Project Location: 621 North Spurgeon Street
Project Applicant: Daniel and Diana Vogel
Project Description: The property owner is applying for a Mills Act Contract with the
City for a property that is listed on the local historic register and categorized as “Key.”
Recommended Action:
Recommend that the City Council authorize the City Manager and City Clerk to
execute a Historic Property Preservation Agreement (Mills Act) with Daniel and
Diana Vogel for the property located at 621 North Spurgeon Street, subject to
nonsubstantive changes approved by the City Manager and City Attorney
(Exhibit 1).
Minutes: Chairperson Rush requested modification to the Mills Act Agreement
which the applicant accepted.

Public Hearing: The Historic Resources Commission decision is final unless
appealed to the City Council within 10 days of the decision by any interested
party or group. Legal notice was published in the OC Reporter on June 20,
2023 and notices were mailed on said date.
1.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202305 FOR THE
PROPERTY LOCATED AT 419 EAST WELLINGTON AVENUE LOCATED
WITHIN THE SPECIFIC DEVELOPMENT (SD19) ZONING CODE.
Project Location: 419 East Wellington Avenue located within the Specific
Development No. 19 (SD19/French Park) Zoning District
Project Applicant: Duane Rohrbacher, Jr. and Shannon Quihuiz (Applicant)
Project Description: Application for an exterior modification for a property
listed as “Key” on the Santa Ana historical register and known as the “Titchenel
Catland House”. The scope of work includes a partial rehabilitation of an existing,
deteriorating front porch at the building’s primary (south) façade. The porch will
undergo foundation repairs and reinforcement; nonoriginal Craftsman style porch
elements that were added during the early to mid1920s remodel will be removed
and replaced by a simple, compatible porch design; compatible porch features
that are in disrepair will be maintained and repaired inkind; and conjectural
architectural features that have been added over time and are not compatible with
the historic property will be removed.
Environmental Impact: Pursuant to the California Environmental Quality Act
(CEQA) and the CEQA Guidelines, the project is exempt from further review under
Section 15331, Class 31, as this action is designed to preserve a historic
resource. Categorical Exemption No. ER202349 will be filed for this project.
Recommended Action:
Adopt a resolution approving a Certificate of Appropriateness for Historic
Exterior Modification Application No. 202305.
