Hello Mayor Amezcua and members of the City Council:
My name is Leon Raya resident of Ward 3. Regarding Agenda Item 24, I'm asking that going forward the City
explore more prudent ways to spend funds than maintaining a fleet of take home vehicles for employee use.
I suggest that a agreed upon amount of dollars per identified employee position be allocated. Most cities
follow this car allowance policy. Take home vehicles likely include the cost of maintaince, accident repair,
fuel, insurance, etc. all at the City's expense. Additionally the number allocated seems excessive. Thank you
for your time and consideration.

I support the evaluation of the current lease vehicle arrangement created by the current
labor agreement with the SAPD PMA.
The evaluation should be done from the framework of the total cost of ownership for
these vehicles and as such should be done by an experienced firm with a background in
fleet management (and preferably police operations).
In fact, police fleet management is one area that many cities, such as Riverside, are
repurposing in the interest of taxpayer savings and value.
Please note that the current labor agreement with the PMA does not cap or anyway limit
the cost or type of vehicle that may be assigned. It appears this open ended
arrangement has led to the assignment of very high end SUVs at taxpayer expense;
however, there were never constraints to the Police Department for saving gas and lease
costs for lower end vehicles.
Since the labor agreement is not specific as to vehicle cost or type, it would seem the
Council can direct the City Manager to almost immediately place limitations on the
specific lease arrangements.
This may avoid lease arrangements that could take several months to change over, or
incur contract termination costs, should the Council wish to begin the process to save
the taxpayer money now versus after the labor agreement expires in the next 18
months.

ARTICLE XVII
17.0 CONTROLLED PARKING AND TAKE HOME VEHICLE PRIVILEGES
17.1 Parking. The City shall provide non -sworn employees with free parking for personal
vehicles during on -duty hours in controlled parking facilities in the Civic Center area.
17.2 Take Home Vehicle. All employees in the classifications of Police Captain and Police
Lieutenant shall receive a City -owned and maintained vehicle for traveling between the
employee's residence and the Police Department or other business -related location, as
necessary in the performance of their duties.
ARTICLE XV
15.0 TECHNOLOGY STIPEND
15.1 The City shall provide a seventy-five dollar ($75) per month Electronic Device Stipend
("Stipend") for those Association employees whose positions require the regular use of a
cell phone and/or tablet and who choose to use their own personal devices for business -
related conversations and activities. Effective the first day of the month following City
Council adoption of this MOU, the Stipend shall be one hundred dollars ($100) per
month. These employees may be eligible to receive a Stipend to compensate for business -
related costs incurred while using their individually -owned electronic devices. Eligibility
for the stipend requires the employee to return to the City any City issued electronic
device(s) for which the employee will be substituting their personal device.
