TO WHOM IT MAY CONCERN;
The proposed increase from $5.35 per month to $11.72 per month effective July 1, 2024, is an increase of
45.65% which is outrageous.
The City already has a sales tax of 10.25% which is the highest in Orange County. Most cities in Orange
County have a sales tax of 7.75 which is 2.5% lower than the City of Santa Ana.
The City also has a utility user's tax of 5.5% which is charged on Cable TV and Internet services; Electricity;
Gas; Mobile Phone ; and all items billed on the Water bill (Basic Service Charge; Water; Refuse; Sanitation;
and Sewer Service) My most recent Water bill included $13.69 utility user's tax, which can be seen to be no
insignificant amount when applied to all the other bills enumerated.
In fact the proposed increase to $11.72 will actually increase by another $0.65 per month in additional utility
user tax.
Very few Cities in Orange County have Utility Users Tax and those which do rarely include all of the services
taxed by the City of Santa Ana
I had at one time done research comparing the City of Santa Ana charges for items included in the Water bills
with those charged by the Cities of Orange and Garden Grove and found those charged by Santa Ana to be
significantly greater. I presented the results to the City Councilman for my Ward at the time and no action was
taken. The reason I chose the Cities of Orange and Garden Grove was that I have friends residing in these cities
and was abet to get copies of their utility bills for the comparison.
I strongly oppose the proposed subject increase and urge the City to find ways to reduce spending instead of
constantly increasing charges for services to the residents and property owners.
If it is possible for other cities to provide these same services to their residents at a lower cost, surly the City of
Santa Ana should be able to do the same.

I'm Tuyen, the resident at 1275 S. Hickory Street, Santa Ana, CA 92707. I'm reaching out
to share my thoughts on the proposed increase in the sanitation services charge from
$5.35 to $11.72. In my opinion, this doubling of the fee doesn't seem justified as the
service quality remains unchanged. While a slight increase could be understandable, the
proposed amount appears excessively high.
My daily walks with my children to school highlight the poor condition of the pavement,
laden with litter and dog waste. Despite my weekly complaints, it seems there's little
improvement. It's disheartening to pay a substantial fee for a service that doesn't show
signs of enhancement.
Comparing our tax rate of 9.95% to Irvine's 7.75%, the significant difference in cost
becomes more apparent. Despite our higher taxes, the community services here seem
subpar. I hope these concerns are considered before finalizing any adjustments.

I am writing to protest the proposed increase in sanitation services user charges.
The key problem is that the proposal begins with an increase of more than double the current charges! This is a lot to
absorb at one time, and can likely be phased in at a slower pace. Additionally, one can easily argue that there are many
areas within the city where costs can be reduced to pay for the additional services.
I am sure that everyone who lives, works in, and visits Santa Ana want the city to be as clean as possible. My response
isn't to argue against the proposal -just the abruptness of the fee increase.
Please consider either phasing in the additional services and/or finding some of the funding through cost cutting either
within this proposal or in other areas of the city budget.

