both at Berkeley and elsewhere in
relation to this concern. This appears to be fully present within the state of California, and was also observed in
Washington, DC. This would make this fully present within the United States as an active phenomena. I have
also read a book titled “The Spatial Web: How web 3.0 will connect humans, machines and AI to transform the
world” by Gabriel René and Dan Mapes, this is the full title, and this brings the terms spatial web, web 3.0, and
mixed reality into this as well for a fuller understanding. Within the book there is speculation for biotech use
and for ingestibles in relation to the spatial web. This also mentions smaller scale engineering for the same. The
book is very speculative but it does cover topics. While I was on the UC campus last Fall, this was during Fall
2022, there was a booth on the everglade for “Neurotech at Cal” which makes this further real. It is my
understanding that what I was being put through as a person was accomplished through a combination of
technologies. I understand the concepts involved well enough at this point in time. I have two police reports
with the UCPD Berkeley, this is the University of California, Berkeley campus police department, for terms of
attempted murder, stalking, and torture, along with complaints to Student Conduct, the Office for the Prevention
of Harassment and Discrimination, as well as Path to Care, this is their program for abuse, usually sexual, I did
follow through with the advice to contact them, and despite all of this they were allowing this to continue on the
campus. This is as I was enrolled. There was a Lieutenant with the UCPD who called me a “rat.” This was a
member of law enforcement. My rights as a citizen do not disappear upon the acceptance into a UC system
campus. My rights as a citizen do not disappear upon the moving up to a different county. In contrast, there is a
responsibility to be kept safe while I am there. I was not kept safe while I was there. I have police reports not
only with the UCPD Berkeley, but with the City of Berkeley Police Department, Oakland, San Francisco, El
Cerrito, and San Diego, and I had sent emails to the Washington, DC Metro Police Department but do not have
a formal report. I am currently back in San Diego. I am concerned that there has been avoidance of this due to
the newer technological terms involved, as well as some of the students and participants having privilege.
America is built upon equal and free. They had tried to remove the ability for happiness from my body, both
happiness and capability, as a continual, at least semi-public, murder / torture / sex assault event. This is literal.
This was happening over a network that I assume that they assumed was internet anonymous and unable to be
held accountable. Identifying the technology involved begins to hold this accountable. I have a right to have this
held accountable and I am asking to be supported in this. As a student who was invited to attend there had been
a responsibility to keep me safe. There were too many things which were happening very openly within the
area, and involving many very unacceptable terms. Some of the terms used were, “Sacrificed,” “Desecrated,”
“Devoured,” “Descended,” and “Rescinded” in relation to my harm. Each term is a reference to something
involved, either physical or concept. None are acceptable. There is also a term of “Percival” which I need to be
able to address. I need to have a response to this. If 25 people go to jail, then they do, and they should have
declined participation. If 50 people go to jail, then they do, and they should have declined participation. The
criminal justice system should not care how many people were involved. The criminal justice system should
love to have them there. This is my right as well, and I am requesting this as an American adult. My preference
is to put everyone who participated in hurting me in jail. This is the same for those who participated in keeping
me in a state of lack of help. This prolonged suffering.

There is an additional need to be able to address the life contrast from the removal of things from my body
which were and are my right to have. I need to be able to address this normally, in the same way that I would
address other things in life. I need to both fully understand the life contrast, with full honesty, and full
disclosure, both short and long term, and to be able to fully address this, and to be able to approach this
normally through normal means. I need to have reference-able vocabulary for this. This is for all things
involved in this. I am old enough to remember when the cell phone first came out, and how excited my father
was for this. He remembered when this used to require a briefcase. I have always paid attention to technology. I
need to be able to address this normally. This now affects my health and life more directly.

This concern is directly relevant to the responsibilities of your office. I attended the California Community
College system, multiple colleges, completed the IGETC, transferred fairly to a University of California system
school, and while there in the area I was mistreated at a level unknown to be fully possible as a concern prior to
this happening. This is literal. There is blanket protection from this sort of thing. It is redundant at every level.
The response to this needs to be fully protective of me as the victim. This is both for the purpose of arrests and
for the right to recover.
