Public Hearing: The Historic Resources Commission decision is final unless
appealed to the City Council within 10 days of the decision by any interested
party or group. Legal notice was published in the OC Reporter on October 23,
2023 and notices were mailed on said date.

HISTORIC REGISTER CATEGORIZATION NO. 202305 AND HISTORIC
PROPERTY PRESERVATION AGREEMENT NO. 202311 FOR THE
PROPERTY 1607 NORTH FREEMAN LANE LOCATED WITHIN THE
SINGLEFAMILY RESIDENCE (R1) ZONING DISTRICT.
Project Applicant: Robbyn & Daniel Taylor
Project Description: Applicants are requesting approval of Historic Resources
Commission Application No. 202318, Historic Register Categorization No. 2023
05, and Historic Property Preservation Agreement No. 202311, to allow the
placement and categorization in the Santa Ana Register of Historical Properties
as “Key” for the above mentioned property and to execute a Mills Act agreement
with the City of Santa Ana.
Environmental Impact: Pursuant to the California Environmental Quality Act
(CEQA) and the CEQA Guidelines, the project is exempt from further review under
Section 15331, Class 31, as this action is designed to preserve a historic
resource. Categorical Exemption No. ER2023107 will be filed for this project.
Recommended Action:
Adopt a resolution approving Historic Resources Commission Application
No. 202318 and Historic Register Categorization No. 20235 (Exhibit 1).
Recommend that the City Council authorize the City Manager and Clerk of
the Council to execute the attached Mills Act agreement with Daniel and
Robbyn Taylor, subject to nonsubstantive changes approved by the City
Manager and City Attorney (Exhibit 2).

mentioned property and to designate an existing Tudor Revival style residence to the

Recommend that the City Council authorize the City Manager and Clerk of
the Council to execute the attached Mills Act agreement with Charles William
Lake and Julie S. Lake, as Trustees of the Charles William Lake and Julie S.
Lake 2002 Family Trust Dated September 20, 2002, subject to non
substantive changes approved by the City Manager and City Attorney

3.HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 202308 FOR THE
PROPERTY LOCATED AT 625 SOUTH CYPRESS AVENUE LOCATED IN THE
TWOFAMILY RESIDENTIAL (R2) ZONING DISTRICT.
Project Applicant: City of Santa Ana
Project Description: The City of Santa Ana (owner and applicant) is requesting
approval of Historic Exterior Modification Application (HEMA) No. 202308. Specifically, the
request is to allow exterior modifications consisting of a partial restoration and
rehabilitation of the historic Cypress Fire Station, listed as “Key” on the Santa Ana Register
of Historical Properties. The primary (west) facade will be fully restored, along with some
portions of the north and south facades, and a 964squarefoot nonoriginal and non
contributing rear addition will be removed. New interior configurations of the existing
space, and alterations relating to Americans with Disabilities Act (ADA) compliance, will
require rehabilitation of exterior features, including removal/relocation of some doors and
windows on secondary facades.