Hello,
I am writing in response to the letter I received today regarding the increase in sanitation charges. I understand
that the price of everything has to increase over time due to inflation, however I do not believe that this increase
will be solving the underlying issue.
It seems that since Mayor Sarmiento has left office in 2020, the underlying issue has been the significant
increase in homeless people camping out in parking lots and behind buildings, leaving trash in gutters and along
our streets, passing out on sidewalks that are necessary for those in wheelchairs, throwing garbage and used
syringes in grassy area where our children walk to the stores and throwing beer cans over our fences because
they "thought it was an empty lot".
I know that programs have been created to try and provide resources and rehousing opportunities through
programs such as QOLT and SMART, however I have found time and time again that submitted work orders in
the MySantaAna app requests are being closed by "CityNet" with no resolution other than to "call the Santa Ana
Community line at (714) 242-3706 to speak with a live dispatcher". Other times, work orders will be closed by
"anonymous" posters and the resolution will be "for complaints regarding subjects loitering, please call the
Santa Ana Police Department non -emergency". If the posts are answered by QOLT, pictures are attached
showing the issue has been solved (which I greatly appreciate).
I have called and submitted multiple work orders through the MySantaAna app for people living in their cars
along the street near my house and yet every day they are still there. Trash continues to build on the sidewalks
and in the streets. I no longer feel safe walking my children along that street.
The increase in sanitation charges is only a bandaid to the underlying issue that is being pushed off to other
departments instead of being handled in that moment. If there is an encampment or people loitering, does
whoever is tasked with removing those individuals ensure they clean up the trash they have with them or are
they tasked with cleaning it up themselves? If not, this step would drastically reduce the amount of trash and
garbage left behind.
I would like to know which department is responsible for ensuring that the work orders submitted through the
MySantaAna app are being completed correctly and not being passed on to other departments unnecessarily. If
someone would please forward my message to someone who has more information on this matter I would
greatly appreciate it.

I am writing to express my protest and frustration regarding the recent suggested increase in
Sanitation fees. It has come to my attention that our utility bills are set to rise, and I must vehemently
The timing of this increase could not be more inappropriate, given the current economic challenges
faced by many individuals and families. In the midst of rising inflation, job insecurity, and other
financial burdens, imposing a higher utility fee places an unjustifiable strain on the community.
I urge you to reconsider this decision as many are already financially struggling. If the fee increase is
indeed unavoidable, I urge you to explore alternative measures to lessen the impact on residents who
are already grappling with financial difficulties.
I believe in the importance of community engagement and cooperation, and I hope that you will take

Good morning,
I am writing in regards to the suggested increase in the Sanitation Services User Charge. I understand the costs
of running services has increased substantially over the past few years however a suggested increase of 119.1%
seems beyond palatable. As the annual inflation rate for FY2023 in the US was 3%-4% an increase from
$5.35/unit to $5.51-$5.56 seems much more inline with the overall economy. Raising from $5.35/unit to $11.72
is unreal.
As all of us grapple with rising costs (I'm sure you are as well) however more than doubling the cost of services
is out of line. Why not lean on Republic and the agreement that was made when the contract for Santa Ana was
agreed upon to assist?.
A key component of the new waste collection agreement is the Clean City Initiative, for which the City Council strongly advocated throughout the process of
choosing a waste hauler. Among the Clean City services that Republic will provide:
• Proactive and on -call litter cleaning and bulky item removal in the public right of way
• 250 trash containers citywide on heavily trafficked sidewalks and other public rights -of -way
• Sidewalk litter and debris cleaning service
• Sidewalk power washing
• Washing and sanitizing all trash bins once per year upon customer request
• $50,000 annually to the City to start a Clean Business Initiative
On Tuesday, the City Council added to the agreement that certain Clean City Initiative services will start earlier than originally planned.
The City Council also added a requirement that Republic provide up to 14 public trashcans for each of the City's 64 neighborhoods, if requested by a
Neighborhood Association. These will be emptied weekly with residential waste pickup.
Thank you for taking the time to read the above. I strongly urge the increase to be reconsidered to be more
inline with economic reality.

1. There is mention of an ongoing expenditure of $3,0 million for the introduction of a new street
sweeping contract, but there's no indication whether this is more than is currently spent on this
service, sothis iynot really anexplanation for the increase incharges.
I The "key arterial and commercial corridors" will be cleaned more frequently, but again there are
no details provided to compare to the current cleaning schedule, or where exactly the more
frequent cleaning will bedone.
3. There is no definition for "per Unit" on page 3 of 3 where it indicates what the increases will be
over the next 5 years. What does "per Unit" mean?
My family and my neighborhood will not see a change in the frequency of street cleaning; and we don't
need it to be more than once a week. There are riot enough specific details in the enclosed notice for
any Santa Ana residents to determine whether there is a legitimate reason for these increases.
P5.: Please inform the maintenance workers that work on the traffic islands on 171 h Street, Bristol and
Fairview, not to blow dirt, grass, and leaves on cars that are passing by. Too many times I have had my car
washed only to have dirt and debris blown on it by a maintenance worker within minutes of having it
washed. it's very frustrating. They have no respect for the cars driving by. What ifsomeone has their
window open? That person isgoing toget dirt blown right into their car and ifdirt gets intheir eyes and
they crash, then that's the Oty's fault. So it's also a safety hazard.

