Minutes: Item C was pulled for review, Commissioner Murashie proposed amending the
report to reflect accurate information pertaining to his name and professional title.

BUSINESS CALENDAR
Public Hearing: The Historic Resources Commission decision is final unless
appealed to the City Council within 10 days of the decision by any interested
party or group. Legal notice was published in the OC Reporter on February
17,2023 and notices were mailed on February 16,2023.
1.Historic Resource Commission Application No, 202302, Historic Register
Categorization No. 202301, and Historic Property Preservation Agreement
No. 202301 for the property located at 2311 North Benton Way (historically
known as The Turks House) located in the Single Family Residential (R1)
zoning district. – Andrea Dumovich Heywood, Case Planner *
Project Applicant: Brian and Krystle Newquist
Project Description: The applicant is requesting approval of Historic
Resources Commission Application No. 202302, Historic Register
Categorization No. 202301, and Historic Property Preservation Agreement No.
202301 to allow the placement and categorization in the Santa Ana Register of
Historical Properties as Key for the above mentioned property and to execute a
Historic Property Preservation Agreement with the City of Santa Ana.
Environmental Impact: Pursuant to the California Environmental Quality Act
(CEQA) and the CEQA Guidelines, the project is exempt from further review under
Section 15331, Class 31, as this action is designed to preserve a historic
resource. Categorical Exemption No. ER202310 will be filed for this project.
Recommended Action: 1. Adopt a resolution approving Historic Resources
Commission Application No. 202302 and Historic Register Categorization No.
202301 (Exhibit 1); and
2. Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached Mills Act agreement with Brian and Krystle L.
Newquist, subject to nonsubstantive changes approved by the City Manager and
City Attorney (Exhibit 2).

spoke in favor of the item and answered questions.

APPEAL INFORMATION:The formal action by the Commission shall become effective after
the tenday appeal period. An appeal from the decision or requirement of the Commission
may be made by any interested party, individual, or group. The appeal must be filed with the
Clerk of the Council, accompanied by the required filing fee, and a copy sent to the Planning
Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final
day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
day to appeal shall be extended to the next day City Hall is open for public business. Please
note: Under California Government Code Sec. 65009, if you challenge in court any of the
matters on this agenda for which a public hearing is to be conducted, you may be limited to