I am in receipt of the Notice of Public Hearing concerning proposed changes to the City of Santa Ana
Sanitation Services Users Charge and am writing to advise that I strongly OPPOSE the proposed
increase.
The residents of Santa Ana have already seen an increased charge for services. Water rates are an
example and we pay higher sales tax than other cities.
The proposed change is a 50% increase effective July 1, 2024 per the graph on page 2 and
increases every year resulting in a charge of $13.45 as of July 1, 2028.
The residents of Santa Ana already pay too much in taxes. Other options need to be explored to
cover this increase. Perhaps the revenue from Measure X is a better source to cover this expense.

I strongly agree that all services are being raised due to cost of doing
business, i.e. salaries, fuel, maintenance etc. BUT being a resident of a
gated I already pay more for the same reason for services of cleaning
streets and picking up trash. So why should we who live in gated
communities be charged as individual property owners and also for living
in the city of Santa ana? For those living in gated communities do not get
our streets swept by the city nor power washed etc. I believe that in this
proposal there should be some compensation of a smaller increase for
residents that live in gated communities.

Please record my opposition to the prosed 110 % fee increase . The letter says 3.5 % increases but first year is 110 % so
the proposal should be tabled as misinformation was given in the notice letter as a cover up to the large increase .

I own the property at in Santa Ana.
I hereby protest the proposed 5 years of rate hike on property owners of Sant Ana properties. We already have our
shackles forced on us with your socialist -style rent control in your city, where property owners are continually
sacrificing our/their personal livelihoods, as charity to tenants and government of Santa Ana. Since we are subjected to
this forced control of needed rent increases during high inflation and rising utility costs, skyrocketing insurance and
mortgage rates, you bet we protect this additional rate hike of Sanitation's servicesM

I know it is the law that requires the city to hold public hearings. But it is really just a waste of time, pardon
the pun. I have been a resident of Santa Ana for nearly 50 years, I am 80 years old and have attended so many
public hearings that I can't count them. The result of each one has always been the same — the plaintiff always
wins.
The real question is: What will it take to defeat the rate hike? Despite the stated reasons given for the
increases, what are the alternatives, if any, if the city miraculously decided to withdraw this particular
proposal?
This letter is really just an opportunity to address my opposition, but I know it will fall on deaf ears and will be
initiated as planned July 1.

I have been notified that the city of Santa Ana is considering raising homeowners' charges for sanitation service
usage. I vehemently oppose this proposal for the following reasons:
1. It hasn't been that long since usage rates were raised due to a change in service providers.
2. Homeowners got no additional services for that price increase. In fact, sorting items became more
complicated and time consuming for residents.
3. It is unreasonable to double costs and then to further increase usage fees over the course of five years.
4. The proposal does not cap increased prices --City Council can entertain additional Proposition 218
proposals seeking to further increase fees in any year.
5. No arguments have been made to adequately explain the need for additional charges as proposed.
Please avoid raising Sanitation Services user charges. Please considering alternative plans that would alleviate
some of the financial burdens mentioned in the public hearing notice.

I am writing to vehemently protest the proposed increase in Sanitation Services in the City of Santa Ana. As a
manager overseeing approximately 100 units of commercial and industrial property, the mandatory utilization
of a single vendor for sanitation services without the freedom to explore competitive alternatives is a severe
injustice imposed upon us.
The exorbitant cost enforced by Republic Services, the sole mandated sanitation company, is nothing short of
extortionate. Permit me to present a glaring comparison: In the neighboring city of Costa Mesa, for identical
services comprising a 6-yard bin and recycling provision six days a week, the cost stands at a mere $240 per
month. Astonishingly, under Republic Services in Santa Ana, we are subjected to a staggering $1300 for the
same level of service. Such a disproportionate fee structure is indefensible and reeks of exploitation.
The financial burden this places upon property owners is unconscionable. The year-end total for 2023 for the
property under protest (Parcel#: 408-152-38 and 408-152-39) amounted to a staggering $37,374.73. This
financial pillage severely impacts property owners, particularly in an area characterized by lower income
demographics. It is imperative to recognize that this unjust escalation in costs significantly burdens those who
can least afford it.
I implore you to reconsider not only the proposed rate increase but also the mandated restriction that confines us
solely to Republic Services. The absence of options and the absence of competitive pricing violate the basic
principles of fair market practices. Allowing property owners, the agency to explore and negotiate alternative,
more affordable sanitation services is not only fair but essential in rectifying this evident injustice.
The current system not only perpetrates financial harm but also undermines the principles of fairness and justice
within our community. It is time for change. I beseech you to prioritize the welfare of Santa Ana's population by
revisiting the rate increase proposal and enabling us to advocate for ourselves in securing more reasonable
sanitation service options.

This is regarding a notice I received from the City indicating a desire to increase the Sanitation Services
User Charges.
I object to this is the strongest way possible.
If I read the projections properly, it seems the City is planning an increase of more than one hundred
percent, from $5.35 FY 2023/24 to $11.72 FY 2024/25.
Is this a joke?
This kind of an increase is indicative of poor management and demonstrates a lack of appropriate
financial forecasting and planning. To pour salt in this wound, it seems the City was unable to perform
these basic management functions and hired an outside consultant (SCS Engineers) to conduct a "study."
Who knows how much THAT cost. My guess would be hundreds of thousands of dollars.
I suggest that City management do the job residents are paying for, and not impose additional fees to
compensate for performance shortcomings. Take the additional funds you need from payroll, reducing
the salaries of those who are not fulfilling the basic functions of theirjobs.

I have owned this four-plex for over 50 years. I have worked to control my costs in order to keep my rents
at or below market rates. My units are well maintained and I have no problem keeping them rented. I
normally only increase rents when a tenant moves out. Lately the state of California and the city of Santa
Ana are forcing me to revisit my philosophy about rent increases.
Santa Ana switched waste management companies from Waste Management to Republic services. Not
only was there a rate increase in the services received but the service was so spotty I had to get with
Christy Kindig at Public Works to get things working as promised. Then the state of California forces us
to have an Organics Recycle Cart and a Regular Recycle Cart. That adds $162.00 to my already elevated
trash bill. Just the other day I was informed that my apartments must have their balconies inspected by a
licensed contractor at a cost of $300-$500. 1 am required to have a business license. I pay substantial
property tax.
The State and the city pass laws on rent control and at the same time increase the cost of running
affordable housing. When will this stop?
Presently I pay $42.80 every other month for sanitation. You want to more than double it to $93.76. Help
me keep my rents under control and reject this proposal!

The proposed increase from $5.35 per month to $11.72 per month effective July 1, 2024, is an increase of 45.65% which
is outrageous.
The City already has a sales tax of 10.25% which is the highest in Orange County. Most cities in Orange County have a
sales tax of 7.75 which is 2.5% lower than the City of Santa Ana.
The City also has a utility user's tax of 5.5% which its charged on Cable TV and Internet services; Electricity; Gas; Mobile
Phone ; and all items billed on the Water bill (Basic Service Charge; Water; Refuse; Sanitation; and Sewer Service) My
most recent Water bill included $13.69 utility user's tax, which can be seen to be no insignificant amount when applied to
all the other bills enumerated.
In fact the proposed increase to $11.72 will actually increase by another $0.65 per month in additional utility user tax.
Very few Cities in Orange County have Utility Users Tax and those which do rarely include all of the services taxed by the
City of Santa Ana
I had at one time done research comparing the City of Santa Ana charges for items included in the Water bills with those
charged by the Cities of Orange and Garden Grove and found those charged by Santa Ana to be significantly greater. I
presented the results to the City Councilman for my Ward at the time and no action was taken. The reason I chose the
Cities of Orange and Garden Grove was that I have friends residing in these cities and was abel to get copies of their
utility bills for the comparison.
I strongly oppose the proposed subject increase and urge the City to find ways to reduce spending instead of constantly
increasing charges for services to the residents and property owners.
If it is possible for other cities to provide these same services to their residents at a lower cost, surly the City of Santa Ana
should be able to do the same.

Question: where do I go to find my current sanitation account? I went to
https://www.republicservices.com/mun.icipalitV/santa-ana-ca and there's nowhere to log in.
Protest reasons:
1. There is mention of an ongoing expenditure of $3.D million for the introduction of a new street
sweeping contract, but there's no indication whether this is more than is currently spent on this
service, so this is not really an explanation for the increase in charges.
2. The "key arterial and commercial corridors" will be cleaned more frequently, but again there are
no details provided to compare to the current cleaning schedule, or where exactly the more
frequent cleaning will be done.
3. There is no definition for "per Unit" on page 3 of 3 where it indicates what the increases will be
over the next 5 years. What does "per Unit" mean?
My family and my neighborhood will not see a change in the frequency of street cleaning; and we don't
need it to be more than once a week. There are not enough specific details in the enclosed notice for
any Santa Ana residents to determine whether there is a legitimate reason for these increases.
P.S.: Please inform the maintenance workers that work on the traffic islands on 17t" Street, Bristol and
Fairview, not to blow dirt, grass, and leaves on cars that are passing by. Too many times I have had my car
washed only to have dirt and debris blown on it by a maintenance worker within minutes of having it
washed. It's very frustrating. They have no respect for the cars driving by. What if someone has their
window open? That person is going to get dirt blown right into their car and if dirt gets in their eyes and
they crash, then that's the City's fault. So it's also a safety hazard.

I prepared this letter to declare mine and other residents opposition to the proposed increase
in sanitation service charges.
Generally, I support city services rate increases that provide the services residents need.
In this case I am opposed for the following reasons:
1. Recent increases in the water rates have already increased my utility charges through an
approximate doubling of the basic service charge. Reducing my water use has little effect on my
water bill.
2. The new contract with Republic Services already resulted in an increase in Santa Ana residents'
trash collection fees.
3. Santa Ana residents approved a hefty sales tax increase effective April 2019 through Measure X. I
think the city should use revenues from that source to pay for added sanitation services charges.

I am writing to express my strong objection to the proposed changes in the sanitation services
users charge, specifically the staggering increase from the current rate of $5.35 per unit to the
proposed $11.72 per month per unit, with additional annual increases of approximately 50
cents.
This proposed hike places an unreasonable financial burden on the residents of our city. Such
a drastic increase in fees could significantly impact individuals and families, particularly those
already facing economic challenges. It is essential to consider the broader implications of these
changes on the community's well-being.
Furthermore, the lack of transparent communication and justification for such a substantial
raise is deeply concerning. A comprehensive breakdown outlining the necessity and specifics
behind this sharp increase is imperative for us, the users, to understand and evaluate the
reasons behind this proposal.
Moreover, the annual increment of approximately 50 cents per unit is unsustainable and
exacerbates the financial strain on residents, especially considering the already high proposed
initial charge. There should be a more equitable and gradual approach to any fee adjustments
that consider the economic realities of our community.
I urge you to reconsider and reassess this proposal, taking into account the impact it will have
on residents and their livelihoods. It's crucial to engage the community in these decisions and
seek alternative solutions that do not unduly burden the people.

NO!!!!!!!!!! My sidewalks are dirty all the ?me with debris from the city trees. My sidewalks
are a trip and fall hazard due to the roots from the city trees. The gu?ers on Santa Clara
between Tus?n Ave and Glassell are always filled with trash as is the easement outside the
fence of Fairhaven Cemetery. The tree trimmers come and trim the trees and leave a large
amount of trimmings behind which the street sweeper pulls his rig around so it doesn’t get
picked up. I try to take walks and have to avoid trash from people and trees all around my
neighborhood, which is off of Santa Clara between Lyon and Wright streets. The sidewalks on
Santa Clara have graffi? etched into them that has never been removed. The brand new
planter on the corner of Lyon and Santa Clara has become nothing more than a weed patch
and garbage collector.
If you would show the residents of Santa Ana that you can and will do a be?er job then we can
discuss an increase in fees. At this ?me I think you owe us a lot of back work that has been
neglected for far too long.

I am writing to express my deep concern regarding the new proposal for sanitation
increases in Santa Ana. As the owner of a residential property located at 1601 S.
Cedar St, I strongly believe that the proposed 50% increase in sanitation costs is
unreasonable and unfair to the residents and property owners of our city.
Furthermore, I have recently learned that Republic Trash, our current sanitation
service provider, is also planning to raise their prices due to the implementation of
the statewide law, SB 1383. This double increase in sanitation prices will
undoubtedly place a significant financial burden on both residents and property
owners alike.
In addition to the sanitation cost issue, I would like to bring to your attention the
strain that the city's restrictions on rent have placed on housing providers. With
the already challenging economic climate, these additional burdens make it
increasingly difficult for us to provide quality housing and maintain fair rental
prices for our tenants.
I kindly request that you reconsider the proposed sanitation increases and explore
alternative solutions that do not place an excessive financial burden on the
residents and property owners of Santa Ana.

into serious consideration and work towards finding a fair and reasonable

We are in receipt of the proposed changes to the City of Santa Ana Sanitation Services.
Per the proposed chart trash service will more than DOUBLE in 2024. Trash is a
significant cost for renters and property owners. While most property owners choose to
cover trash services for their residents this is not always the case.
The city of Santa Ana has prioritized keeping monthly costs down for Tenant's. In fact,
Landlord's are only permitted in increase rents 2.54%. Why should the sanitation
department be permitted to allow an increase of OVER 50 for services?

Proposed Sanitation Fee Increase
On February 20, 2024 the city will be holding a public hearing about increasing the sanitation fee 119% per unit
starting in 2024.
While this may not seem like a significant amount of money, when multiplied across the number of units in
Santa Ana it represents a tremendous burden for property owners.
Additionally, at a time where property owners are limited to raising rents less than 3%, it becomes problematic
to increase city service fees by more than 3% and to do so for several years running.
Any effort to raise rates this much - especially on a service used individually by units - should be able to be
reflected in any rent increase on a comparable level.
We ask the city to consider another option that works for multifamily housing in an equitable way.

Proposition 218 - Protest
Residential have been stabilized and their usage have been the same for decades. However, new
business owner increased and they used more which damaged existing sewer system and most likely is a place
for homeless people. Therefore, you should be increasing user charges on businesses or investor who most
willing to pay for their return. Moreover, it is fair for senior people and elders who less likely to use their
service. Young people has more capable to pay more if they want to use more service and love to go to stores or
restaurants. They should pay more because of their needs; those who use more, pay more. We, homeowner in
Santa Ana City don't need that much service. Why do we have to pay more? We understand the inflation is
unbearable but this Proposition 218 massive increasing almost doubled from 5.35 to 11.72 is way too much and
impact after covid recovery. I strongly disagree with Proposition 218.

I'm writing to express my objection to the proposed increase in user fees for the roadway cleaning and environmental
sanitation program services. While I understand the importance of maintaining a clean and healthy environment, I
believe the proposed increase is unfair and unreasonable.

This letter is regarding the potential increase for the City of Santa Ana Sanitation
Services User Charge. As a housing provider, I understand the importance of
street sweeping, abandoned item collection, sidewalk cleaning, power washing,
addressing illegal dumping, and cleaning alleys in our community. Maintaining
our neighborhoods provides a quality of life that we all deserve, especially as tax-
paying citizens.
Unfortunately, the current rent control has interrupted many of the necessities our
neighborhoods require. As a small business owner, rent control has limited my
ability to maintain my property and to get a fair return due to inflation and
economic pressures mentioned in the letter issued by the City of Santa Ana and
the reason for this potential increase.
The allowable rent increase for September 1, 2023, through August 31, 2024, is
2.54%. This amount does not allow me to recover the increase in my water, gas,
and trash bills due to inflation. Property tax, insurance, and maintenance cost are
also higher, and now housing providers must pay a Rental Registry Fee. My
rents are far below market rent, which was not an issue until rent control
prevented me from recovering the cost of inflation.
The City of Santa Ana is now asking property owners to foot the bill for another
expense that will make them fall further behind. I do not believe this increase
should be placed on the shoulders of property owners who have been limited
from recovering costs by reasonably increasing rent. It is unfair to housing
providers to enforce rent control and increase fees simultaneously. I do not agree
with charging property owners for this potential increase.

We are shocked, and worried about the notice we received in the mail. About the Sanitation increase
charges, beginning July 1, 2024. This unfortunate change would greatly affect us. Due to the fact that,
this is a family owned property. We do not have renters, therefore we have no way to leverage the
cost of increase charges. As a family, we all participate to pay the mortgage, Taxes and city service
fees. We are burly hanging on in these economic times. As it is currently, we already pay more than
enough for the sanitation services. We are all very conservative when it comes to water usage and
waste disposal. I even called once to see if we can return 3 trash cans back, to get a lower fee on our
Refuse service.. as we don't need or use that many trash cans. I was told this is not possible.
Therefore we strongly oppose any more future increase charges on our bill.

for your user charges. The city is constantly raises some kind of fees. Years ago it was sewer fees
now it is sanitation fees what is next? The city hired a new Sanitation company the residents should
not have to pay extra for the contract that was agreed upon by the city and Republic Services there
service is not as good as Waste Management in fact today they didn't pick up the green waste and it
is not the first time. People are having a hard time trying to make ends meet we do not want to keep
having to pay extra year after year it all adds up. If you impose an extra charge on the water bill or
any other type of fees I am sure you will be having residents defaulting on there bill. I urge you not to
increase the fees.

Santa Ana Sanitation Service Rate Increase
I manage multifamily apartments in the City of Santa Ana and I want to express my opposition to the proposed
sanitation service rate increase being discussed by the City Council on February 20t". The Santa Ana RSO has capped our
ability to increase rent rates beyond 2.5% under the current CPI calculation; yet the City is also proposing an expense
increase of 119% in this new proposal.
The fact that the City is stifling our ability to reasonably keep up with skyrocketing expenses is bad enough, but for the
same entity that is capping our ability to recoup expenses to be the same entity contributing to the widening gap
between expenses and income is just adding insult to injury. Our property runs very efficiently and yet in 2023 our
income was up 4.1% while our expenses were up 10.5%. This is before the Rent Registry Fee has been implemented
which is going to further erode our return for investors.
I urge you to deny this astronomical rate increase, at least while the City continues to artificially hamper our ability to
recoup expenses.

I am writing to the City Clerk and Council member to protest about the proposed changes to the City of Santa Ana
Sanitation Services. I know the council members will be having a public hearing tomorrow at 5:30 PM, and I would like
to give my opinion on this matter.
Increasing the charge of Sanitation Services from $5.35 to $11.72 on the first year is too much. The increase is over
100% increase. The economy is already bad, and now we must pay over 100% more than we used to pay before for
Sanitation Services. This is not reasonable; they should start with no more than 3.1 % increase. Inflation is over 3.2
and cost of living increased only 3.1%, how can you justify increasing our Sanitation services over 100%. The math does
not add up.
I respectfully ask the City council member to not agree with the proposed charges for the Santa Ana Sanitation
Services.

Subject: ITEM 44 — Resolution Adjusting Sanitation Services Users Charge
I understand that costs continue to rise. But to propose a Sanitation Services Users Charge rate
increase to commence on July 1, 2024 of 219% is hard to justify. ($5.35 to $11.72). At year 5 of the
proposal, it is 251% over the current rates!
To put it into perspective: a mom and pop owner of a 4 unit rent control building will see their
Sanitation Services Users Charge increase $611.52 per year during the first year, rising to $777.60 in
year 5 of the contract. Some could say this is a small amount to pay but as time marches on the rent
control units will continue to suffer. This could eventually lead to the selling of these units to larger
entities that can absorb the costs. Worse yet, when the asset is sold the new owners could tear down
the rent control units, pay the fees and relocation costs and rebuild with market rate properties.
I believe this is a reality that rent control units will face as the cost of doing business continues to rise.
The City of Santa Ana should consider the impacts of these rate adjustments as it applies to rent control
units. Some options:
1. The Sanitation Services Users Charge should match the allowable rent control rate increase,
currently at 2.85%.
2. The Sanitation Services Users Charge should be a two-tier schedule, one for rent control units and
one for all property owners.
3. The Sanitation Services Users Charge should not be charged per unit.
Disclaimer: I own a single-family home and DO NOT own any rental property.
Increasing City controlled fees (trash, sanitation, water, user utility tax) to well above approved rent
control increases is simply wrong.

Services User Charge. As a housing provider, I understand the importance of street
sweeping, abandoned item collection, sidewalk cleaning, power washing, addressing
illegal dumping, and cleaning alleys in our community. Maintaining our neighborhoods
provides a quality of life that we all deserve, especially as tax -paying citizens.
Unfortunately, the current rent control has interrupted many of the necessities
our neighborhoods require. As a small business owner, rent control has limited my
ability to maintain my property and to get a fair return due to inflation and economic
pressures mentioned in the letter issued by the City of Santa Ana and the reason for
this potential increase.
The allowable rent increase for September 1, 2023, through August 31, 2024, is
2.54%. This amount does not allow me to recover the increase in my water, gas, and
trash bills due to inflation. Property tax, insurance, and maintenance cost are also
higher, and now housing providers must pay a Rental Registry Fee. My rents are far
below market rent, which was not an issue until rent control prevented me from
recovering the cost of inflation.
The City of Santa Ana is now asking property owners to foot the bill for
another expense that will make them fall further behind. I do not believe this increase
should be placed on the shoulders of property owners who have been limited from
recovering costs by reasonably increasing rent. It is unfair to housing providers to
enforce rent control and increase fees simultaneously. I do not agree with charging
property owners for this potential increase.

City council members,
My name is John Duran, and I have been a lifelong Santa Ana resident. I currently reside at 1442 S Olive St. My wife and I enjoy a
modest life with our three children.
The city shouldn't raise fees because there is no guarantee conditions will improve. Maybe the sanitation costs wouldn't be as high if
the city didn't welcome "unhoused" individuals who urinate and defecate where they please. Although I don't advocate for any tax
increases, the city would have a better argument raising the sales tax to offset the increase in sanitation costs because the burden
would be shared by all those who benefit from the sanitation services. By raising the rates of homeowners and home renters, you
leave out the people who put a strain on the services and don't pay into public works.
Don't focus on taking care of the fringe element of our city like bicyclists and trolly car enthusiasts. It would be better if you flushed
the tax money spent on increasing bike lanes and technology from the late 1800s.
The city can't expect sanitation to improve while nurturing vagrancy, and thus we "users" shouldn't be asked to pay more.
